GENTEXT/REMARKS/1. Situation
1.a.  This message announces the Academic Year (AY) 2025 dates for the Senior Enlisted Blended Seminar Program (SEBSP) and the Senior Enlisted Online Seminar (SEOS).  The seminar dates are posted on the College of Distance Education and Training (CDET) website:  https:(slash)(slash)www.usmcu.edu/CDET/SEBSP.
1.b.  The SEBSP combines resident and nonresident education at or near home stations.  The CDET SEBSPs are located at the following Marine Corps University (MCU) regional campuses: Camp Pendleton, California (CPCA); Camp Lejeune, North Carolina (CLNC); Quantico, Virginia (QUAN); Camp Butler, Okinawa, Japan (OKIN) and Marine Corps Base Hawaii (MCBH) Kaneohe Bay, Hawaii.
1.b.1.  SEBSP is delivered in two stages: Stage one is an eight-week nonresident period, and stage two is a two-week resident period.
1.b.1.a.  Stage one, the nonresident seminar (NRS) period, will be accomplished as onsite or synchronous online (via Adobe Connect) seminars that meet one night per week during off-duty hours at home station.
1.b.1.b.  Stage two, the final resident seminar (FRS) period, will occur over two weeks during duty hours at the designated MCU regional campuses.  The FRS is considered local travel or Training and Education Command (TECOM) funded Temporary Additional Duty (TAD), depending upon primary duty station location.
1.c.  The SEOS is a nonresident program.  It is intended for the master sergeant and first sergeant that for professional or personal reasons cannot attend the two-week resident period associated with the SEBSP.  SEOS is a facilitated 20-week asynchronous online seminar completed during off-duty hours at home station.  The CDET SEOS will be managed by the QUAN regional campus.
1.d.  Marines who complete the SEBSP or the SEOS meet the minimum Professional Military Education (PME) requirement for master sergeants; first sergeants must also complete the First Sergeants School to meet their minimum PME requirements.
1.e.  The First Sergeant and Master Sergeant Regional Seminar will be phased out as a PME option.  However, Marines that have completed the First Sergeant and Master Sergeant Regional Seminar meet the minimum PME requirement for master sergeants; first sergeants must also complete the First Sergeants School to meet their minimum PME requirements.
2.  Mission.  CDET conducts the SEBSP and the SEOS at designated MCU regional campuses in order to foster the intellectual edge required of our senior enlisted leaders for success in increasingly complex, distributed, and fluid operating environments.

3.a.4.  SEBSP Student Eligibility
3.a.4.a.  The SEBSP is a total force program.  Commanders must ensure that students selected to attend the SEBSP are available for the FRS and the associated NRS.
3.a.4.b.  Marine Corps commands may nominate first sergeants and master sergeants (including those selected for promotion to either) who have not previously completed the SEPME course (CID: M02KZ50) to attend the SEBSP per the allocations in Marine Corps Training Information Management System (MCTIMS).
3.b.  SEOS
3.b.1.  SEOS Class dates are listed below (read in four columns).

3.b.2.  SEOS Student Eligibility
3.b.2.a.  The SEOS is a total force program.  Commanders must ensure that students selected to attend the SEOS can commit to the 20-week asynchronous format.
3.b.2.b.  Commands may nominate first sergeants and master sergeants (including those selected for promotion to either) who have not previously completed the SEPME course (CID: M02KZ50) to attend the SEOS.
4.  Administration and Logistics
4.a.  Units must submit nominations for SEBSP through their respective Marine Forces (MARFOR) representative for registration in MCTIMS.  Class dates shown in MCTIMS are for the SEBSP FRS only.  However, when registering for the FRS, students also register for the associated NRS.  Therefore, all nominations must be registered no later than 30 days before the class orientation date in paragraph 3.a.  All unused seats after the registration deadline will revert to CDET control.
4.b.  Students who have been registered in MCTIMS and become unable to attend a scheduled class must cancel their registration within the MCTIMS student module.  Canceling a student's registration is the unit S-3/G-3 responsibility and shall be coordinated with their respective MARFOR representative.
4.c.  SEBSP Travel Orders and Funding
4.c.1.  All attendees shall travel on reporting orders.  Orders are the responsibility of the parent command and shall be processed in accordance with reference (a).
4.c.2.  TECOM Formal Schools Training Support will fund travel and per diem to include lodging, meals, and incidental expenses for active component Marine participants registered and with approved funding in MCTIMS.  Students attending SEBSP on funded TAD orders must arrive for the FRS with reporting orders stating, "Government quarters and meals directed."
4.c.3.  Reserve Marines will receive travel and per diem funding for SEBSP from Marine Forces Reserve (MARFORRES).
4.d.  Further guidance regarding SEBSP uniform requirements, reporting to the NRS, billeting for the FRS, and reporting to the FRS will be provided to all students within a letter of instruction from each regional point of contact (POC) upon verification of attendance.
4.e.  SEOS registration can be accomplished through MarineNet.
4.e.1.  Individual Marines or their units can request enrollment in SEOS via MarineNet at https:(slash)(slash)www.marinenet.usmc.mil.
4.e.2.  Training videos explaining the enrollment process via MarineNet can be found on the CDET homepage at https:(slash)(slash)www.usmcu.edu/CDET/enlisted/#cdet_enrollment.
4.e.3.  The registration deadline is 30 days prior to the convening week.  The command must approve enrollment requests by the registration deadline.  If the request shows as pending in MarineNet, contact the unit training section to request a unit training manager approve the request in MarineNet, or contact the unit sergeant major to ensure that the command has approved the request before the registration deadline.
4.e.4.  Marines enrolling in SEOS may be required to justify why they cannot attend the SEBSP as SEOS seats are limited.
4.f.  Students (SEBSP and SEOS) must possess a personal computer with audio and video capability and internet access; students are encouraged to bring laptops or tablet devices to download student materials for ease of use and studying while attending the SEBSP.  Students will be provided a MarineNet Moodle account once registered for the course.  All required student courseware can be downloaded from the MCU Moodle site.  No printed materials will be provided.
4.g.  Before the class convenes, students must read and become familiar with the following references: Marine Corps Doctrinal Publication (MCDP) 1 Warfighting, MCDP 5 Planning, MCDP 6 Command and Control, and MCDP 7 Learning.
