During April 2024, a non-statutory awards board reviewed over 80 nominations spanning eleven award categories announced in reference (a).  Amongst a field of highly qualified and genuinely outstanding nominees, the Deputy Commandant for Manpower and Reserve Affairs takes pleasure in congratulating the following recipients of the 2023 DC M&RA Personnel and Programs :

2. Award recipients must submit a command board photo and a biography (maximum of 200 words) to the MCA and Secretariat points of contact listed in this MARADMIN no later than 30 May 2024.
2.a. Award recipients will be officially recognized at the Marine Corps Association Manpower and Reserve Affairs Awards Dinner scheduled for 11 July 2024 at the Hilton Mark Center, 5000 Seminary Road, Alexandria, VA.
2.b. Attire.  Award recipients must wear the Service 'A' uniform for servicemembers or business attire to include coat and tie/cocktail dress for civilian personnel.  While recipients are not required to speak, they will be present on stage to accept their awards.  All guests are required to wear business attire.
2.c. Funding and Travel.  Manpower and Reserve Affairs will cover the award recipients' travel and lodging expenses.  Rental cars are at parent command expense.  For categories (a through j), the Marine Corps Association (MCA) will pay for the travel arrangements for one (1) guest of each award recipient's immediate family who is not active-duty military (unless they are a spouse) and will accompany the recipient to the dinner and ceremony.  Award recipients must (1) inform the MCA's point of contact of the additional attendee no later than three weeks before the event and (2) fill out the 2024 Information Awards Dinner Award Recipient Information Form that will be provided by the MCA point of contact listed in this MARADMIN upon request.  MCA will also provide separate lodging for the guest if the recipient and guest do not share a room. MCA can only provide flights for guests who reside in the continental United States and cannot purchase international flights.  Should you or your guest live within a six (6)-hour driving distance of the event venue, MCA will not cover flight expenses.  Should airline reservations be required, MCA prefers to make your guest’s travel reservations before your Command Travel Entity makes your travel accommodations.  Your command travel entity can then replicate the details for your travel.
3.  Per reference (g), para 4.b.3.b page 3-2 and 3-3, Commands are directed to Submit a DC report when significant administrative, commendatory, or adverse action by the MRO occurs that requires immediate reporting to CMC. Occasionally, a Marine is subject to commendatory material that warrants immediate reporting to CMC.  Examples include the Marine being awarded a service-wide eligible award; begin section I of all DC reports by stating the reason for submission.
