GENTEXT/REMARKS/1. Purpose. This MARADMIN announces changes to reference (a). This update to the Fiscal Year (FY) 2024 Selective Retention Bonus (SRB) Program supports the Service’s evolving retention culture based on Fleet Marine Force requirements, providing Marines with proven performance and desired skills an opportunity to reenlist earlier in their careers.
2. Background. Other than the changes outlined in section 3, all FY24 SRB authorities remain in effect, per reference (a).
3. Changes and Clarifications:
3.a. Eligibility. This MARADMIN broadens the reenlistment eligible population and provides amplified kicker information as detailed below:
3.a.(1). Marines whose expiration of current contract is in FY24 and FY25 (1 October 2023 to 30 September 2025).
3.a.(2). Marines who enlisted in FY20 or later on 5 and 6-year contracts who (1) receive a command endorsement via regular RELM submission process, (2) possess 30 months minimum time-in-service upon submitting reenlistment, and (3) possess one of the following MOSs:  0231, 0241, 0261, 0311, 0313, 0321, 0331, 0341, 0352, 1721, 2171, 2621, 2631, 2641, 2651, 2831, 2841, 2847, 2871, 2887, 4512, 4541, 4571, 5939, 5948, 5951, 5952, 5953, 5954, 5974, 5979, 6048, 6062, 6073, 6074, 6092, 6113, 6114, 6116, 6123, 6124, 6132, 6153, 6154, 6156, 6173, 6174, 6176, 6212, 6216, 6217, 6218, 6222, 6227, 6252, 6256, 6257, 6258, 6276, 6282, 6286, 6287, 6288, 6314, 6316, 6317, 6323, 6324, 6326, 6332, 6336, 6337, 6338, 6423, 6432, 6469, 6483, 6492, 6499, 6531, 6541, 6694, 7011, 7041, 7051, 7236, 7242, 7257, 7314.
3.a.(3). To rate eligible SRB kickers, the Marine must reenlist for 48 months.
3.a.(4). Marines must reenlist as described in the FY24 and FY25 retention campaigns which run concurrently per reference (f) and (g).
3.b. Kickers. The following kickers are updated to include additional Monitored Command Codes (MCC), Primary Military Occupational Specialties (PMOS), and Aircraft Maintenance Kicker (AMK). Lateral Move (LM) eligibility is determined by Service level requirements.
3.b.(1). AMK. Para 3.b.3 of reference (a) lists eligible MCCs that rate the AMK. MCC S7F is added to the eligible MCCs.
3.b.(2). Air Traffic Control Kicker. Paragraph 4.b. of reference (a) is updated to include Zone C Marines in the 7291 PMOS who hold or enter a contract with the intent to gain one of the following necessary MOSs: 7252, 7253, or 7254.
3.b.(3). Aviation LMs. Marines who reenlist in legacy tactical aircraft (TACAIR) PMOSs and make a LM post-sundown of legacy platform, will not have the AMK or SRB revoked. Previous verbiage stating “an F-35 LM will not rate the Aircraft Maintenance Kicker” is removed from paragraph 7.b. of reference (a). Manpower Management Enlisted Assignments (MMEA-2) will oversee the legacy TACAIR population and LM requests.
4. Coordinating Instructions. The FY24 SRB Program statement of understanding is available for download from the Total Force Retention System and the Enlisted Retention Manpower page. References (a) through (e) contain amplifying instruction for the execution of enlisted bonus payments.
5. If SRB funds are obligated faster than currently planned or there is a change in retention requirements, Headquarters United States Marine Corps will suspend or terminate the FY24 SRB Program as required prior to 30 September 2024.
6. This MARADMIN is not applicable to the Marine Corps Reserve.
