GENTEXT/REMARKS/1.  Reserve Affairs (RA) is announcing the Direct Hire Process (DHP) to facilitate greater permeability and to increase the Active Reserve (AR) Program’s responsiveness to personnel management demands.  Historically, officers have been accessed into the AR Program through bi-annual accession boards.  The DHP will provide AR officer accession capability between scheduled boards.
2.  Effective upon release of this MARADMIN, the requirement that officers can only be accessed into the AR Program via the board selection process is suspended.
2.a.  The DHP will be announced via MARADMIN each fiscal year (FY), and applications will be accepted on a rolling basis.
2.b.  The DHP only applies to AR officer accessions; it does not impact career designation evaluation for existing AR officers.
2.c.  DHP applications will have three possible determinations:
2.c.1.  Accepted:  Applicant meets demands of the AR Program and is offered accession into a specific Billet Identification Code (BIC).
2.c.2.  Deferred:  Applicant meets demands of the AR Program and may be offered accession when a BIC becomes available.
2.c.3.  Declined:  Applicant does not currently meet the needs of the AR Program.  The declined determination does not preclude officers from applying to future AR accession boards or subsequent FY DHP.
3.  Eligibility Criteria
3.a.  Applicants must meet all qualifications listed on pages 2-2 through 2-3 of reference (c).
3.b.  Officers in Active Component (AC), Selected Marine Corps Reserve (SMCR), Individual Mobilization Augmentee (IMA), and Individual Ready Reserve (IRR) are eligible to apply.
3.c.  Rank and Time-in-Grade (TIG) Eligibility
3.c.1.  Ground Officers:  First lieutenants and captains are eligible with no TIG limitations.  Majors must have less than two years TIG as of 30 September 2024.
3.c.2.  Aviators (75XX):  First lieutenant through lieutenant colonel are eligible with no TIG limitations.
3.d.  Officers must complete service obligations (commission, minimum time on station, any bonus or incentive pay including continuation pay, payback tours, etc.) by 30 September 2024.
3.e.  Reserve Officer Commissioning Program officers are only eligible to apply if they are within 180 days of their Mandatory Drill Participation Stop Date by 30 September 2024.  Waivers will be granted on a case-by-case basis.
3.f.  AC officers must not be in receipt of future PCS Orders.
3.g.  Exception to Policy (ETP) Process.  An officer who does not meet the eligibility criteria may request screening by addressing the specific eligibility/ineligibility criteria that they do not/do meet in their application.  TIG is an example of ETP request.
4.  DHP Application Package
4.a.  All applicants will apply via NAVMC 10274 Administrative Action (AA) Form addressed to CMC (RAM-2).  Packages must be endorsed by the first O6 in their current chain of command.  The submission templates can be found at:  www.manpower.usmc.mil/wordpress/?reserve_marine=test-reserve-marine-page/test-reserve-marine-child-page/personnel-managment-ram/active-reserve-assignments-ram-2/active-reserve-officer-accessions.
4.b.  All required documents are annotated on the enclosures section of the application template.  Waivers to eligibility requirements set forth in this MARADMIN or reference (a) will be considered at the discretion of the Director of Reserve Affairs (RA) Division.
4.c.  Officers serving in the Individual Ready Reserve (IRR) or currently attending resident PME do not require an O6 endorsement and will submit their AA Form directly to RAM.
4.d.  Upon receipt of the DHP application, RAM-2 will staff the package with appropriate stakeholders within RA, Manpower Management, Officer Assignments (MMOA), and Manpower Plans, Programs, and Budget (MPP).  The package will be submitted for approval or disapproval to the Director, RA Division.
4.d.1.  DHP decisions, requests for information, or coordination will be communicated to the applicant via separate e-mail correspondence and may include RA and MMOA in the message traffic.
4.d.2.  AC applicants who are accepted or deferred for DHP will be screened for a Reserve Commission which can take up to 120 days.
5.  Coordinating Instructions
5.a.  Accession timelines will be coordinated between RAM-2 and the selected officers.  A standard accession tour is 36 months.
5.b.  Officer who access into the AR program will be screened for career designation prior to the end of their accession tour.
5.c.  RC officers serving on a previous set of orders for greater than 30 continuous days may elect to carry over any unused leave balance.  AC officers electing a seamless transition between the AC and the AR (no break in active duty service) will not be permitted to sell back accrued leave.  AC officers electing to sell back leave must do so via NAVMC 11060 prior to current End of Active Service (EAS) date and have at least a 24-hour break in active duty service.
5.d.  Officers who have received or are receiving involuntary or voluntary separations pay, incentive pay, or career retention bonuses under the Blended Retirement System may be subject to recoupment by the U.S. Government upon accession.
