GENTEXT/REMARKS/1. The Deputy Commandant for Manpower and Reserve Affairs (M&RA) will host the Inaugural M&RA In-Reach Training and Professional Development Conference from 21-23 May, at the Alfred M. Gray Marine Corps Research Center, Quantico, VA.
2. Every year, the Marine Corps provides opportunities for Marines, Sailors, and Civilians to attend a broad list of outreach events sponsored by the Deputy Commandant for M&RA to gain professional development, mentoring, and networking experiences. The Marine Corps’ participation in outreach events promotes collaborative sessions that expand on unit and organizational talent management, inclusion, and equity outcomes. Outreach events help raise awareness about crucial leadership, development, retention, and career progression topics.
3. An In-Reach event is organized within an organization to engage its members, employees, or stakeholders. Unlike outreach events, in-reach events foster connections, communication, and collaboration among existing members or stakeholders. In-reach events can take various forms, such as team-building activities, training sessions, professional workshops, mentoring sessions, and organizational updates to the workforce. In-reach and outreach events can be seen as complementary strategies that serve different but interconnected purposes within an organization's overall engagement and development strategy.
4. In-reach events help build a strong foundation by fostering a sense of belonging, loyalty, and commitment among internal stakeholders. This internal solid foundation can then support and enhance the organization's outreach efforts, as engaged and motivated internal stakeholders are more likely to champion the organization's mission and initiatives externally.
5. The conference will focus on fostering productive climates, building high-performing teams, total force fitness applications, managing biases, career and professional navigation, and continuing retention efforts. This 3-day conference will include keynote speakers, interactive presentations, informative panels, mentoring activities, and breakout sessions.
6. M&RA will fund the attendance of 150 Marines, Sailors, and Civilians from across the Marine Corps. Participant’s travel will be arranged through the Defense Travel System (DTS) and managed by Manpower Plans and Policy Division (MP), M&RA. Conference funding covers five days, with authorized travel days of 20 May and 24 May 2024. Lodging reimbursement is limited to the government rate, with travelers utilizing the integrated lodging program. A statement of non-availability will be required for participants billeting outside the integrated lodging program. M&RA will not fund rental vehicles. Commands may authorize rental cars utilizing unit funds. Local participants will be authorized local travel via DTS.
7. Participants require command approval, via command endorsement, before requesting sponsorship for attendance and being approved by M&RA for funding. An endorsement template can be found on the sponsorship request website by visiting https:(slash)(slash)www.manpower.usmc.mil/wordpress and selecting the In-Reach sponsorship link. The command endorsement template will be located at the top of the sponsorship page. The command endorsement must be submitted with the sponsorship submission form. During the first week of May, individuals who submitted a sponsorship request will receive an e-mail confirming their approval for attendance. Sponsorship request must be completed no later than 26 April 2024. Attendees must have a non-delinquent government travel charge card in their possession and a DTS profile joined to their respective unit.
8. This In-Reach event is open to all Marines, Sailors, and Civilian Marines regardless of rank, race, ethnicity, or gender.
9. Uniform of the day for this event is woodland MARPAT utilities for Marines, service equivalent for Sailors, and business casual for civilians.
10. This MARADMIN is applicable to the Marine Corps Total Force.
