GENTEXT/REMARKS/1. The assignment of officers to the United States Naval Academy (USNA) requires high caliber individuals for positions that support the accession of junior officers to the Naval Service. Per reference (a), in October 2023, a panel comprised of staff from Manpower Management Officer Assignments (MMOA) and USNA met to select officers for assignment to FY24 billet vacancies.
2. The panel selected the following officers to serve at the USNA (read in four columns):

4. This message serves as notification of orders for officers listed in paragraphs 2 and 3. Selected officers are directed to contact their PMOS monitor NLT 2359 7 December 2023 to acknowledge their selection.
4.a. Once an officer acknowledges their selection they are subject to reference (b) and (c).
4.b. All officers will be issued orders to USNA upon the release of this message. The report date unless otherwise directed by the USNA Senior Marine Representative or HQMC will be NLT 31 June 2024.
4.c. Requests for declination by officers who volunteered and were selected for USNA duty will not receive favorable consideration.
4.d. Selected officers who have not yet accepted Career Designation (CD) will be offered CD in conjunction with this assignment. Retention & Release Officer (RRO), MMOA-3 will notify all officers being offered CD via Marine Online (MOL). Officers offered CD must accept or decline the offer by responding to the MOL message NLT 2359 7 December 2023. Officers who do not respond to this offer by the deadline will be considered as having declined CD and will execute their existing EAS.
4.e. There is no deferral of selection.
4.f. Declinations. Only officers whose end of obligated service ends prior to the report date to their specific program may decline orders. Officers eligible to decline this assignment have until 2359 7 December 2023 to decline their selection. Officers who decline the offer of CD in conjunction with this panel selection will execute their current EAS IAW MCO 1001.65A. Officers who elect to decline their selection are deemed as resigning in lieu of orders. Officers who resign in lieu of orders will exit the service NLT the last day of the month they were required to report to their future unit. Officers choosing to resign in lieu of orders will exit the service NLT 31 June 2024.
