GENTEXT/REMARKS/1.  Purpose.  Effective upon publication, this MARADMIN authorizes Marines in the ranks of sergeant to gunnery sergeant in the Reserve component to apply for a lateral move and/or accession to Prior Service Career Recruiter (PMOS 8422) on the Active Reserve (AR) Program in accordance with the references.  Prior Service Career Recruiter is currently categorized as a high demand, low density MOS and is expected to be in higher demand during the coming years.  Approvals are on a first come, first served basis for all allocations and are dependent on needs of the AR Program.
2.  Criteria Requirements:
    a.  AR sergeant to gunnery sergeant presently serving in a Prior Service Recruiting (PSR) billet (BMOS 8421 or BMOS 8422).
    b.  AR staff sergeant or gunnery sergeant requesting to return to PSR after less than a 24-month break from a recruiting tour.  AR sergeants requesting return to PSR duty will be considered on a case-by-case basis.
    c.  A reserve staff sergeant to gunnery sergeant other than AR(OTAR) presently, or previously, serving as a PSR may request a direct hire accession to the AR Program with an Intended MOS (IMOS) of 8422A.  OTAR sergeants may be considered dependent upon meeting time in grade (TIG) and time in service (TIS) requirements.
3.  Eligibility Requirements:
    a.  Must meet the current training requirements prescribed by Marine Corps Recruiting Command, Prior Service Recruiting.
    b.  Staff Non-Commissioned Officers (SNCO) must be able to complete 36 months of service upon approval prior to reaching prescribed Enlisted Career Force Controls (ECFC) per references (b) and (c).  AR Marines with 17 years of active service will be considered on a case-by-case basis.  OTAR Marines with 16 years or greater of accumulated active service will not be considered.
    c.  Must not have a punitive reduction to current grade.
    d.  Must not have adverse material while on recruiting duty or after a recruiting tour.
    e.  Must have completed the non-resident Professional Military Education (PME) requirement for current grade.
    f.  AR gunnery sergeants must not exceed two years TIG at time of application.
    g.  AR sergeants or staff sergeants who have once failed selection to the next grade are eligible.  However, lateral move must be approved prior to a subsequent AR SNCO selection board.  AR Marines (of any rank) who have twice failed selection to the next grade are not eligible.
    h.  AR sergeants will be considered on a case-by-case basis dependent on the needs of the AR program.  Applicants are required to contact their PMOS monitor prior to application.  The following must be met upon application in accordance with references (e) and (f):
        (1) Sergeants selected for promotion may apply when the PMOS population can support.  These Marines will be promoted based on their selection seniority number, or as otherwise identified in paragraph 4.j. below, whichever is sooner.
        (2) Sergeants must have a minimum of 36 months TIG. For OTAR sergeants, TIG while on active-duty orders may be calculated toward this requirement.
        (3) Sergeants must have a minimum of 60 months TIS, as determined by their Armed Forces Active-Duty Base Date (AFADB) or adjusted AFADB upon AR accession.
    i.  Additional requirements for OTAR Marines:
        (1) Staff sergeants and gunnery sergeants will have their date of rank (DOR) adjusted to the date of AR accession in accordance with references (b) and (c).
        (2) Must meet the minimum service requirements for current grade upon accession.
        (3) Gunnery sergeants must not be selected for promotion to the next rank, in any category.
        (4) Staff sergeants selected to the rank of gunnery sergeant will not carry this selection over to the AR program.
        (5) Sergeants selected for promotion may carry promotion selection to the AR Program.  Marines will be promoted based on their selection seniority number or as otherwise identified in paragraph 4.j. below, whichever is sooner.
4.  Administrative Guidance:
    a.  All eligible Marines may submit a request to lateral move until 30 September 2025.  Sergeants submitted after this date will be considered on a case-by-case basis.
    b.  OTAR Marines who meet the qualification standards in ref (i) will submit required accession documents.
    c.  Applicants will indicate their desired Prior Service Recruiting Sub-Station (PSRSS) for initial assignment.  MCRC G3 PSR is the adjudicating authority for initial PSRSS assignments.
    d.  Applicants will be registered to attend Career Recruiter Course (CRC) (CID: C07M4S2) with RRELM approval.  MCRC G3 PSR may require a date adjustment based on PSR throughput.
    e.  Incentive statement of understanding (if available at time of application) will be included with the application.  Prescribed incentives will be published via a separate message.  The following will not qualify for a monetary incentive. Waivers will not be granted:
        (1) Any sergeant, not selected for staff sergeant.
        (2) Any sergeant or staff sergeant who failed selection to the next higher grade in the AR program.
        (3) AR gunnery sergeant with greater than 12 months TIG at time of submission to Reserve Affairs (RA).
    f.  Time on station waivers for permanent change of station (PCS) may be requested by MCRC PSR.
    g.  Upon 8422 lateral move approval, the following is prescribed:
        (1) The Marine will fill a valid 8422 Billet Identification Code (BIC) that is determined by MCRC PSR and RA.
        (2) Permanent Change of Station (PCS) orders will be issued as required by RA.
    h.  Gunnery sergeants will be assigned the PMOS of 8422 by RAM-1 with an effective date identified on the RRELM approval.
    i.  Sergeants and staff sergeants will maintain their previous PMOS until they are promoted to the rank of gunnery sergeant.
        (1) RAM-1 will report the IMOS of 8422A.
        (2) Marines will be screened for promotion using the IMOS8422A.  Promotion is subject to reenlistment, and TIG/TIS eligibility per references (e) and (f).
        (3) PME resident requirement.  In accordance with references (g) and (h), a staff sergeant currently serving as a PSR will remain exempt from the resident PME requirement for a period of 365 days from the effective date of 8422 lateral move.
    j.  Sergeants will be promoted to the rank of staff sergeant in conjunction with 8422 lateral move approval.
        (1) The DOR and effective date will be the first day of the month after reenlistment if all requirements are met.
        (2) OTAR sergeants will be promoted on the first day of the month following the 8422 lateral move approval or AR accession date, whichever is later.
        (3) RAM-2 will notify MMPB-11 to promote a Marine.
5.  Supplemental administrative guidance will be published in TFRS.
6.  This MARADMIN is applicable to the Marine Corps Reserve.
7.  This MARADMIN will remain in effect until canceled.
