GENTEXT/REMARKS/1.  The Fiscal Year 2025-02 (FY25-02) Test Pilot School (TPS) Selection Panel will convene on or about 30 April 2024.  The FY25-02 TPS Selection Panel will consider applicants for assignment to United States Naval Test Pilot School (NTPS) Class 167 convening in January 2025 to fill a Presidential Helicopter (VH-92A) project officer billet.

3.  Eligibility
3.a.  Eligbility criteria.  Officers must meet the below eligibility criteria to apply:
3.a.1.  Active component commissioned officers.
3.a.2.  Regular commissioned officers in the rank of first lieutenant and above.
3.a.3.  Designated Naval Aviators.
3.a.4.  Have a minimum of 750 flight hours by the projected class convening date in January 2025.
3.a.5.  Time-on-station requirements.  Applicants must meet the minimum 24-months time-on-station requirement for continental United States (CONUS) assignment or be able to complete their tour control factor for assignments outside the continental United States by 31 March 2025.  If an applicant will not complete the minimum required time-on-station in their current assignment, they must submit a command-endorsed waiver, via NAVMC 10274 (AA-Form), with their application.
3.a.6.  Weapons and Tactics Instructors (WTIs) must serve a minimum of 18 months in their unit upon successful completion of Weapons and Tactics Instructor Course prior to executing a PCS or PCA.  This requirement does not preclude WTIs from applying to TPS, and orders can be adjusted on a case-by-case basis to ensure this requirement is satisfied.
3.a.7.  Must have successfully completed college physics or mechanical engineering and college level mathematics through calculus.  Although not a requirement, a Bachelor of Science degree in engineering, physical science, computer science, or mathematics fields is highly desirable.
3.a.8.  Must meet anthropometric requirements for TPS syllabus aircraft.  Applicants that fall outside the below requirements may contact the Marine Aviation Detachment for additional guidance.
3.a.8.a.  Weight:  136-213 lbs (may be waived to 103-245 lbs).
3.a.8.b.  Sitting height:  32.0" through 40.9".
3.a.8.c.  Buttock-knee length:  21.0" through 27.4".
3.a.9.  All captain applicants shall be Professional Military Education (PME) complete for grade by the projected class convening date or be able to clearly articulate a plan for PME completion.
3.a.10.  Security clearance:  All selected officers must have at least a Secret clearance that will not expire during the next four Fiscal Years, and all selected officers must be eligible for a Top Secret-Sensitive Compartmented Information (TS-SCI).
3.b.  Ineligibility criteria
3.b.1.  Officers currently in receipt of orders.
3.b.2.  Reserve component commissioned officers.
3.b.3.  Officers in the above-zone for promotion on the convening date of the selection panel.
3.b.4.  Officers serving in a joint billet that will not have met their minimum time-on-station requirement at least three months prior to class convening date.
3.b.5.  Officers pending any medical or legal action that would preclude successful completion of the period of instruction and subsequent tour of duty.
3.b.6.  Officers who have not completed their Commandant's Career-Level Education Board (CCLEB) utilization tour by 1 October 2024.
4.  Because of extensive pre-arrival training requirements associated with this curriculum, officers selected for TPS should expect to receive orders to report for duty no later than 1 October 2024.
5.  Officers should plan to report with a current Naval Air Training and Operating Procedures Standardization (NATOPS) and instrument check in their primary Type/Model/Series.
6.  Application process and requirements
6.a.  The appliction deadline is 2359 Eastern Standard Time on 15 April 2024.  Applicants shall follow the instructions below.  All applicants must submit a complete application package.  Information contained in previous applications is not retained after the selection panel.

6.b.1.  Applicants shall disclose in the form if they were subject to a Field Flight Performance Board and the results of the board.
6.b.2.  If applicants require a waiver for any eligibility requirement, they shall note that in the comment portion of the online application.  The requirement for a waiver should not be considered a disqualifier for favorable endorsements by the chain of command.
6.c.  Following completion of the online application, applicants must submit the documents listed below in a single PDF document, with the nomenclature, "EDIPI_Last Name_TPS," and send to the MMOA-3 organizational inbox at smbmmoaplanso@usmc.mil.  Please organize these documents in the following order:
6.c.1.  Document 1: AA form with endorsements.  Applicants will submit an AA form addressed to the Commanding Officer, Marine Aviation Detachment, Patuxent River, in which they will indicate their desire to apply for TPS.  This letter of intent shall be submitted via the applicant’s chain of command with endorsements through the first colonel (or O-6 equivalent).  Command endorsements should specifically address the flying abilities and aviation leadership qualities of the applicant.  If the endorsing officer has no firsthand knowledge of the applicant's flying ability, a letter of recommendation shall be included from one or more officers who have supervised the applicant in an operational flying billet within the past three years.
6.c.1.a.  Applicants who apply and are subsequently transferred must include endorsements from their gaining chain of command as well.  Contact POCs in paragraph 7 with questions.
6.c.2.  Document 2:  Encl 1.  Email correspondence from PMOS monitor confirming applicant's eligibility.
6.c.3.  Document 3:  Encl 2.  A one-page applicant military biography without photograph.  The biography should summarize military school experience, operational experience, flight and leadership experience, as well as other noteworthy personal experiences that would be of interest to the selection board.
6.c.4.  Document 4: Encl 3.  Legible copies of official college transcript(s).  There is no requirement to have official copies sent directly to the selection board from the educational institutions.  Transcript(s) shall show type of degree conferred and date conferred.
6.c.5.  Document 5: Encl 4. Letters of recommendation (optional, maximum of three).
6.c.6.  Document 6: Encl 5.  As required, legible copies of Field Flight Performance Board material and/or any other legal matters.
