GENTEXT/REMARKS/1.  Purpose.  To announce the Marine Corps’ winners of the 2024 Liz Blanc Exceptional Sexual Assault Response Coordinator (SARC), Liz Blanc Exceptional Sexual Assault Prevention and Response (SAPR) Victim Advocate, and the Promoting Excellence in Prevention awards.  The Marine Corps celebrates the 2024 winners for their outstanding efforts in support of sexual assault prevention and response and innovative primary prevention initiatives for Service Members. 
2.  Background.  Each year the Department of Defense (DoD) Sexual Assault Prevention and Response Office (SAPRO) honors individuals, both military and civilian, for distinguished service in support of victims of sexual assault and the Marine Corps SAPR Program.
3.  The Marine Corps congratulates Latricia Kamins, Installation SARC, Marine Corps Air Station Miramar, on selection as the Marine Corps’ 2024 Liz Blanc Exceptional Sexual Assault Response Coordinator.  While providing direct support to victims and SARCs within the region, Ms. Kamins’ strategic vision led to the initiation of a trauma-informed center that will empower commands and stakeholders in the region to facilitate supportive services.
4.  The Marine Corps congratulates 1stLt Elizabeth A. Hosie, United States Marine Corps, 1st Marine Division, 1st Light Armored Reconnaissance Battalion, for selection as the Marine Corps’ 2024 Liz Blanc Exceptional Sexual Assault Prevention and Response Victim Advocate.  While providing exemplary victim support, 1stLt Hosie supported and trained thousands of adjacent command Marines, pursued additional certifications in Stress and Recovery, and co-founded a women’s interest group that provided resources and social support for personnel. 
5.  The Marine Corps congratulates Morgan Humberger, Embedded Preventive Behavioral Health Capability Specialist, Headquarters Battalion, 1st Marine Division on selection as the Marine Corps’ 2024 Promoting Excellence in Prevention award winner.  Ms. Humberger spearheaded a Trauma-Informed Leadership professional military education initiative used across the 1st Marine Division and facilitated establishment of a Resiliency Operational Planning Team. Ms. Humberger’s noteworthy actions and initiatives supported the resiliency and well-being of Marines and Sailors. 
6.  All nominees are commended for their outstanding service supporting and sustaining the development of a comprehensive approach to the prevention of sexual assault. 
7.  The Marine Corps will recognize the award recipients in July 2024 at the Manpower and Reserve Affairs Awards Dinner. 
8.  This MARADMIN is cancelled 30 June 2025.
