GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to solicit qualified Marines to screen for a lateral move into Primary Military Occupational Specialty (PMOS) 4133, Marine Corps Community Services (MCCS) Marine, and to publish screening and assessment dates for Fiscal Year 2025 (FY25).  Manpower and Reserve Affairs (M&RA) has categorized the 4133 MOS as a critical career force skill shortage.  The demand for qualified Marines to lateral move into the 4133 MOS will remain high for the foreseeable future.
2.  MCCS Marines are the Marines that make up the PMOS to provide Quality-of-Life services to Marines in the field and garrison.  These Marines conduct military operations locally and globally.  The MCCS Marines’ billets support plans and execute functions pertaining to:  retail operations, fitness & recreation operations, club & food operations, and other morale improving competitions.
3.  While the essential technical and operational skills are learned through six (6) months of on-the-job training (OJT), there are certain innate qualities which MCCS Marines must possess.  MCCS Marines must think critically, communicate clearly, bring interpersonal skills, flexibility, creativity, as well as the ability to work independently and decisively. These will be evaluated by an interview with a Master Gunnery Sergeant, Master Sergeant, or Gunnery Sergeant serving in the MOS. Gunnery Sergeants will have observed at least two (2) interviews and then been observed for two (2) interviews before conducting on their own.
3.a.  Marines who lateral move into MCCS will primarily have civilian staff as their direct supervisors and subordinates while in garrison.  Due to the nature of this work environment, applicants are expected to demonstrate the highest level of professionalism and be able to work independently and decisively.
4.  MCCS Marines can operate independently or as part of a small team.  These teams are commonly known as a Warfighter Express Service Teams (WES-Teams) and are utilized for large scale exercises.  For smaller exercises, the same support is provided but in a smaller team of as little as two (2).  Throughout their careers, Marines in the MCCS Occupational Field (OccFld) will have opportunities to support the Marine Expeditionary Forces (MEFs) in a wide variety of locations, both in local field exercises and forward deployed operations.  They may also be tasked to support Joint, interagency, or international partners in support of training and operations.  MCCS Marines have increased opportunities to deploy and support ongoing Marine Corps missions and requirements.
5.  Interested Marines should review the references and contact the 4133 Monitor through their Career Planner for the best Staff Noncommissioned Officer-In-Charge (SNCOIC) of the MCCS Section near them to conduct the interview.
6.  Marines requesting a lateral move must coordinate with their Career Planner to have the applicable paperwork for a reenlistment, extension, or other ability to apply for a lateral move.
6.a.  Prerequisites: The following are the prerequisites for lateral move into the 4133 PMOS:
6.a.1.  Must be a volunteer senior Corporal (one year Time in Grade) or junior Sergeant (no more than 2 years’ Time in Grade) from any MOS.  Sergeants must not be in zone for promotion.
6.a.2.  Must possess a General Technical score of 110 or higher OR a General Technical score of 105 AND a Clerical score of 105 or higher OR a General Technical score of 105 AND Electrical score of 105 or higher.  These relaxed prerequisites will be submitted for inclusion during the routine update of the FY26 MOS Manual.
6.a.3.  Must have a 1st class Physical Fitness Test (PFT) and Combat Fitness Test (CFT) on record.
6.a.4.  Security requirement:  Secret security clearance eligibility.
6.a.5.  Must obligate to at least 48 months of service when approved for lateral move into the 4133 PMOS, executed via reenlistment or extension.
6.a.6.  Must be worldwide deployable when approved for lateral move into the 4133 PMOS.
6.a.7.  Must be interviewed by a Master Gunnery Sergeant, Master Sergeant, or Gunnery Sergeant in the MOS who will review the reenlistment package, RELM, and Tier Sheet.  The interview can be conducted face-to-face, telephonically, or virtually. Upon completion of the interview, if recommending, the interviewer will forward the package to the Marine’s Career Planner and OccField Sponsor. If not recommending, phone or email notification to the Marine’s Career Planner is all that is needed.
6.a.7.a.  The interview will consist of the MCCS Marine obtaining all the applicant’s paperwork at least three (3) days before the interview.  Additionally, the applicant will provide a three to four sentence paragraph in an email stating why they want to join the MCCS MOS.  At the time of the interview, the MCCS Marine will go through a Lat Move interview list of questions and record the responses.  At the conclusion of the interview, the applicant will be told if they are going to be recommended or not as well as next steps forward.  If the applicant is recommended, a one-page recommendation to their current Section SNCOIC will be sent for feedback to finish the picture of the applicant.  If the applicant is being recommended, the MCCS Marine will fill out a separate recommendation letter on their unit’s official letterhead.
6.a.7.b.  The interview package forwarded to the Career Planner and the OccField Sponsor is the Tier Sheet, interview which includes the Section recommendation and the MCCS Interviewer evaluation, and recommendation letter.
6.b.  All Marines must successfully complete the OJT process and maintain their PFT and CFT scores.
6.b.1.  Marines must provide the following documents listed in paragraphs 6B.1.a-c for an interview and subsequent selection.
6.b.1.a.  RELM through at least their current Section level with comments and signatures.
6.b.1.b.  Completed Tier Sheet.
6.b.1.c.  Security clearance verification letter from their Command Security Officer or Special Security Officer, confirming their current security clearance.
7.  Marines approved for lateral move will be scheduled for Permanent Change of Assignment (PCA) orders which will be issued following approval for lateral move by Headquarters Marine Corps.
8.  This is a coordinated release between Manpower & Reserve Affairs and Training and Education Command.
9.  This MARADMIN is not applicable to the Marine Corps Reserve.
