GENTEXT/REMARKS/ 1. Per Ref (a), Total Force Structure Division (TFSD) has updated the published Authorized Strength Report (ASR) data for Fiscal Year (FY) 2024 through FY 2044 Tables of Organization and Equipment (TOE). The Total Force Structure Management System (TFSMS) was updated 8 February 2024 and incorporates all approved changes to the Marine Corps force structure for planning purposes since the previously published ASR. This MARADMIN cancels ref (c) and will remain in effect until the publication of the August 2024 ASR.
1.a. Per Assistant Commandant of the Marine Corps direction at July Executive Off-Site, all force structure initiatives submitted to Deputy Commandant, Combat Development & Integration (DC, CD&I) must include force structure compensation and result in a zero-sum transaction per the guidance described within ref (a).
1.a.(1). The published February 2024 ASR is utilized to plan enlisted assignments effective in FY 2025. The published August 2024 ASR is used to plan officer assignments for FY 2026. The August 2024 ASR Publication is tentatively planned for 8 August 2024.
1.b. A summary of major force structure changes included in the February 2024 ASR is available at the TF/DOTMLPFC WG portal.
2. Per Commandant of the Marine Corps (CMC) direction, the following manning/staffing precedence levels are in effect for this ASR.

Fleet Marine Force: Officer 100% Enlisted 96.5%

3. Updated TOEs are available on the TFSMS website at https:(slash)(slash)tfsms.mceits.usmc.mil. Users must request access by following the instructions on the TFSMS homepage under the section titled, “Request New or Reactivation of Account.” Normal response time for access is less than 24 hours.
3.a. Instructions for downloading current FY TOE report: After log-in, enter all or part of Unit Identification Code (UIC), unit name, Monitored Command Code or Reporting Unit Code in the "Run TOE Report" and click "Show" to display the unit's current TOE.
3.b. Instructions for downloading planned or future FY TOE reports: After log-in, click on “Reports" link, then “TFSMS Cognos Reports Portal.” A unit's TOE is located in the "Standard Reports (published, structure data current as of last ASR)" folder. After entering the folder, click on "Unit TOE Report" and select the applicable FY and UIC. User must enable compatibility view settings for usmc.mil to select criteria for the TOE report.
4. Readiness reporting. The Defense Readiness Reporting System-Marine Corps (DRRS-MC) automatically populates a unit's readiness report with force structure requirements from the current published FY TOE resident in TFSMS. Units should validate the force structure requirements in their unit's readiness report using the current published FY 2024 TOE in TFSMS or use the TOE link in a unit's readiness report in DRRS-MC.
5. Effective immediately, the Total Force (TF) DOTMLPF/C WG will begin preparation for assessment of the force structure recommendations developed by the Campaign of Learning Audit Group (COLAG) by prioritizing COLAG initiatives that are intended for inclusion within the August 2024. Accordingly, submission of new initiatives outside of those developed by the COLAG are suspended. An update to this policy will be promulgated upon publication of August 2024 ASR.
6. TOECR Policy.
6.a. TOECR submissions, with the exception of civilian manpower, are suspended effective immediately, pending results and initial implementation of COLAG recommendations. An update to this policy will be promulgated upon publication of August 2024 ASR.
6.b. Civilian Manpower TOECRs: All new TOECRs that propose the establishment of new civilian Billet Identification Codes (BIC) within the programmed budgetary controls will require compensatory billet/resource reductions. The grade levels or dollar value of the BICs identified as compensation must be of the same or higher grade/dollar value than the proposed new BICs in order to ensure that the transaction is fiscally neutral. Additionally, IAW reference (a), chapter 9, para 9.c., all term positions must be fully documented on the T/O for the term's duration. TOECRs that do not meet the criteria set forth by reference (d) will be returned without action.
