The survey link can also be found on the Uniform Board website - https:(slash)(slash)www.hqmc.marines.mil/Agencies/Marine-Corps-Uniform-Board/. Participation in the survey is voluntary.
2. The formal Board meeting on these issues will occur no later than the 3rd Quarter Fiscal Year 2024, and any Commandant of the Marine Corps (CMC) decisions will be published via Marine Administrative Message (MARADMIN). Survey results will be provided to the Uniform Board for consideration and will be incorporated into the CMC decision memorandum.
3. The survey step of the Uniform Board process is where the individual Marine gets to provide feedback on uniform issues. There are seven separate recommendations being considered for this Board. A brief description of each issue is provided below:
3a. Positioning of Devices on Ribbons and Medals. The proposal is to change how devices are worn on ribbons and medals - instead of alternating the devices left to right around the senior device (or above and below on the medal) by order of priority, the proposal is to wear the senior device to the wearer's right with the junior devices stacked to the left of the senior device. On medals, the senior device would be on the top with the junior devices stacked below by level of seniority.
3b. Marine Corps Recruiting Command recruiter supplemental allowance. The proposal is to add the tanker jacket to the recruiter supplemental uniform allowance.
3c. Marine Corps Logistics Base (MCLB) Barstow supplemental uniform allowance. The proposal is to establish a medium blue supplemental allowance for the MCLB Barstow funeral detail.
3d. Boatcloaks for female Marines. The proposal is to authorize female Staff Noncommissioned Officers (SNCOs) and officers to wear the boatcloak as an optional item.
3e. Pumps for the evening dress uniform. The proposal is to authorize female SNCOs and officers to wear the leather dress and service uniform pumps with the evening dress skirts (in addition to the authorized black suede and fabric pumps).
3f. Necktabs. The proposal is to standardize the female dress and service necktabs of one color- khaki or black. The green necktab would become obsolete.
3g. All-weather coat (AWC) and tanker jacket. This is a two-part proposal. The first proposal is to add the tanker jacket to the Seabag and Minimum Requirement List. The second proposal is to make the AWC optional. It would still be issued via the Seabag but would become optional after Boot Camp.
