GENTEXT/REMARKS/1.  As announced by reference (a), the FY26 U.S. Marine Corps Colonel, Lieutenant Colonel and Major Promotion Selection Boards, and All-Fully-Qualified-Officers List (AFQOL) screening process for promotion to Captain will convene at Harry Lee Hall, Marine Corps Base, Quantico, VA, as follows:
    1 May 2024 - Colonel
    7 May 2024 - Lieutenant Colonel
    4 June 2024 - Major
    4 February 2025 - Captain
2.  Promotion Boards.  The colonel through major promotion boards will consider three categories of officers:  above-zone, in-zone, and below-zone.  Officers defined as active-duty list (ADL) in reference (b) on the date the board convenes are eligible.  Officers with established separation/retirement dates within 90 days of the convening date of their respective board will not be considered by the board.  Captains who are not U.S. citizens will not be considered for promotion to major.  Officers whose lineal control number (LCN) precedes the senior officer in-zone are defined as above-zone.  Those above-zone officers who have not been previously considered are defined as "above-zone, not previously considered." 3.  Captain AFQOL screening process.  For promotion to the grade of captain, eligible officers will undergo an AFQOL selection process.  Officers may review reference (b) and their eligibility for the process on the internet at the officer promotion homepage.  The senior and junior officers in-zone are as follows (encl (1) of reference (b) applies):

4.  Senior and/or junior officers may be adjusted before the convening date depending upon attrition or status changes.
5.  Deferment of Eligibility.  An officer’s eligibility for promotion will be deferred if, at the time of consideration by a promotion selection board (PSB), is in-zone or above-zone and is within one year of placement on the ADL.  The officer may waive this deferment and request consideration for promotion, in writing, as specified in the MARADMIN which announces the officer's eligibility.  Requests must be received no later than the convening date of the board.  The Deputy Commandant, Manpower and Reserve Affairs shall normally place such officers' records before the PSB.
6.  Merit-Based Promotion List Reorder.  Section 616 of Title 10, U.S. Code, allows the Secretary of the Navy (SECNAV) to authorize promotion boards to reorder recommended promotion lists based on particular merit.  Officers on the Colonel and Lieutenant Colonel promotion lists may be placed higher on the list if the officer receives the recommendation of at least a majority of the members of the board.  The board will recommend the order of the placement of those officers on the list.  
7.  Continuation Boards.  Upon conclusion of the lieutenant colonel and major promotion selection boards, the boards will reconvene as continuation boards as specified below.  Officers may verify their eligibility for consideration by contacting Commandant Marine Corps (CMC), Manpower Management Separations and Retirement (MMSR).  CMC (MMSR) will adjust the mandatory retirement dates and/or notify the officers selected for continuation, as applicable, after the announcement of the promotion selection results.  The following continuation boards will convene:
7.a.  FY26 USMC Major Continuation Board.
7.a.1.  The board will consider regular unrestricted majors who, on the day prescribed for removal from active duty, possess less than 18 years of active service, have twice failed selection for promotion to lieutenant colonel, are subject to involuntary discharge as a result of not being selected for promotion, and are deemed by a majority of the members of the board to be fully qualified for continuation and whose continuation is in the best interests of the Marine Corps.  The officers selected for continuation will be continued on active duty until retirement-eligible in accordance with (IAW) section 8323 of Title 10, U.S. Code.
7.a.2.  In addition, the board will select for continuation Regular Majors with a primary MOS of 0602, 4402; and across occupational fields (Occfields) 17XX, 73XX, and 75XX who are subject to involuntary discharge or retirement, this includes any officer previously continued, and are deemed by a majority of the members of the board to be fully qualified for continuation and whose continuation is in the best interests of the Marine Corps, who have mandatory retirement dates between 1 February 2025 and 1 July 2027.  The period of continuation will be 5 years, 24 years of active commissioned service, or until the age of 62, whichever is earlier.
7.b.  FY26 USMC Captain Continuation Board.
7.b.1.  The board will consider captains who possess over 15 years of active service but less than 18 years of active service on the day prescribed for removal from active duty, who have twice failed selection for promotion to major, who, as a result of not being selected for promotion, are subject to involuntary discharge, and are deemed by a majority of the members of the board to be fully qualified for continuation and whose continuation is in the best interests of the Marine Corps.  The period of continuation will be for five years or until the officers are retirement eligible under section 8323 of Title 10, U.S. Code or until the age of 62, whichever is earlier.
7.b.2.  In addition, the board will select for continuation for a period of 3 years, or until the age of 62, whichever is earlier, those captains in the primary MOS of 4402; and across Occfields 17XX, 73XX and 75XX who, on the date of mandatory discharge, will have less than 15 years of active commissioned service, including any officer previously continued who is deemed by a majority of the members of the board to be fully qualified for continuation and whose continuation is in the best interests of the Marine Corps.
8.  Board Preparation Guidance.  Officers are advised to review reference (a) for guidance regarding submission of information, auditing the Official Military Personnel File (OMPF) and Master Brief Sheet (MBS), fitness reports, deferment of eligibility, and requests for non-selection prior to the convening date of the board.  Officers may review reference (a) at the officer promotion homepage.  Although mentioned in reference (a), the following guidance is provided:
8.a.  Personal Responsibilities.  Each officer is personally responsible for ensuring the accuracy and completeness of their OMPF and MBS before the date the board convenes.
8.b.  Obtaining and reviewing the OMPF.  The primary and most expeditious means of obtaining and viewing the OMPF and MBS is through OMPF online via Marine Online (MOL).  Officers can also obtain their MBS through the Manpower Management Performance Branch (MMPB) web site.  Refer to reference (c) to determine the appropriate documents for inclusion in the OMPF.  It is the responsibility of each officer to ensure their personal records (OMPF/MBS) reflect accurate and current information.  Direct PES and FITREP policy and correction-specific questions to MMPB-23 (performance evaluation section).  Officers concerned with specific aspects of their record may contact their respective career counselor (see paragraph 11.d.6).
8.c.  OMPF document submission guidelines.  Officers are personally responsible for rectifying inaccuracies, missing information, or illegible documents present in either the OMPF or MBS using MMPB-22.  Route all material for inclusion or corrections to the Records Management Unit (MMPB-22) via the OMPF-Records Management Application (O-RMA) System.  Officers should verify any additions or deletions from their OMPF or MBS within the 12-month window to ensure the accuracy and completeness of their record.  See paragraph 11.e. (MMPB-22) for OMPF inquiries and document submission points of contact.
8.d.  OMPF document submission timelines.  Except for fitness reports, CMC (MMPB-22) must receive all OMPF documents two weeks prior to the convening date of the selection board to allow time for processing.
8.e.  Active Duty Officers.  Conduct a self-audit of personal records.  Refer to the self-audit document guide located at the “Officer Career Counseling” website (see paragraph 11.d.6) in addition to Appendix H of reference (d).  Officer career counselors can assist with a pre-board career counseling.  Wait times vary depending on the season and priority is given to officers previously considered for promotion and not selected.  To schedule a pre-board counseling appointment, refer to the MMPB-24 homepage/officer counselors/appointments tab via the Manpower and Reserve Affairs portal.
8.f.  Fitness reports.  Fitness reports are due to CMC (MMPB-23) by the timelines noted in references (d) and (g).  For inclusion of fitness reports in the OMPF, submission of the reports to CMC (MMPB-23) is required.  The automated performance evaluation system (A-PES) is the primary means of submitting fitness reports, however, reporting officials may email PDF copies to the MMPB-23 organizational mailbox at hqmc.fitrep.processing@usmc.mil, so long as the mailer's email account is either the reporting senior's or reviewing officer's .mil email address.  Timely submission of fitness reports is critical for board eligible members as CMC (MMPB-23) needs time to review reports for accuracy and compliance.  Commanders are ultimately responsible for the timely submission of fitness reports to (CMC) MMPB-23 by adhering to fitness report timelines noted in references (d) and (g).
8.f.1. Correct date gaps IAW chapter 8 and appendix G of reference (d).  If missing reports are less than one year old, a reconstructed original is required. Copies of the completed fitness reports over one year old require either of the reporting officials (RS/RO) to certify as true copies all pages of the report.  For reports that are over one year old, completion of the report by original reviewing officer is preferred, however, CMC (MMPB-23) may act as the reviewing officer on reports that are not adverse on a case-by-case basis.
8.f.2.  Officers are reminded that requests for administrative changes to their fitness reports may take up to 30 days for completion.  Reasonable diligence for timely records correction rests solely on the officer making the request.
8.g.  Professional Military Education (PME).  The selection guidance (precept) for many boards includes a reminder of the importance of PME, whether resident or non-resident, in an officer's development.  Officers are responsible for ensuring course completion information is noted on their MBS and the inclusion of PME completion certificates in their OMPF.
8.g.1.  Officers eligible for promotion who are enrolled in PME (resident or non-resident) and will not graduate before the promotion selection board convenes are encouraged to submit correspondence indicating enrollment status, milestones towards completion, evidence of sub-course completion and a projected completion/graduation date.
8.g.2.  See references (e) and (f) for additional information regarding PME.
8.h.  Civilian Education.  All officers must ensure their civilian education is accurately reflected in the Marine Corps Total Force System (MCTFS).
9.  Officer Correspondence.  All eligible officers may, if desired, submit correspondence to the President of the Board.  The correspondence should include only those matters important in the consideration of an officer's record.  OMPF materials sent directly to the board president will not become part of an officer's OMPF.  Although officers may submit any material they deem important, officers should contact CMC (MMPB-23) before submitting fitness reports and CMC (MMPB-22) for any other OMPF materials.  This will ensure that an officer's OMPF is appropriately updated.  CMC (MMPB-10) will not provide correspondence to the board if it does not meet all the following requirements:
9.a.  Officers must submit correspondence under a cover letter.  The eligible officer must sign the cover letter and include any material submitted for the board's consideration as enclosures to the cover letter.  This includes communications or memorandums of recommendation from other parties on behalf of the officer.  A sample cover letter is available at the officer promotion homepage.  The eligible officer must sign the cover letter with a pen or with a CAC digital signature (no other electronic or digital signatures are acceptable).  
9.a.1.  Address the cover letter to the President, FY26 USMC (appropriate grade) promotion selection board (see paragraph 11.b. for complete address).
9.a.2.  Pursuant to Title 10, U.S.C. Section 614(b), eligible officers must ensure receipt, physically or electronically, of their correspondence by CMC (MMPB-10) NLT 2359 Eastern Standard Time (EST), 10 calendar days prior to the board convening date of their board.  CMC (MMPB-10) will not provide correspondence to the board that arrives after 2359 EST 10 calendar days before the board convene date.  CMC (MMPB-10) must receive correspondence for the following boards NLT 2359 EST on the due date annotated below:

9.a.3.  Forwarding Communications to the Board.  All eligible officers may submit correspondence to their respective promotion selection board via the board correspondence portal, U.S. Mail, next-day delivery services (FedEx, UPS, etc.), or fax.
9.a.4.  Board Correspondence Portal.  Uploading material to the Board Correspondence Portal is the preferred submission method.  The Portal is CAC enabled, to access the Portal, go to: https:(slash)(slash)www2.manpower.usmc.mil/application_cac/.  Officers can confirm their submissions via the Portal and WILL NOT receive separate confirmation of receipt.  MMPB-10 will provide access to the portal no later than 60 days prior to the board convene dates established in paragraph 1 of this MARADMIN.
9.a.5.  Officers may physically deliver correspondence to Officer Promotions at Harry Lee Hall, Monday through Friday from 0800-1630; the eligible officer must deliver correspondence to a MMPB-10 staff member.

9.a.7. Refer to paragraphs 11.a-c of this MARADMIN for additional information on correspondence forwarding options.
9.b.  Request for Non-Selection.  Officers eligible for promotion who plan to separate or retire may correspond with the president of the board to request non-selection by the board.  The board will still consider any officer who writes such a letter and the officer will incur a failure of selection if not recommended for promotion by the board.  Per Title 10, U.S.C. Section 1174, an officer who submits a request not to be selected for promotion, or who otherwise directly causes their non-selection through written communication to the board, is not entitled to separation pay if involuntarily discharged from active duty.  This pertains to all active-duty boards, except for the CWO Promotion Selection Board.  Requests for non-selection constitute officer correspondence and thus are subject to the guidance provided in paragraphs 9 thru 9.b. of this MARADMIN.
9.c.  Classified Reports.  Eligible officers whose records contain classified reports should notify CMC, (MMPB-10) as soon as possible.  Notification should include the Marine's full name, EDIPI, grade, occasion, and dates of the report(s).
10.  Post-board Information and Guidance.  Officers may view the approval progress of their board from the officer promotion homepage.  Upon authorization to release the results of a field grade board, all Marine Corps general officers will receive a "personal for" (P-4) email.  The P-4 affords the recipients an opportunity to ensure that all selects and in-zone non-selects are advised of their promotion status.  The P-4 includes work phone numbers that are obtained from MCTFS.  All officers are required to ensure their contact data is correct in MOL and MCTFS and to verify the accuracy of their MCC, unit, and billet information.  Accurate contact information will facilitate efficient notification.  Approximately 5 working days after a P-4 is released, SECNAV will release the ALNAV announcing the names of the officers selected by the board.  SECNAV will announce the captain all-fully qualified screening selection process via ALNAV.
