GENTEXT/REMARKS/1. Purpose. To announce the Marine Corps policy for implementing changes directed by reference (a) to Permanent Change of Station (PCS) allowances when attending Professional Military Education (PME) or training class. This new policy is effective upon release of this MARADMIN. Marines that are currently attending a PME or training classes that meet eligibility criteria in paragraph 3., are entitled to receive this allowance retroactively to the beginning of their PME or training class.
2. Background. In accordance with reference (a), Active Duty (AD) Marines (Active Component (AC) and Active Reserve (AR)) or Reserve Component (RC) Marines (Selected Marine Corps Reserve, individual mobilization augmentee, and Individual Ready Reserve) issued PCS orders to attend PME or training, shall under certain conditions, be eligible for travel and transportation allowances, including per diem equal to the amount of the basic allowance for housing at the without-dependent rate applicable to the Marine’s grade and Permanent Duty Station (PDS) (Training/PME School location).
3. Eligibility. A Marine may be determined eligible for this new allowance if they meet the following criteria:
3.a. The Marine is an AC/RC member with dependents who receives PCS orders to a PME or training class in the continental United States with a scheduled duration of not more than 1 year under a PCS order.
3.b. AD Marines. The original orders to the PME or training class must identify that the Marine will receive PCS orders to return to the previous duty station, where the Marine maintains a primary residence and the dependents of the Marine reside while they attend training.
3.c. RC Marines. The Marine Resource Order Writing Service orders must identify that the Marine will be returning to the primary residence address where they maintain residency and the dependents of that Marine reside while they attend training.
3.d. Government quarters at PME or training classes are not provided.
4. Execution
4.a. Manpower Management Officer Assignment, Manpower Management Enlisted Assignment, Reserve Affairs Management, Marine Forces Reserve (MARFORRES), and Marine Forces Individual Mobilization Augmentee Operational Group Sponsors will identify service members when issuing PCS orders to a PME or training classes when the intent is to return the member to the prior duty station where the Marine maintains primary residence and the dependents of the Marine reside while they attend training. The original orders sending the Marine to PME or training classes will have language in their orders stating such intent.
4.b. The gaining command S-1 will notify the Installation Personnel Administration Center (IPAC) or the administrative section responsible for unit diary transactions via naval letter utilizing the Electronic Personnel Administrative Request module within Marine Online when a Marine meets the eligibility criteria in paragraph 3. The gaining command S-1 will place the naval letter in the Marine’s Official Military Personnel File for audit purposes.
4.c. The IPAC or administrative section certifying personnel officer must report transaction type code (TTC) 388/002 Family Separation Housing-B (FSH-B), per instructions in reference (c) to start FSH-B. Eligible Marines will then receive a housing allowance for housing at the without-dependent rate applicable to the Marine’s grade, PDS, and maintain a housing allowance for housing at the with-dependent rate applicable to the Marine’s dependent location. There is no authority to pay family separation allowance under this new policy. This allowance will only be reported via the IPAC or administrative section and not through the Disbursing/Finance office via a travel voucher.
5. Termination of allowance. The Marine’s allowance to FSH-B and housing allowance at the dependent location will terminate if any of the below scenario applies.
5.a. Upon detachment from PME/training class.
5.b. If dependents relocate at the government’s expense to the Service member’s PME/training class location.
6. This MARADMIN is applicable to the Marine Corps Total Force.
