GENTEXT/REMARKS/
1.  Purpose.  This message solicits inputs for the Marine Corps' 
submission to the 
President's Intelligence Advisory Board's (PIAB) Fiscal Year (FY) 
2024 Killian Award.  The Killian Award 
recognizes military or civilian individuals and teams within the 
United States Intelligence Community (IC) 
for exceptional achievements in analysis, collection, science and 
technology, mission support, and 
intelligence oversight.
2.  Background.  The award is named in honor of Dr. James R. 
Killian, the first chair of the President's 
Foreign Intelligence Advisory Board (PFIAB), the predecessor to the
PIAB.  Dr. Killian was also the first 
Presidential Assistant for Science and Technology, an architect of 
the National Aeronautics and Space Administration, and a 
Massachusetts Institute of Technology President. 
3.  Execution.  The PIAB accepts nominations from each of the 18
Intelligence Community elements; Deputy Commandant for Information 
(DC I) will select and approve submissions to the PIAB.  The Marine 
Corps may submit up to five nominations, one per category, for the 
following: Analysis, Collection, Science and Technology, Mission 
Support, and Intelligence Oversight.  All nominations must be for
actions worked or completed during the period from 1 October 2023 
through 30 September 2024.  
4.  Nomination Procedure and Submission Deadlines.  
4.a. Nomination packages must be received by DC I’s Intelligence 
Division (IID) no later than 16 September 2024.  Units shall route 
nominations through the appropriate MARFOR for unit endorsement
(By direction is acceptable).  Units not aligned to a MARFOR may 
submit nominations directly to IID via 
the first General Officer in their administrative chain of command 
(By direction is acceptable).   
4.b. Submission.  Packages must be submitted by e-mail, at the 
appropriate classification level.  The 
e-mail subject line and submission file name should read: 
"FY24_(Killian Award)_ICO (Rank/Name)".   
4.c. Submission/selection criteria is detailed in the enclosure to 
this MARADMIN.
4.d. A board, convened by DC I IID between 18 September-2 October 
2024, will select the Service's nominees for approval by the DC I; 
nomination packages are due to the PIAB no later than 
15 October 2024.    
4.e.  Announcement.  PIAB's selection of nominees will be announced
next year; PIAB’s selectees will be recognized at a White House 
ceremony (date TBA).
5.  Command and Signal
5.a. This MARADMIN is applicable to the Marine Corps Total Force.
5.b. Ensure widest dissemination of this MARADMIN.
5.c. Direct all questions to the MARADMIN POCs.
