GENTEXT/REMARKS/1. The FY 2024 Reserve (AR) Staff Noncommissioned Officer (SNCO) Promotion Selection Board (PSB) will convene on Tuesday, 16 July 2024 at Harry Lee Hall, Marine Corps Base, Quantico, VA, for a period of about 7 weeks to consider all E-5 through E-8 for selection to the next grade.
2. In accordance with reference (a), all correspondence submitted to the president of the board must be received prior to 2359, Eastern Daylight Time (EDT), on 6 July 2024. Communications received after this time will not be submitted to the board. The deadline to ensure that all Marine Corps Total Force System and Official Military Personnel File (OMPF) related information is up-to-date is no later than (NLT) 2359, EDT the night prior to the board convening.
3. Professional Military Education (PME). In accordance with reference (b), the PME requirements for promotion to staff sergeant through master gunnery sergeant are as follows:
3.a. Active Reserve (AR)
3.a.1. PME requirements for AR Marines are the same as the active duty requirements.
3.a.2. Sergeant to Staff Sergeant: complete MarineNet EPME5000, and either the Resident Sergeants School, the Sergeants School Seminar Distance Education Program, or Resident Two Week Reserve Sergeants School if previously attached to the Selected Marine Corps Reserve (SMCR).
3.a.3. Staff Sergeant to Gunnery Sergeant: complete MarineNet EPME6000, and either the Resident Career School, the Career School Seminar Distance Education Program, or Resident Two Week Reserve Career School if previously attached to SMCR.
3.a.4. Gunnery Sergeant to Master Sergeant: complete Marinenet EPME 7000, and either the Resident Advanced School, Advanced School Seminar, or Reserve Advanced Course if previously attached to SMCR.
3.a.5. Master Sergeant to Master Gunnery Sergeant: complete either the Regional Master Sergeant/First Sergeant Seminar or the Senior Enlisted Blended Seminar Program.
3.b. Sequenced PME has been authorized for selection to Staff Sergeant and Gunnery Sergeant during the FY24 Reserve SNCO PSB. This means the minimum PME required to be eligible for selection to Staff Sergeant is MarineNet EPME5000 and to Gunnery Sergeant is MarineNet EPME6000; however, Marines are highly encouraged to fully complete all PME as outlined above prior to the board convening to increase their selection opportunity and to prevent a delay in promotion if selected. Marines who fail to complete MarineNet EPME5000 or MarineNet EPME6000 will be ineligible for selection and incur a failure of selection.
3.c. Clarification to resident PME requirements. Marines who have completed either the active or reserve resident PME school will be considered PME complete for promotion purposes. The College of Distance Education and Training (CDET) Enlisted College Distance Education Programs are equivalent to their respective Staff Noncommissioned Officer Academy (SNCOA) resident school. Additional information about Enlisted College Distance Education Seminar Programs can be found in references (c) and (d).
3.d. It is critical that eligible Marines ensure their record includes evidence of PME completion. Evidence of PME completion within a Marine's record is defined as the applicable school code in the Marine Corps Total Force System (MCTFS) and/or the course completion certificate in the Official Military Personnel File (OMPF).
4. PME Waivers
4.a. Per references (e) and (f), all Marines who are serving or have served in a Special Duty Assignment (SDA) billet Military Occupational Specialty (MOS) of 0911, 8411, 8421, 8156, 0913, 8152, and 8154 will be exempt from completing either a Resident School or Seminar Program for their respective grade for a period not to exceed 365 days upon transfer from the SDA tour. This includes Marines serving at Officer Candidate School (OCS) Quantico, VA and Officer Training Command Newport (OTCN), specifically in a 0911 billet, in a permanent personnel capacity.
4.b. Marines serving in an SDA billet MOS of 0911, 8411, 8421, 8156, 0913, 8152 and 8154 are still required to complete the MarineNet EPME Course for their respective grade.
4.c. The PME waiver applies to Marines who have been relieved, i.e., Relief For Cause (RFC) or Good Of Service (GOS).
4.d. Marines serving as Assistant Marine Officer Instructor (AMOI) or 8412/8422 Career Recruiter do not rate the PME wavier.
5. Marines assigned to Extended Active Duty (EAD) recruiting will be considered for promotion in the reserve component they are assigned to on the date the board convenes based on their PMOS promotion zones.
6. Component/Category Changes
6.a. Eligible Reserve Marines will be considered based on the category affiliated with at 2359 EST on 6 July 2024. Any category changes made between Active component, SMCR, IMA, and IRR after this date will not change the category of which a Marine is being considered by the board.
6.b. Reserve to Active Component Transfer. Marines selected by a reserve board who subsequently transfer to the regular component prior to their selection number being reached, must submit an exception-to-policy request to RAP-2, copying MPP-20 and MMPB-11, via their chain of command up through the first general officer to retain their promotion selection. If not approved, the Marine’s selection will be deleted and they will compete for selection on the next USMC SNCO PSB for which they are eligible.
7. All Marines who have been properly recommended for Accelerated Promotion on fitness reports with periods ending between 16 January 2023 through 31 March 2024 will be considered in the below zone with the Marines in their MOS/OccFld who met the established time in grade and time in service cutoff for promotion consideration. Identification and eligibility of these Marines are contingent upon compliance with reporting procedures outlined in reference (k) and the timely receipt of the fitness reports by the MMPB-23, Records and Performance, Performance Evaluation Unit, within 30 days after the end of the reporting period.
8. Commanders' Responsibilities. Paragraph 3102.2 of reference (h) outlines commander responsibilities related to assisting Marines prior to the board convening however, significant items to concentrate on are:
8.a. Promotion selection boards will honor a Marine's request not to be selected and the Marine will incur a failure of selection. This request does not make a Marine ineligible for subsequent PSBs. Ensure those eligible Marines who are voluntarily requesting not to be selected are counseled and that they submit their requests via naval letter correspondence to the board president NLT 6 July 2024.
8.b. Ensure all reporting officials comply with the fitness report timelines and assist Marines in correcting incomplete fitness reports and/or corrections to fitness reports in accordance with the procedures outlined in reference (k).
8.c. Promptly report, via naval correspondence, to MMPB-11, Enlisted Promotions Unit, any approved MOS changes that occur during the board, this includes reporting failures of MOS producing schools.
8.d. Promptly report, via naval correspondence, to MMPB-11 any Marine who is the subject of completed disciplinary action (by military or civilian authorities) not previously reported on earlier fitness reports. Disciplinary action is considered "complete" when convening authority action is adjudicated and reported by unit diary. Naval correspondence must give a detailed account of the matter, the date of occurrence, as well as if the Marine is administratively reduced, discharged, or assigned to the Body Composition Program (BCP).
9. Marine Responsibilities
9.a. Ensure the accuracy of data elements in MCTFS regardless of zone. Specific data elements include, but are not limited to DOR, AFADBD, PME, service schools, billet description, PMOS, IMOS, training scores, personal awards, assignment to and removal from the BCP.
9.b. Confirm the accuracy and completeness of OMPF and Master Brief Sheet (MBS) by immediately conducting a self-audit.
9.b.1. It is imperative that documents submitted for inclusion in the OMPF after the publishing of this MARADMIN be received by MMPB-22, Records Management Unit, NLT 6 July 2024.
9.b.2. Additional information is available on the MMPB-22 home page or for OMPF inquiries and document submission points of contact are located in paragraph 17.
9.c. Marines concerned with specific aspects of their record may contact the Career Management Team (CMT) at the points of contact located in paragraph 17.
9.d. Marines may submit any information or material they deem important for consideration to the president of the board.
9.d.1. Personal correspondence to the board must be submitted via naval correspondence and must be addressed to President, FY24 Reserve SNCO PSB, be from the eligible Marine, and be personally signed by the Marine. A cover letter is no longer required. Correspondence submitted unsigned or received after the deadline will not be submitted to the board. See paragraph 17 for physical and e-mail address.
9.d.2. The preferred delivery method is to scan documents and submit via e-mail directly to the organizational mailbox for MMPB-11. Ensure the e-mail subject line reads "Update Material for FY24 Reserve SNCO PSB" and properly label file attachments as (EDIPI_LNAME). If more than one file attachment is applicable, label additional files using Arabic numerals enclosed in parenthesis, i.e. EDIPI_LNAME (2).
9.d.3. Communications sent via U.S. Mail, are not delivered directly to Harry Lee Hall. Therefore, anticipate a 2-3 day lag time for further delivery. Commercial next-day carriers deliver directly to Harry Lee Hall, excluding weekends and holidays. Correspondence must be received by Marine Corps Base Quantico’s post office prior to the deadline to be submitted to the president of the PSB, please plan accordingly.
9.d.4. Material sent to the president of the board does not become part of a Marine's OMPF. Personal correspondence sent to the board is destroyed upon final approval of the board.
9.d.5. Marines are personally responsible for ensuring MMPB-11 has physically or electronically received their update material by the deadline. Marines can contact MMPB-11 if they have not received receipt confirmation within one week of the convening date of the board.
10. Feeder MOS chart. The table below lists the MOS's that "feed into" the Intended MOS (IMOS) at the next higher grade indicated. Marines serving in a basic MOS will be considered in their IMOS. Marines who have a Primary MOS (PMOS) listed in column (A) as a feeder MOS will compete for promotion to the IMOS listed in column (B), provided they meet the eligibility requirements listed in paragraph 11 below. Note: The AR program does not rate PMOS 8422 staff sergeants, however, they are allowed to join the program. The 8422 population is considered a critical MOS in the AR program and therefore authorizes staff sergeants to join the population prior to holding the rank of gunnery sergeant. Staff sergeants in the 8422 population will maintain their previous PMOS until they are promoted. Those who meet the time-in-grade/time-in-service when the promotion board is in session are eligible. Packages for 8422 staff sergeants will be screened using their 8421 Intended MOS (IMOS), vice their PMOS. For proper order read left to right, i.e. column A to column B.

11.a. The above zone contains Marines previously considered in the AR promotion zones.
11.b. As zones and allocations are subject to change prior to or during the board there has been an increase in Marines being pulled for consideration from the below zone. All Marines are reminded of their responsibility for the completeness and accuracy of their records prior to the convene date of the board.
11.c. Lateral Moves. Marines who have received an adjusted DOR or made a lateral move and believe they will be considered in the wrong zone (because of the adjusted DOR or lateral move) must notify MMPB-11 in writing, NLT 2359, 6 July 2024.
11.c.1. Marines who made a lateral move and whose DOR and AFADBD place them in the above zone, but who have not been previously considered for selection in the promotion zone, will be considered in the promotion zone.
11.c.2. Marines with lateral move requests that are approved after 2359, 6 July 2024 will not be eligible for consideration in their newly acquired MOS/PMOS and will be deleted from the board population. These Marines will compete on the following year's board, if eligible.
11.d. All Marines who meet the requirements set forth in this MARADMIN will compete for promotion in the MOS assigned prior to the convening date of the board. MOS changes will not be made after the date of this MARADMIN without the prior approval of RAP-2.
11.e. Marines who are selected in the incorrect IMOS will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct MOS.
11.f. Questions regarding MOS allocations, zones, and AFADBD cutoffs should be addressed to RAP-2 listed in paragraph 17
12. Alternate Selection List. In order to minimize shortfalls, an alternate select list may be created for certain ranks or categories during this board. An alternate list will only be provided if the full allocation for PMOS cohort has been fulfilled. Detailed information in regards to the alternate selection list will be provided via the selection MARADMIN upon conclusion of the board.
13. Per reference (g), any prior failed selection in grade in a different component/category of the reserve will not count against a Marine who transfers to a different component/category. Example: Marine currently in the AR who received a failed selection in the SMCR will be considered for promotion in the AR in zone population (if eligible). Reserve draw case codes and termination dates are identified in reference (g).
14. Enlisted to Officer Programs. Warrant officer selects who have not been appointed, Marines in the Meritorious Commissioning Program Reserve (MCPR) and Marines accepted in the Reserve Enlisted Commissioning Program (RECP) are eligible for noncompetitive consideration for promotion by this board, provided they meet all other eligibility requirements. Identification of noncompetitive eligibility of these Marines will be provided by Marine Corps Recruiting Command (MCRC-ON/E) to MMPB-11 who will then forward the records of all eligible Marines to the board.
15. Removal from consideration. Marines in the following categories will not be considered for promotion, will be removed from the board population, and will incur a failure of selection.
15.a. Marines who have previously been selected for promotion and refused to accept the appointment.
15.b. Marines with a reserve end of service contract date within 30-days of the adjournment of the board, unless they submit a letter to the board stating their intent to reenlist, if selected.
15.c. Marines who request non-selection via personal correspondence to the president of the board.
15.d. Marines who are approaching service limits are required to request transfer to the Retired Reserve.
15.d.1. Per references (i) and (j), Reserve enlisted career force control (ECFC) policies are based on total qualifying years of service which are 15 years for sergeants, 20 years for staff sergeants, 22 years for gunnery sergeants, 27 years for master sergeants and first sergeants and 30 years for master gunnery sergeants and sergeants major.
15.d.2. Marines may request special promotion consideration via correspondence to MMSR-5 and should copy MMPB-11 on the request to be considered provided their Reserve End Current Contract (RECC) is after the scheduled adjournment date of the promotion selection board and they will not exceed 30 years of total federal service.
15.d.3. Marines who submit a voluntary request to transfer to the Retired Reserve, but who are not required to transfer to the Retired Reserve, are not eligible for promotion consideration.
15.d.4. To minimize selection of Marines who plan to retire, Marines should submit their request to MMSR-5, as soon as possible but NLT 6 July 2024
16. In accordance with reference (m), any Marine selected for promotion by the FY24 Reserve SNCO PSB must have at least 24-months of obligated service remaining on contract beginning on the date of their promotion.
