GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to announce changes to the Annual Fitness Report Schedule contained in reference (a).
2.  Effective the date of this MARADMIN, the active component Lieutenant Colonel and Major annual reporting period will end on the last day of February.  The active component Captain annual reporting period will end on the last day of March.  Active component E9 annual reporting period will end the last day of June.
3.  This adjustment will allow processing time for fitness reports and inclusion in the Official Military Personnel File prior to revised commencement dates for the Commandant of the Marine Corps sponsored promotion screening boards for Lieutenant Colonel and Colonel in May, and Major in June.  Refinement of the active component E9 annual reporting period links this reporting period with the summer move cycle and will reduce administrative burden.
4.  Reporting officials shall not omit annual reports for Marines projected for consideration in any zone of Headquarters Marine Corps boards.  Omission of annual reports on board eligible Marines is inconsistent with the sole intended purpose of the FITREP as a reporting tool for use in CMC talent management decision-making.
5.  The following modifications to annual fitness report omission and extension criteria resident in reference (a) are hereby authorized:
5a. Reference (a) Chap 3, Para 7a reporting officials may extend AN or AR reports if MRO's performance has not changed since the submission of the last annual report and another reporting occasion comes due within 180 days or less. SA reports may only be extended if another known occasion comes due within 89 days or less.
5b.  Reference (a) Chap 3, Para 4j(2)(e): Reporting officials may omit annual reports if it is known in advance that another reporting occasion will occur within 180 days of the scheduled annual occasion except for cases where adversity applies.
6.  Reporting officials and individual Marines may assess eligibility for board consideration by visiting the Manpower & Reserve Affairs Board Eligibility query function found at:  https:(slash)(slash)www2.manpower.usmc.milboardEligibilityRucMcc.action
7.  Fitness reports shall be written and processed in accordance with the reference and this MARADMIN. The next release of the reference will include this updated Annual Fitness Reporting Schedule.  Reporting seniors and reviewing officers shall ensure fitness reports are completed and submitted in accordance with the timelines outlined in the reference and this MARADMIN.  Late fitness reports are inconsistent with reference (a) and can have a significant and consequential impact on board selection for individual Marines.
