GENTEXT/REMARKS/1.  Upon receipt of this Marine Administrative Message (MARADMIN) and posting of the notification via Marine On Line (MOL), but not prior to 1 April 2024, Commanders will effect the promotion of selected Marines per paragraph 5100 of reference (a).  Cite this MARADMIN as authority for promotion.
2.  Obligated Service (OBS)
2.a.  In accordance with reference (b), Marines are not required to wait until their seniority number is reached each month to gain OBS.  Based off seniority number any Marine selected by a FY23 or FY24 Promotion Selection Board is authorized to reenlist or extend to ensure they have at least 24 months remaining on contract from the date of their promotion.  Marines should work with their Career Planner to gain OBS as soon as possible to avoid promotion delays.
2.b.  This MARADMIN gives commanders the authority to locally extend Marines immediately, using the projected table in paragraphs 8-10, who are identified as not being in compliance with OBS requirements.
2.c.  Commanding Officers are not authorized to extend those Marines with draw case code (DCC) of AF, AH, AX, or AY. Marines with those DCCs must submit their extension to MMEA (HQMC) via the Total Force Retention System (TFRS).
2.d.  Marines in a medical status, to include limited duty or pending evaluation by a PEB, and meet all other requirements are eligible for promotion without an extension.
2.e.  Marines who do not comply with OBS requirements prior to their seniority number being reached will receive a date of rank and effective date for the 1st of the following month after compliance with OBS.
2.f.  Commands must inform MMPB-11 if a Marine refuses to extend or reenlist to gain OBS. MMPB-11 will remove the Marine’s name from the appropriate selection list and the Marine will become ineligible for promotion consideration on future boards.
3.  Sequenced Professional Military Education (PME)
3.a.  Marines selected to Staff Sergeant (SSgt) or Gunnery Sergeant (GySgt) via the sequenced PME provision of references (c) and (d), are reminded of their obligation to complete a qualifying PME course of instruction or special duty assignment MOS-producing school for promotion.
3.b.  Marines who do not complete PME requirements prior to their seniority number being reached will receive a date of rank and effective date for the 1st of the following month after compliance with PME requirements.
3.c.  Selected SSgts who are not fully PME complete or do not rate the SDA waiver by 1 October 2024 and selected GySgts who are not complete by 1 April 2025 will have their selection revoked and will incur a failure of selection.
4.  Commanders will review each Marines record prior to delivery of the certificate of appointment to ensure they continue to maintain the high standards of professional and personal performance which led to selection.  Reference (a) provides specific guidance and reporting instructions for Commander's intending to delay or revoke the promotion of a selected Marine.
5.  Per references (e) and (f), Commanders will change a Marine's PMOS to the next career progression MOS when they are promoted above the grade ceiling for that PMOS and they complete the requisite MOS generating school.
6.  Commanders who have Marines attached to their command/unit/det in a temporary additional duty status must seek concurrence from the Marine's parent command prior to effecting the promotion.
7.  The numbers listed below indicate the senior number promoted the previous month and the total number of Marines being promoted for the current month per reference (g).  Numbers may not always add up due to noncompetitive selections (WO, MECEP selects; assigned a seniority number with an alpha letter), discharges, and promotion restrictions.
