GENTEXT/REMARKS/1.  Orientation.  In accordance with the Commandant of the Marine Corps Force Design 2030 Annual Update from May 2022, the Deputy Commandant for Aviation was tasked to establish a restricted officer Primary Military Occupational Specialty (PMOS) for a Command and Control Interface Control Officer (C2ICO). The proliferation of tactical data link (TDL) equipment and the need for expeditious TDL information sharing across the battlefield have created a requirement to professionalize the Interface Control Officer skillset within the Marine Corps.
2.  Purpose.  The purpose of this message is to announce the approval of the 7216 C2ICO PMOS. In support of modernization efforts, the 7216 PMOS enables the Marine Corps’ continued success in the tactical information environment while enhancing our ability to conduct operations aligned with Force Design 2030.
3.  The MOS Manual entry for the newly created MOS 7216 that follows in paragraph 4 will be included in the FY24 MOS Manual through the normal MOS Manual change process.
4. MOS 7216, Command and Control Interface Control Officer (III) (CWO5 to WO) PMOS, DC AVN.
4.a. Summary. C2ICOs analyze, plan, design, execute, and manage the Marine Corps functional component’s common tactical pictures (CTP) and integrate the service’s CTP with the Joint Task Force (JTF) Commander’s common operational picture (COP). The C2ICO ensures available interfaces are optimized to achieve the end-to-end information exchange requirements and flow required to execute advanced digital mission threads and kill chains in a Naval and Joint Force environment. This is a highly technical MOS and requires that the C2ICO be educated and thoroughly knowledgeable in TDL theory, multi-TDL architecture planning and design, Link 16 network design, COP/TDL systems and capabilities, advanced TDL techniques, differing TDL systems and applications, and air defense, air surveillance, and TDL capabilities of United States, Coalition, and allied partners. Operating forces billet assignments for this officer includes Marine Forces Command, Marine Forces Pacific, Marine Forces Europe/Africa, Marine Expeditionary Force, Marine Division, Marine Air Wing, Marine Air Control Group, and Marine Littoral Regiment.  Non-operating forces billet assignments for the C2ICO includes instructor billet at the Joint Interoperability and Data Link Training Center (JID-TC), Requirements Officer at Marine Corps Combat Development Command, TDL Acquisition Project Officer at Marine Corps Systems Command, Integration Officer under Deputy Commandant for Aviation, TDL Instructor at Marine Aviation Weapons and Tactics Squadron, and Project Officer at Marine Corps Tactical Systems Support Activity. C2ICOs will often work with Joint, Coalition, and other allied TDL partners to provide Marine Corps TDL expertise.
4.b. Prerequisites.
4.b.1. Security requirement: Top Secret with Sensitive Compartmented Information access eligibility.
4.b.2. Must hold PMOS 7212, 7236, 7242, 7257, or 7291.
4.b.3. Must have successfully completed the following JID-TC courses:
4.b.3.a. JT-101 Introduction to Multi-Tactical Data Link Network Operations Course (JKO).
4.b.3.b. JT-102 Multi-TDL Advanced Joint Interoperability Course (A05L6Z1).
4.b.3.c. JT-201 Multi-TDL Network Planners Course (A05KHY1).
4.b.4. Must meet eligibility and appointment criteria as prescribed in MCO 1040.42B, Warrant Officer (WO) and Limited Duty Officer accession programs.
4.c. Requirements.
4.c.1. Complete the WO Basic Course (M02RMN4) within 18 months of appointment to WO.
4.c.2. Skill progression schools/courses: Newly promoted MOS 7216 WOs must attend JT-301 Joint Interface Control Officer (JICO) Course (A05FH21), within 18 months of their first assignment as a WO.
4.c.3. Skills enhancement schools/courses recommended for C2ICOs includes:
4.c.3.a. Complete JT-310 Advanced Joint Interface Control Cell (JICC) Operator Course (A05H11).
4.c.3.b. Joint Air Operations Command and Control Course (F19L2W2).
4.c.3.c. Weapons and Tactics Instructor Course (M149731).
4.c.3.d. Marine Tactical Data Link Instructor (MTDLI) Course (MAWTS-1).
4.d. Duties.
4.d.1. Responsible to unit commanders for Composite Tracking Network (CTN)/Cooperative Engagement Capability (CEC)/TDL integration, management, and operations, and ensures all subordinate TDL personnel are adequately trained to support the command’s mission.
4.d.2. Provides information concerning capabilities, limitations, and reliability of CTN and TDL systems and equipment.
4.d.3. Control and act as the coordinating authority for all subordinate USMC ICOs, data link coordinators, and unit CEC/TDL managers.
4.d.4. Responsible for track data coordination across the joint interface to include resolving identification conflicts, dual designations, and other interface anomalies.
4.d.5. Ensure all platform interfaces are configured and operational according to the published Operations Task Link (OPTASKLINK) and assist the JICO with developing the OPTASKLINK.
4.d.6. Coordinate with the JICO/JICC of the assigned area of operations.
4.d.7. Manage USMC platform-unique composite tracking network and tactical data link capabilities within the  multi-TDL network.
4.d.8. Maintain a thorough familiarity with current and emerging command and control systems, tactical data links, composite tracking network equipment, active and passive sensors, and network enabled weapon systems.
