GENTEXT/REMARKS/1. Purpose. This MARADMIN provides temporary policy
guidance and eliminates the need for future Marine Corps Bulletin
(MCBul) 3000 publications by DC, I&L. References (a) through (f)
will be updated and provide amplifying guidance.
2. Situation. To streamline the process of Principle End Item
(PEI) and Mission Essential Equipment (MEE) identification and
designation, the MCBul 3000 is hereby replaced by the policy
contained in this MARADMIN.
2.a. Total Force Structure Management System (TFSMS) is the
Authoritative Data Source (ADS) for equipment requirements
information used for readiness reporting. This includes the
classification of Table of Authorized Materiel Control Numbers
(TAMCN) as readiness reportable PEI, MEE, and the associated Table of
Equipment (T/E) requirement quantities.
2.b. Global Combat Support System–Marine Corps (GCSS-MC) is a Marine
Corps specific logistics chain management system which provides
cross-functional information to enhance ground supply and maintenance
operations. GCSS-MC is the ADS for current on hand inventory and
equipment condition information.
2.c. The Defense Readiness Reporting System (DRRS) is a Department
of Defense system used by the Marine Corps to assess and report the
readiness and capability of Marine Corps units to carry out core and
assigned missions. DRRS receives requirement information from TFSMS
along with inventory and maintenance information from GCSS-MC to
generate supply and materiel readiness assessments.
3. Mission. Effective immediately, the Marine Corps will use the
Table of Organization and Equipment Change Request (TOECR) process,
established in reference (a), to update the materiel readiness
reporting designation and classification of ground equipment.
4. Execution.
4.a. Intent. The Marine Corps will adapt existing processes and
leverage automated systems to streamline the process of updating the
readiness reporting designation and classification of ground
equipment.
4.b. Concept of operations. The following is the interim policy for
identification and approval of MEE and PEI. This interim policy will
remain in effect until references (a) through (f) are updated to
reflect the permanent policy.
4.b.1. Identification and approval of readiness reportable PEI.
4.b.1.a. Stakeholders will request changes to current PEI
classifications via TOECR to Total Force Structure Division (TFSD).
This is accomplished in TFSMS by creating a TOECR per reference (a)
and modifying the Readiness Reportable Code within the Equipment
form, ‘Management’ tab of a particular TAMCN. All supporting
documentation requirements defined in reference (a) will apply.
4.b.1.b. TFSD will staff the request to relevant Supporting
Establishment agencies and Major Commands for review and comment.
4.b.1.c. TOECR submissions to change readiness reportable
classifications may only contain changes to the readiness reportable
code. Materiel Readiness Reporting (MRR) TOECRs that contain other
changes will be returned to the originator without action.
The naming convention of an MRR TOECR will be as follows: MRR FY##
{TAMCN} {free text description} (ex. MRR FY24 E01032M CHANGE M110
SNIPER RIFLE READINESS REPORTING STATUS). If the TOECR affects
multiple TAMCNs, list VARIOUS for the TAMCN and provide a short
summary statement in the free text description.
4.b.1.d. TFSD will hold all change requests once they are staffed
and provide them as a package to the Deputy Commandant for Plans,
Policies, and Operations (DC PP&O) on a semi-annual basis for review
and approval.
4.b.1.e. DC PP&O will review all requests during the Action Officer
level Institutional Readiness Working Group (IRWG) to ensure
compliance with Force Readiness Reporting requirements. The requests
will then be adjudicated via the O6 level IRWG. DC PP&O will provide
the results to TFSD for appropriate actions within TFSMS.
4.b.1.f. Once all actions are complete, TFSD will announce the
changes via a semi-annual MRR MARADMIN.
4.b.2. Identification and approval of MEE.
4.b.2.a. Classification of equipment as MEE is specific to the type
of unit and is inextricably linked to the unit’s Mission Essential
Tasks (MET) that comprise the unit’s METL. Determination of MEE will
only be conducted via the MET/METL Development Process described in
reference (b).
4.b.2.b. Stakeholders may submit requests for changes to a unit’s
MEE as inputs to the respective MET/METL review and development
workshops.
4.b.2.c. The recommendations of each MET/METL review and development
workshop, including determination of MEE, are reviewed by an O6 level
METL Governance Board. To ensure compliance with the Service's
Readiness Reporting requirements, DC PP&O will be the final approving
authority during the METL Governance Board of all MEE decisions. The
results of each governance board are captured in a DC CD&I Decision
Memorandum (DM). Once approved by DC CD&I, TFSD will update TFSMS
to reflect changes to MEE.
4.b.2.d. Changes to MEE will be included in the semi-annual MRR
MARADMIN.
4.c. Tasks.
4.c.1. DC I&L (LP). Implement requirements within reference(g),
monitor GCSS-MC data to reflect the correct readiness reporting
designation, classification, and condition of each TAMCN to address
performance and cost metrics reporting.
4.c.2. DC PP&O (POR). Maintain DRRS data to reflect the correct
readiness reporting designation of each TAMCN, by unit type, as
identified in TFSMS. 4.c.3. Commanders. Reference TFSMS as the ADS
for correct readiness reporting designation of each TAMCN within a
unit’s T/E.
4.c.4. Reporting Units, Organizations, and Installations.
4.c.4.a. Per reference (e), all Marine units, to include Operating
Forces (Active and Reserve), Supporting Establishment, and Strategic
Programs will report the condition of MEE/PEI ground equipment.
4.c.4.b. Task-organized units/MAGTFs (e.g., Marine Expeditionary
Units) will use reporting procedures per references (d) and (e).
The task-organized unit/MAGTF will report equipment that is listed
as MEE for joining attachments.
4.c.4.c. Reserve units activated and joined to a like active unit
will report per references (d) and (e). Equipment listed as MEE for
the gaining active unit will be listed as MEE for the activated
reserve unit.
4.c.4.d. All readiness reportable equipment listed in TFSMS will be
tracked and reported within GCSS-MC. Units identified by DC PP&O as
readiness reportable units will report this equipment per references
(d) and (e) in DRRS.
4.d. Coordinating instructions.
4.d.1. Submission requirements for MRR TOECRs are the same as the
equipment TOECR requirements detailed in reference (a). Commands
will include a TOECR letter that provides a description and detailed
rationale for the recommended changes to PEIs. Every TOECR requires
Lieutenant General endorsement per reference (a). Recommendations
for changes to MEE will only be submitted, received, and considered
via the METL development process described in reference (b).
4.d.2. Designated TFSMS MEE and PEI capture the best sampling of
equipment required for the Marine Corps to perform its mission. The
following will be considered when nominating a TAMCN as MEE or PEI.
4.d.2.a. TAMCNs may be nominated as MEE or PEI if they have been
placed in service within TFSMS by Marine Corps Systems Command or
Program Executive Office Land Systems and are supportable through
publications, training, supply chain or contractor logistics support.
4.d.2.b. Newly fielded equipment that is designed to replace a like
capability/legacy TAMCN may be considered for MEE/PEI if the new and
legacy items, collectively, have been fielded to 65 percent of the
Fleet Marine Forces (FMF) T/E.
4.d.2.c. Newly fielded equipment with new capability, not replacing
a legacy TAMCN, may be considered once it has been fielded to 65
percent of the FMF T/E.
4.d.2.d. Every reporting unit must have at least one MEE and/or PEI.
4.d.2.e. TAMCNs must have an Approved Acquisition Objective as
determined by reference (a).
4.d.2.f. Additionally, MEE nominations must match a Core MET and be
essential to the unit’s mission.
4.d.3. Per reference (f), MEE assignment is not limited to Weapon
System Group Code (WSGC) Level A. TAMCNs in any WSGC, Levels A
through C, may be designated as MEE. Total number of TAMCNs assigned
WSGC Level A must not exceed 30, total number of TAMCNs assigned WSGC
Level B must not exceed 50, and total number of TAMCNs assigned WSGC
Level C is not limited.
4.d.4. HQMC O6 level representation from the Deputy Commandants for
PP&O, I&L, Aviation, Information, and CD&I (including Capabilities
Development Directorate Directors and TFSD Director) will review and
adjudicate additions/deletions for PEI designation and
classification.
4.d.5. If the GCSS-MC User Community identifies discrepancies
between TFSMS and GCSS-MC readiness reportable equipment designations
(MEE or PEI), submit a trouble ticket to the local Logistics Systems
Coordination Office (LSCO) for appropriate forwarding to the GCSS-MC
Program Office.
4.d.6. TFSD will provide Unit Type information to DC PP&O for MEE as
an output product of the MET/METL review process and will announce
this information in the semi-annual MRR MARADMIN. Currently, TFSMS
does not have the capability to record MEE by unit type. An
Engineering Change Proposal has been submitted to add this function.
Manual data entries in DRRS for MEE Unit Type may be required until
TFSMS is updated, and this information is incorporated in the regular
data feed from TFSMS to DRRS.
4.d.7. Functional Area (FA) Codes for equipment were included in
MCBul 3000 updates. These codes are not used for readiness reporting
of ground equipment in DRRS and will no longer be updated pursuant
to this policy.
4.d.8. The current readiness reporting status for a particular TAMCN
can be found on the unit’s T/E in the “Rdy Rpt” column (N = Not
Readiness Reportable, R = PEI, M = MEE). The semi-annual MRR
MARADMIN will provide updated information. Additional resources for
PEI and MEE information exist in Logistics-Data Analytics & Reporting
Tool (L-DART), TDM-Catalyst, and GCSS-MC.
5. Administration and logistics.
5.a. This MARADMIN will remain in effect until a publications
review is completed and published changes are included in references
(a) through (f).
5.b. A GCSS-MC change request, voted approved during the Enterprise
Configuration Control Board, will automate the readiness reportable
data field interface from TFSMS to GCSS-MC. Once implemented, this
interface will evolve from a manual update into GCSS-MC to an
automated update.
6. Command and signal. Major Subordinate Commands are responsible
for notifying subordinate units of the contents of this MARADMIN.
7. Questions regarding this MARADMIN will be directed to the above
listed points of contact.
8. This is a coordinated message between DC CD&I, DC I&L, and DC
