GENTEXT/REMARKS/1.  As announced by reference (a), the FY26 U.S. 
Marine Corps Reserve Colonel through Major Unrestricted and Active 
Reserve (AR) Promotion Selection Boards, and All-Fully-Qualified-
Officers List (AFQOL) screening process for promotion to Captain
will convene at Harry Lee Hall, Marine Corps Base, Quantico, VA, as 
follows:
    4 September 2024 - Colonel Unrestricted Reserve
    4 September 2024 - Colonel, Lieutenant Colonel, And Major 
                        Active Reserve
    21 January 2025 - Lieutenant Colonel Unrestricted Reserve
     7 January 2025 - Major Unrestricted Reserve
    11 February 2025 - Captain Unrestricted Reserve and Captain 
                      Active Reserve 
2.  Promotion Boards.  The Colonel through Major Promotion Boards
will consider three categories of officers:  Above-Zone, In-Zone 
and Below-Zone.  For promotion to the grade of captain,  eligible 
officers will undergo an AFQOL selection process.  Officers defined 
as Reserve Active Status-List (RASL) in reference (b) are eligible 
for the boards if, on the convening date of their respective board 
or process, the officers have continuously performed service on 
either the RASL or the Active-Duty List (or a combination of both 
lists) for a period of one year.  However, officers whose 
established date for removal from the RASL is within 90 days after 
the date the board is convened will not be considered by the board.  
Officers whose established release date from active duty in the 
Active Reserve (AR) Program, but not the RASL, is within 90 days 
after the date the board convenes will not be considered by the 
board.  These officers will be considered by their respective 
Unrestricted Reserve Promotion Selection Boards.  Officers whose 
Lineal Control Number (LCN) precedes the senior officer in-zone 
are defined as above-zone.  Those above-zone officers who have 
not been previously considered are defined as "above-zone, not 
previously considered".  Officers in this status are considered by 
the board to be in-zone.  The senior and junior officer eligible

2.h.  Captain Active Reserve AFQOL Selection Process.  There
are currently no eligible officers identified.  If an eligible 
officer is identified, a promotion selection panel will be held.  If
any officers become eligible prior to the convening date, they will 
be notified in advance of the board convening date.
3.  Merit-Based Promotion List Reorder.  Section 14308 of Title 10,
U.S. Code, allows the Secretary of the Navy (SECNAV) to authorize 
promotion boards to reorder their recommended promotion list based 
on particular merit.  Officers on the Unrestricted Colonel, AR 
Colonel, Unrestricted Lieutenant Colonel, AR Lieutenant Colonel, 
Unrestricted Major and AR Major promotion lists may be placed higher
on the promotion list only if the officer receives the 
recommendation of at least a majority of the members of the board, 
unless the SECNAV establishes an alternative requirement.  For 
officers recommended to be placed higher on a promotion list, the 
board shall recommend the order in which those officers should be 
placed on the list.  
4.  USMCR AR Major and Captain Continuation and Retention Boards.  
Upon conclusion of the lieutenant colonel and major promotion
selection boards, the boards will reconvene as continuation and 
retention boards as specified below.  Officers may verify their 
eligibility for consideration by contacting Commandant Marine Corps
(CMC), Manpower Management Separations and Retirement (MMSR). 
Officers in sanctuary (18 years of active service) will not be 
screened for continuation or retention and will have an EAS set to
their active-duty retirement eligibility date.  
4.a.  Continuation Boards. Those officers whom a majority of the 
members of the board consider best and fully qualified for 
continuation to meet the needs of the Marine Corps may be continued
on the Reserve Active Status List (RASL).  The period of 
continuation will be until the officer completes 24 or 20 years of
commissioned service (grade dependent), is eligible for a reserve
retirement, or until the age of 62, whichever condition occurs 
first.  Those officers whom a majority of the members of each board
do not consider fully qualified for continuation will be separated
from the Marine Corps no later than the first day of the seventh
month after the release of the ALNAV announcing the promotion 
selection board results that considered the officer for the second
time.
4.b.  Retention Boards. If continued via the Continuation Board, 
officers will then be boarded for retention in the AR program. 
Those officers whom a majority of the members of each board 
consider best and fully qualified for retention to meet the needs
of the Marine Corps may be retained in the AR program.  The period
of retention will be 12 months, at which point the officer will
screen for promotion and retention on the following year’s boards.
Those officers whom a majority of the members of each board do not
consider best and fully qualified for retention to meet the needs
of the Marine Corps will be released from the AR program to the 
Individual Ready Reserve on the first day of the seventh month after
the release of the ALNAV announcing the promotion selection board 
results that considered the officer for the second time.
4.c.  FY26 USMCR AR Major Retention and Continuation Board.
The board will consider AR majors who, have twice failed
selection for promotion to lieutenant colonel for continuation on
the RASL and for retention in the AR program.
4.d.  FY26 USMCR AR Captain Retention and Continuation Boards.
The board will consider AR captains who have twice failed
selection for promotion to major for continuation on the RASL and
for retention in the AR program.
5.  Board Preparation Guidance.  Officers are advised to review 
reference (a) for guidance regarding submission of information, 
auditing the Official Military Personnel File (OMPF) and Master 
Brief Sheet (MBS), fitness reports, deferment of eligibility, and 
requests for non-selection prior to the convening date of the board.
Officers may review reference (a) at the officer promotion homepage.
6.  Personal responsibilities.  Each officer is personally 
responsible for ensuring the accuracy and completeness of their
OMPF and MBS before the date the board convenes.  Refer to reference
(a) for information on obtaining and reviewing your OMPF and fitness
report submission guidelines and timelines. 
7.  Officer Correspondence.  All eligible officers may, if 
desired, submit correspondence to the President of the Board.  
Refer to paragraph 8 of reference (a) on correspondence submission
requirements, due dates and forwarding options.
