GENTEXT/ 1. Purpose. This message directs all Marine 
Corps units to immediately comply with the attached 
interim policy guidance for the use of Powered 
Paragliders (PPG).
2.  Background
2.a.  PPG systems are used recreationally by civilians 
and present a potential capability for transporting 
Marines over long distances with a low signature. This 
system will fill a registered capability gap for the 
Reconnaissance and Marine Special Operations communities.
The Augmented Parachute System (aps) is the Marine 
Corps’ Program of Record under development for PPG 
employment. APS supports USMC Force Design 2030. APS 
focuses on shifting air mobility to the team level 
inside a Reconnaissance Platoon. Each APS will transport 
one Marine with combat equipment inside the weapon 
engagement zone and provide a competitive advantage. 
The official Program of Record is under development, 
with initial operational capability scheduled for Fiscal 
Year 2027.
2.b.  No service or DOD policy currently governs the use 
of PPGs or APS. Units have already purchased PPGs, are 
conducting contracted courses, and are executing 
training with this capability. On 20 December 2023, the 
Deputy Commandant for Plans, Policies, and Operations
approved the Draft MCBUL 3120.11 Interim Policy for the 
Use of Powered Paraglider Systems, Ref A.
2.c.  The MCBUL 3120.11 is currently in review and 
processing with the Headquarters Marine Corps Directives 
Branch (ARDB).
3.  Action.  This message directs all Marine Corps units 
to immediately comply with the guidance provided by the 
Draft MCBUL 3120.11, Ref A, available at https:(slash)

4.  Duration.  This message will remain in effect until 
the signed MCBUL 3120.11 is officially published by ARDB.
5.  Headquarters Marine Corps Plans, Policies, and 
Operations directs the redressal of this message to 
subordinate units for the widest dissemination.
