GENTEXT/REMARKS/1.  In accordance with section 637 of reference (a), this MARADMIN establishes procedures for notification and administration of aviators who have been selected for continuation.
2.  Aviation captains who have twice not been selected to the rank of major are being offered continuation of active duty service. Those officers selected for continuation are offered the opportunity to remain on active duty as specified in references (a) through (c) and detailed below.
3. Captain aviators selected for continuation will receive a notice upon logging in to Marine Online (MOL). Per reference (d), all captain aviators in the above-zone but not on the FY-25 U.S. Marine Corps Major Selection ALNAV are directed to log in to MOL to check for notification of continuation status.
4.  MMSR-2 will enter the mandatory separation or retirement date (MSR) into the Marine Corps Total Force System (MCTFS) for affected officers.  Notifications to commands will be sent through the Diary Feedback Report (DFR) to the respective Installation Personnel Administration Centers (IPAC).
5.  In accordance with reference (a), affected officers shall be counseled regarding the ramifications of accepting or declining continuation.
5.a.  The counseling officer shall be a Marine officer in the grade of O-5 or higher in the affected officer's immediate chain of command.  Affected officers with unique situations in which a Marine officer meeting the above criteria is not reasonably available shall contact Headquarters, U.S. Marine Corps, for guidance.  
5.b.  All officers selected for continuation shall submit a NAVMC-118(11) (Page 11) entry, signed by themselves and their counseling officer, to Headquarters, U.S. Marine Corps Manpower Management Performance Branch (MMPB-2).  The Page 11 entry shall state: "I have been counseled on the ramifications of continuation on active duty for 36 months.  I have read and understand sections 632, 637, and 1174 of Title 10, U.S. Code, pertaining to non-selection, continuation, and subsequent separation." Page 11 entries shall be scanned and emailed to MMRP at smb.manpower.mmrp-20@usmc.mil.
6.  Acceptance of continuation
6.a.  Affected officers shall communicate their intent to accept or decline continuation to their monitor. If no action is taken by 2359 EST, 31 January 2024, the impacted officers will be considered to have accepted the offer of continuation.  These officers will retain the MSR of 1 June 2027.
6.b.  Officers who accept continuation will incur a 36-month active duty service extension beginning on 1 June 2024 and ending on 1 June 2027.  This continuation period will run concurrently with any existing obligation.
6.c.  Acceptance of continuation makes officers eligible for future promotion opportunities, as well as permanent change of station orders, permanent change of assignment orders, or an extension of current orders.
7.  Declination of continuation.  Officers electing to decline continuation shall express their declination and intent to be separated via signed NAVMC Form 10274, Administrative Action Form (AA form), to MMSR-2(O) prior to 2359 EST, 31 January 2024.  AA forms shall state that the officer declines continuation on active duty and that they accept separation on 1 June 2024.  AA forms shall be scanned and emailed to MMSR-2(O) at smb.manpower.mmsr2o@usmc.mil and the affected officer's monitor.
8.  Education benefits.  Per reference (e), officers previously approved to transfer their Post-9/11 GI Bill to their dependents (i.e., TEB) will be considered to have completed their previously approved TEB-related service agreement (i.e., indicated by your TEB Obligation Date) upon separation, with an honorable discharge, due to twice not being selected for promotion.  The following parameters apply:
8.a.  An officer not offered continuation will have the TEB obligation end date adjusted to their new separation or retirement date (if the officer has not already fulfilled the TEB obligation).
8.b.  An officer who is offered and accepts continuation will have the TEB obligation end date adjusted to their new separation or retirement date (if the officer has not already fulfilled the TEB obligation).
8.c.  Per reference (f), an officer who is offered and declines continuation will have the TEB cancelled if the officer has not already fulfilled the TEB obligation and doesn’t directly affiliate into the Selected Reserve (SELRES) to complete TEB obligation.  The amount of any transferred entitlement used as of the date will be subject to collection by the Department of Veterans Affairs.
