GENTEXT/REMARKS/1.  Purpose.  This MARADMIN highlights the changes in headquarters proponent responsibility, directed by Reference N, following the dissolution of PS, PP&O in 2022, and underscores the realignment of Identity and Attribution Activities (IA2) capabilities within the force stemming from Force Design 2030.
1.a.  Background.  Formerly referred to as Identity Operations; IA2 are a collection of mutually supporting biometric, forensic, and intelligence functions and activities that recognize and differentiate individuals, establish facts through the analysis of material and non-material artifacts, and attribute evidence to persons, places, objects, and events.  Evolving beyond recent counterterrorism and counterinsurgency-focused operations, IA2 informs and enables planning, execution, and assessment of a broad collection of operations and tasks across the competition continuum including counterintelligence, technical exploitation of foreign material and captured exploitable material, physical security, antiterrorism, force protection, detainee operations, foreign internal defense and security force assistance, information operations and strategic communications, civil affairs operations, maritime interdiction, military information support operations, human network analysis and network engement, and law enforcement.
1.b.  Roles and Responsibilities.
1.b.1.  As directed in Reference N, IA2 functions were realigned to the Deputy Commandant for Information (DC I), which became the office of primary responsibility for those activities.
1.b.1.a.  Security Branch, DC I.  As the Marine Corps’ lead office for IA2, oversee the implementation of policies and procedures for the Marine Corps IA2 program.
1.b.1.b.  As required, coordinate IA2 matters with all Marine Corps stakeholders, the Department of the Navy and other military departments, the Joint Staff, the Office of the Secretary of Defense, Department of Defense agencies and activities, the interagency, and North Atlantic Treat Organization and other coalition partners via associated boards, bureaus, centers, cells, and working groups across the Defense Forensics and Biometrics enterprises.
1.b.2.  Marine Corps Intelligence Activity (MCIA) I2 Branch.  Continue to analyze all IA2 submissions via the Department of the Navy Information and Screening System (DONISIS) web portal.  DONISIS is the Marine Corps Program of Record (POR) for submitting and processing unclassified and classified I2 submissions.  The DONISIS portal facilitates the exploitation and analysis of IA2 data collected by the operating forces and enables timely dissemination of I2 products to the operating forces, MCIA customers, the Intelligence Community, and the Joint Force.
1.c.  Force Structure.
1.c.1.  Force Design 2030 deactivated the three active component Law Enforcement battalions which provided the Fleet Marine Forces IA2 capability.  This resulted in the following force structure changes:
1.c.2.  A Marine Criminal Investigation Officer (5805) and Marine Criminal Investigators (5821) were assigned to the III Marine Expeditionary Force (MEF) Information Group Intelligence battalions to conduct IA2.  In addition to Criminal Investigation Division (CID) Marines, Explosive Ordinance Disposal (EOD) Marines (2336) were also assigned to the Intelligence battalions to perform exploitation tasks.  These forensically trained CID and EOD Marines form highly capable, task-organized, organic exploitation teams within the MEFs.
1.c.3.  The Forensic Dominance System-Marine Corps (FDS-MC) equipment sets were fielded to the three active component Intelligence battalions.  FDS-MC is the Marine Corps’ POR Level 2 expeditionary forensics lab that provides confirmatory chemical analysis; latent print and DNA processing, digital and multi-media (cellphones, documents, computers, small unmanned aircraft systems) exploitation; and case management capabilities.
1.c.4.  The Identity Dominance System-Marine Corps (IDS-MC) sets were fielded to the intelligence battalions, force reconnaissance battalions, infantry battalions, and 4th Law Enforcement Battalion. IDS-MC is the POR that provides multi-modal (fingerprint iris, face) Mobile Collection Devices and Transaction Management Application computers and printers.  IDS-MC rapidly collects, matches, stores, and shares biometric and biographic data with authoritative databases via DONISIS.
2.  Mission.  Marine Corps elements plan, integrate and conduct IA2 to provide decision advantage to warfighters in support of Joint Force Commanders.
3.  Execution.
3.a.  Concept of Operations.
3.a.1.  Units will use FDS-MC and IDS-MC equipment to collect and process IA2 data for submission to the DONISIS portal via NIPRNET and SIPRNET at the following URLs:  http:(slash)(slash)isis.identityops.com and http:(slash)(slash)isis.navy.smil.mil.
3.a.2.  MCIA will manage the DONISIS portal and provide I2 analysis and reach back support to all conventional Marine Corps units submitting IA2 data.
3.b.  Coordinating Instructions.
3.b.1.  MCIA is unable to receive or respond to I2 submissions made via Geographic Combatant Command specific architectures or theater provided equipment, therefore, Marine Corps units are directed to utilize the DONISIS portal.
3.b.2.  Do not submit U.S. persons data on the DONISIS web portal. Contact MCIA I2 Branch with questions about a potential U.S. person-related submission.
3.b.3.  A DONISIS training web portal is available for use during training events and exercises. Contact the MCIA I2 Branch points of contact (POC) for assistance prior to execution.
4.  Administration and Logistics.
4.a.  This is a coordinated DC Combat Development and Integration, DC PP&O, and Commanding General Marine Corps Systems Command message.
4.b.  Direct all questions to the POCs.
5.  Command and Signal.  This MARADMIN applies to the Total Force.
