GENTEXT/RMKS/1. Purpose. To establish guidance for Fleet Marine Forces (FMF) 1751 Military Occupational Specialty (MOS) Marines to execute funded Temporary Assigned Duty (TAD) to Joint Forces Headquarters Cyber (JFHQ-C Marines), Fort Meade, MD to conduct influence operational immersion through integration into JFHQ-C Military Information Support Operations (MISO).
2. Background. JFHQ-C will host 1751 MOS Marines in Fort Meade, MD for the purpose of increasing FMF MISO proficiency, experience, and capability in support of mission objectives common to United States Cyberspace Command (USCYBERCOM) and Geographic Combatant Commanders. JFHQ-C will mentor in MISO planning and execution as it relates to cyber integration, provide in-depth mission understanding with operational experience, as well as providing opportunity to learn how to leverage USCYBERCOM capabilities in support of future Marine Expeditionary Force and Geographic Combatant Command plans while establishing working relationships with critical points of contact. Operational lessons and FMF feedback will inform potential benefits for increasing operational immersion opportunities for 1751 MOS Marines. Marine Corps Information Command (MCIC) will lead coordination for this enhanced individual training integration in accordance with the parameters outlined in this message.
3. Participants. Commanding Officers will identify 1751 MOS Marines in accordance with the coordinating instructions, para 4, in this message.
4. Coordinating Instructions.
4.a. Nomination. Respective O5 commanders will nominate 1751 MOS Marines via Administrative Action (AA) Form submitted to the first point of contact (POC) listed and identify at least one four-work-week window of availability for consideration annotated in the AA Form comments. TAD periods will begin on the first regular workday of the week and end on the last regular workday of the final week of training. 1751 Marines who are interested should communicate interest to their respective chain of command for consideration.
4.a.1. Marine Corps Forces Cyberspace Command (MARFORCYBER) Special Security Officer (SSO) recommends requesting a TAD window at least 90 days in advance to increase Marines opportunity to complete SSO requirements.
4.a.2. Security Clearance. Nominees require top secret/sensitive compartmented information clearances with Counterintelligence (CI) polygraphs. MARFORCYBER SSO will conduct pre-screening for nominees and make recommendations to MCIC on a potential timeline for granting access to operational spaces and associated networks. Home unit SSOs are requested to coordinate with the fourth POC listed, MARFORCYBER SSO (cc MCIC), to facilitate completing a timely prescreen.
4.a.3. CI Polygraph. Following a favorable MARFORCYBER SSO pre-screen the individual will meet the criteria for a CI polygraph. The local SSO should schedule CI polygraphs at the respective home station Naval Criminal Investigative Service. If inexecutable, the home unit SSO should contact MCIC, and MARFORCYBER SSO will assist coordinating a home station CI polygraph. Note that coordinating a CI polygraph through MARFORCYBER may result in delays of two months or more.
4.b. Numbers. JFHQ-C (Marines) intends to host no more than three 1751s at any given time.
4.c. Dates. O5 commanders and MCIC will coordinate specific dates for operational immersion. Marines will be in place on a Monday at Fort Meade for no less than 27 calendar days. This will allow for administrative requirements on the front and back of operational immersion. Specific execution dates will be dependent on completing clearance and access approval required for facilities, information, and operational network access.
4.d. Orders Language. In order to receive network access, Marines will need to execute TAD with an attach/detach endorsement letter containing language to attach to Marine Corps Cyberspace Warfare Group from (date) to (date) for operational immersion with JFHQ-C (Marines).
4.e. Uniform. The uniform for Marines is woodland Marine Corps Combat Utility Uniform.
4.f. Location. Operational immersion (TAD) will be at JFHQ-C (Marines), 9800 Savage Rd, Fort George G. Meade, MD 20755.
4.g. Funding. MARFORCYBER will fund or coordinate funding for all travel expenses except for rental cars.
4.h. Lodging. Attendees must comply with Joint Travel Regulations regarding lodging and the use of the Integrated Lodging Program (ILP) Fort Meade. The designated ILP lodging is Candlewood Suites located at 4690 Cooper Ave., Bldg. 4690, Fort George G. Meade, MD (410-674-7700).
4.i. Messing. Meals and incidental expenses and messing per diem (full or partial) will be mission-dependent and will be determined by the operational requirements.
4.j. Defense Travel System (DTS). Attendees and commands must comply with MCO 4600.40b concerning the government travel charge card program. Travel participants must coordinate with the POCs listed in this message in order to provide a cross-organizational line of accounting in DTS for authorization and voucher processing.
