GENTEXT/REMARKS/
1. This MARADMIN announces the transition of Marine Combat Instructor (MCI) duty at the School of Infantry (SOI) from a Type-1 screen-able duty to a Special Duty Assignment (SDA). Updates to references (a) and (d) are forthcoming. The SDA designation provides additional incentives for MCIs and ensures maximum staffing of MCI billets.
2. Incentives
2.a. Pay. Details regarding specific updates to MCI pay will be provided in a separate MARADMIN related to SDA Pay and Assignment Incentive Pay.
2.b. Coast preference. Volunteers for MCI duty are authorized a preference of SOI location, subject to billet availability and staffing goals.
2.c. Follow-on tour geographic location preference. Marines who volunteer for and successfully complete a tour of duty as a SOI MCI will receive a contiguous United States assignment of geographical preference unless they specifically request an overseas assignment. These Marines are authorized a duty station option to a specific geographic area. Every effort will be made to satisfy the desires of the Marine when a valid billet in their Primary Military Occupational Specialty (PMOS) exists in the requested geographic area. All guidance pertaining to this incentive can be found in Chapter 1 of reference (a) and is now applicable to MCIs.
2.d. Promotion board precepts. MCI duty is now categorized as an SDA rather than a Highly Qualified Screen-able billet in promotion board precepts. This applies to Marines who are assigned to or have successfully completed MCI duty. The FY24 Staff Sergeant Promotion Selection Board precept included this update.
2.e. Ribbon. MCIs will continue to be awarded the Marine Corps Combat Instructor Ribbon IAW reference (b).
2.f. Meritorious Promotion Allocations. MCIs will continue to receive meritorious promotion allocations IAW reference (c).
3. Staffing
3.a. MCI billets will follow the same assignments process outlined in reference (a) for SDAs. This process includes a volunteer period followed by a direct or involuntary assignment period to fill remaining vacancies for the upcoming fiscal year. The involuntary period is commonly known as the Headquarters Marine Corps SDA Screening Team (HSST) assignment period.
3.b. The majority of MCI billets are restricted to infantry PMOSs. As a result, infantry Marines are more likely to receive directed assignments to MCI duty. To secure volunteer status, they should request assignment early during the volunteer period.
3.c. Only a small portion of MCI billets are open to Marines of any PMOS and these are regularly filled with volunteers. Marines seeking this duty are encouraged to volunteer early in the volunteer period to secure their assignment as these billets will likely not be available during the HSST assignment period.
4. Marine Combat Instructor School. Marines selected for MCI duty are issued orders to Marine Combat Instructor School (MCIS) East aboard Camp Lejeune, NC or MCIS West aboard Camp Pendleton, CA. The school is 9-weeks in length and provides the selected attendees with instruction in core competencies of instructorship, leadership, human performance, mentorship, approaches to research, and infantry tactics and techniques. Upon completion of the course, attendees
are awarded the 0913 Combat Instructor MOS and assigned for duty to SOI East or West, where they will then be assigned to a training battalion and designated as an instructor in specific rifleman, entry-level infantry, or advanced infantry courses.
5. All contents of reference (a) pertaining to SDAs, unless otherwise indicated, are now applicable to MCI duty.
