GENTEXT/REMARKS/1.  A Joint selection board to recommend a Regular Component Judge Advocate (JA) for appointment as the Legal Counsel to the Chairman of the Joint Chiefs of Staff will be convened on or about 20 March 2024 at the Naval Support Facility, per the guidance contained in section 156 of reference (a).
2.  Regular Marine Corps officers eligible for consideration by the board must satisfy the following criteria:
2.a.  Be a JA (4402 MOS) serving in the grade of brigadier general or serving in the grade of colonel with a date of rank of 1 March 2022, or earlier.
2.b.  Be a member in good standing of a bar of a Federal court or the highest court of a state or territory (an inactive selectee must become active before the board report will be approved).
2.c.  Do not have an established separation/retirement date that is within 90 days after the convening date of the board.
3.  Selection Board.  The board will consider officers that fall within the identified zone below.  Officers may review reference (b) and their eligibility for the board on the internet at the officer promotion homepage.

3.b.  Location of board.  The Legal Counsel to the Chairman of the Joint Chiefs of Staff Joint Selection Board will convene at the Naval Support Facility (NSF) Arlington, 701 South Courthouse Road, Suite 2000, Building 15, Arlington, VA 22204. 
4.  Personal responsibilities.  Each officer is personally responsible for ensuring the accuracy and completeness of their Official Military Personnel File (OMPF) and Master Brief Sheet (MBS).
4.a.  Obtaining and reviewing the OMPF.  The primary and most expeditious method for obtaining and viewing the OMPF and MBS is through OMPF Online via Marine Online (MOL).  The MBS can also be obtained through the Manpower Management Performance Branch (MMPB) website.  Refer to reference (c) to determine the appropriate documents for inclusion in the OMPF.
4.b.  OMPF Document Submission Guidelines.  Officers are personally responsible for rectifying inaccuracies, missing information, or illegible documents in either the OMPF or the MBS using MMPB-22.  All material submitted for inclusion or corrections must be routed to the Records Management Unit (MMPB-22) via the OMPF-Records Management Application (O-RMA) System.  Non-compliance with submission procedures may result in processing delays, causing material to be absent from the OMPF before the convening selection board.  For corrections or updates to the administrative information section of the MBS, contact your unit S-1 or Installation Personnel Administration Center (IPAC) to make the appropriate changes within the Marine Corps Total Force System (MCTFS).  To address deficiencies, missing fitness reports, and date gaps in the performance evaluation summary section of the MBS as per reference (d), contact the Performance Evaluation System (PES) Unit (MMPB-23).  Officers are strongly advised to verify any additions or deletions to their OMPF or MBS within the 12-month window to ensure the accuracy and completeness of their records.  Due to faster processing times, Marines are encouraged to submit OMPF documents through the O-RMA System. However, documents are accepted via email or mailed to the OMPF and Audit Review Cell (MMPB-22B) if access to O-RMA is not feasible.  Email or mailed material must indicate "FY24 Legal Counsel to the Chairman of the Joint Chief of Staff Joint Board" to prevent any delays in processing.  Refer to paragraph 6.d.1., Records Management Unit (MMPB-22), for OMPF inquiries and document submission points of contact.
4.c.  OMPF Document Submission Timelines.  Officers are advised that the OMPF record of eligible officers must be provided to the Joint Staff on 15 February 2024, as such, eligible officers must ensure their OMPF is up to date NLT 2359, 14 February 2024.  Reasonable diligence for records updates rests solely on the eligible officer.
5.  Officer Correspondence.  All eligible officers may, if desired, submit correspondence to the President of the Board.  The correspondence should include only those matters deemed important in the consideration of an officer's record.  OMPF materials sent directly to the board president will not become part of an officer's OMPF.  Although officers may submit any material they deem important, officers should contact MMPB-23 before submitting fitness reports and MMPB-22 for any other OMPF materials.  This will ensure that an officer's OMPF is appropriately updated.  The following guidelines apply:
5.a.  Correspondence must be submitted under signed cover letter by the eligible officer with the material for the board’s consideration listed as enclosures (a sample cover letter is available at the officer promotion homepage).  Material submitted without a signed cover letter by the eligible officer will not be submitted to the board.
5.a.1.  The cover letter must be addressed to the President, FY24 Legal Counsel to the Chairman of the Joint Chief of Staff Joint Board and signed with a pen or with a CAC digital signature by the eligible officer.
5.a.2.  Communications or memorandums of recommendation from other parties on behalf of officers eligible for consideration will not be provided to the board unless forwarded as an enclosure to a signed memorandum to the board from the officer being considered IAW paragraphs 5.a.1-3 of this MARADMIN.
5.a.3.  Pursuant to reference (a), eligible officers are personally responsible for ensuring the Officer Promotions Unit (MMPB-10) has physically or electronically received their personal correspondence to the President of the Board NLT 2359 Eastern Standard Time (EST), 10 calendar days prior to the board convene date of their respective board in order to be considered.  Correspondence arriving after 2359 EST 10 calendar days before the board convene date WILL NOT be accepted or submitted to the board.  All personal correspondence for the board must be received NLT 2359 EST on the due date annotated below:

5.a.4.  Forwarding Communications to the Board.  All eligible officers may submit correspondence to the selection board via the board correspondence portal, email, U.S. Mail, next-day delivery services (FedEx, UPS, etc.), or fax.
5.a.4.a.   Board Correspondence Portal.  Uploading material to the Board Correspondence Portal is the preferred submission method.  The Portal is CAC enabled.  To access the Portal, go to:  https:(slash)(slash)www2.manpower.usmc.mil/application_cac/.  Officers can confirm their submissions via the Portal and may request to receive separate confirmation of receipt.  Access to the portal will be granted to eligible officers no later than 60 days prior to the board convene dates established in paragraph 5.a.3. of this MARADMIN.
5.a.4.b.  Email.  Officers with the capability to scan may send their correspondence via email directly to the organizational mailbox:  officerpromotions@usmc.mil.  Ensure the email subject line reads "correspondence to the FY24 Legal Counsel to the Chairman of the Joint Chief of Staff Joint Board."  Correspondence sent via USMC email per paragraph 6.b.6, will receive an email confirmation.  The email confirmation receipt is the official notification that MMPB-10 has received your correspondence.
5.a.4.c.  Correspondence may be physically delivered to Officer Promotion Section at Harry Lee Hall, Monday through Friday from 0800-1630; correspondence WILL NOT be accepted unless delivered to a MMPB-10 staff member.
5.a.4.d.  Refer to paragraphs 6.a.c of this MARADMIN for additional information on correspondence forwarding options. 
5.b.  Request for Non-Selection.  Officers eligible for selection who plan to separate or retire may correspond with the President of the Board requesting they not be selected.  Any officer who writes such a letter to the board will still be considered for selection.  Requests for non-selection constitute officer correspondence and thus are subject to the guidance provided in paragraphs 5 through 5.a.4.e. of this MARADMIN. 
5.c.  Classified  Reports.  Eligible officers whose records contain classified reports should notify MMPB-10 as soon as possible.  Notification should include the Marines' full name, EDIPI, grade, occasion, and dates of the report(s).
