GENTEXT/REMARKS/1.  Situation.  In keeping with the Commandant’s Planning Guidance, references (a) and (c), Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) will host their annual commanders conference/reblack on 30 January through 1 February 2024 at MAWTS-1, Marine Corps Air Station ((MCAS) in Yuma, Arizona.
2.  Mission.  MAWTS-1 prepares Aviation Combat Element (ACE) Commanders and prospective ACE Commanders and updates Weapons and Tactics Instructors (WTI) and Flight Leadership Standardization and Evaluation (FLSE) Program Coordinators on current weapons and tactics and on issues affecting their specific community while providing a forum to exchange information, promote standardization, and maximize operational effectiveness.
3.  Execution.
3.a.  Commanders Intent.
3.a.1.  Purpose.  To prepare prospective and current ACE Commanders for command and provide WTIs, FLSE Program Coordinators, and all interested fleet aviator’s updates to their communities.
3.a.2.  Method.  The commanders conference/reblack will provide lectures, discussions, and breakout groups on important aviation topics.
3.a.3.  Endstate.  Current and prospective ace commanders, WTIs, and FLSE Program Coordinators are better prepared for command and are up to date on current weapons and tactics and issues affecting their specific communities.
3.b.  Concept of operations.  MAWTS-1 conducts the Commanders conference/reblack at MCAS Yuma once per fiscal year (FY).
3.c.  Coordinating instructions.
3.c.1.  Eligibility.
3.c.1.a.  Commanders Conference:  all HMM, HLMA HMH, VMGR, VMA, VMFA, VMU, MWSS, MWCS, MASS, MALS, MACG, MWHS, and MACS Commanders and prospective Commanders per reference (b), and all former O-5 and O-6 Commanders from the aviation community.
3.c.1.b.  Reblack:  all WTIs, FLSE Program Coordinators, and all interested fleet aviators (space permitting).
3.c.2.  FY24 Commanders Conference/reblack dates.
3.c.2.a.  Commanders conference.  30-31 January 2024.
3.c.2.b.  Reblack.  1 February 2024.
3.c.2.c.  Travel days are 29 January and 2 February 2024.
3.c.3.  Registration.  Registration will be done through the MAWTS-1 SharePoint site:

3.c.3.a.  SharePoint access must be granted prior to registration.
Access is attained through initial visitor of the website.
3.c.3.b.  Registration for either Commanders Conference, reblack, or both are due no later than 15 January 2024.  If you have issues registering, contact the MAWTS-1 Academics Officer, listed in para 5.b.4.
4.  Admin and logistics.
4.a.  Security clearance.
4.a.1.  Minimum clearance is TS/SCI for the Commanders Conference.  Send clearance information via defense information system (diss) through your local security manager to strategic mobility office (SMO) code 012431A53.
4.a.2.  Minimum clearance is secret for reblack.  Send clearance information via DSS visit request to SMO code M00328.
4.b.  Each attendee arranges their own billeting.  Billeting is available at Marine Corps Hospitality Services: (928) 269-2262.  Additional facilities are available in town at the government rate.
4.c.  Funding.
4.c.1.  Attendance is unit funded.  There is no conference identification number associated with this conference.
4.c.2.  Uniform.  Desert MARPAT combat utility uniform or flight suit.
