GENTEXT/RMKS/1. Purpose.  This MARADMIN provides guidance for Temporary Sensitive Compartmented Information Facility (T-SCIF) accreditation and de-accreditation processes.
2. Background.  A T-SCIF is a structure accredited to conduct SCI operations for a specific mission or exercise.
3. Execution.
3.a. Authorities.
3.a.1. Per reference (a), the Department of the Navy (DoN) Regional Cognizant Security Agency offices and Marine Corps Forces (MARFOR) Pacific are T-SCIF Delegated Accrediting Authorities for all T-SCIFs within their Area of Responsibility.
3.a.2. For MARFOR establishment of T-SCIF Delegated Accreditation Authority, submit a request letter, with a thorough justification, to Headquarters Marine Corps Special Security Officer (SSO) for concurrence and routing to Headquarters SSO Navy.
3.b. Accreditation.
3.b.1. Per references (a) and (b) T-SCIF accreditation is limited to twelve months.  Notification to the appropriate T-SCIF Delegated Accrediting Authority is required for requesting a twelve-month extension, per references (a) and (c).  A T-SCIF accreditation message is required prior to storage, processing, or discussion at the Top Secret/SCI level per references (a) and (b).
3.b.2. Each distinct Automated Information System (AIS) residing within the T-SCIF must have Authorization to Operate (ATO) approval issued by the AIS accrediting authority.  The T-SCIF Special Security Representative (SSR) and Information System Security Manager (ISSM) will validate the ATO documentation for each AIS and ensure personnel with authorized access have the required clearances and training.
3.b.2.a. The command validates the classification levels, description of use of AIS, and assurance that AIS ATO documentation are approved by the AIS accrediting authority.  Any supporting equipment for the AIS must also be approved for use by the AIS ATO approval authority and shall be acquired from the Department of Defense Information Network Approved Products List and Defense Intelligence Agency (DIA) Information Technology Equipment Catalog at: https:(slash)(slash)aplits.disa.mil/processAPList.action.  This includes computer monitors, classified telephone, etc.  In addition, collaboration devices such as headsets and other communications peripherals must meet the standard of reference (d).  Keyboard/Video/Mouse devices must be present on the National Information Assurance Partnership product approval list found at: https:(slash)(slash)niap-ccevp.org/product/index.cfm.
3.b.2.b. Commands must validate implementation of Telecommunications and Electrical Machinery Protected from Emanations Security (TEMPEST) countermeasures prior to T-SCIF accreditation for any classified AIS processing with adherence to Level 1 RED-BLACK separation requirements is mandatory, per reference (e).
3.b.2.c. The removal of all classified AIS material must be coordinated with the AIS ATO issuing authorities to obtain any additional couriering or removal requirements.  All classified AIS material shall be stored in an appropriate classified facility at all times.
3.c. T-SCIF Processing.
3.c.1. Per reference (a), a T-SCIF request package must be submitted least 30 days prior to the anticipated requirement to the appropriate T-SCIF Delegated Accrediting Authority.  A copy of the request shall be submitted to the Marine Corps SSO for awareness and endorsement.
3.c.2). The Command must contact the appropriate T-SCIF Delegated Accrediting Authority to request an accelerated T-SCIF accreditation to support emergent mission requirements.
3.c.3. The Command Senior Intelligence Officer must submit a T-SCIF Concept Approval Request with the mission justification, Parent SCIF information, Construction Security Plan, appropriate platform-specific Fixed Facility Checklist outlined in references (e) and (f), facility diagrams, Standard Operating Procedures (SOPs) Emergency Action Plan (EAP), TEMPEST checklists, T-SCIF SSO/SSR/ISSM appointment letters, and documentation for second party integration.
3.c.4. The appropriate T-SCIF Delegated Accrediting Authority may inspect or delegate to an appropriate SSO or SSR for the inspection of the facility prior to accreditation.
3.c.5. Prior to activation, the Command SSO shall complete the T-SCIF activation checklist and post the DIA/DoN T-SCIF accreditation message, SOPs, and EAP within the TSCIF for acknowledgement by all T-SCIF occupants, per references (a) and (b).
3.c.6. For Co-Utilization and hosting an Intelligence Community (IC) automated information system, the T-SCIF will require a TEMPEST accreditation.  T-SCIF accreditations are reciprocally acceptable for use by other IC partners.
3.c.7. T-SCIF de-accreditation shall commence upon completion of the T-SCIF mission requirements.  All SCI and AIS material, and other classified material must be securely couriered to another accredited SCIF.  A Memorandum of Agreement for storage must be executed if outside of the operational chain of command and sent to the appropriate T-SCIF Delegated Accrediting Authority.
3.c.8. The close-out security inspection checklist shall be sent to the Parent SSO and the appropriate T-SCIF Delegated Accrediting Authority for validating the sanitization of all classified information or AIS was removed from the physical structure.
