GENTEXT/REMARKS/1.  This message updates reporting 
requirements for protest, extremist, and criminal gang 
activities as required by references (a, b, c and d) while
incorporating reporting requirements to the Marine Corps 
Operations Center (MCOC).  In addition to this new OPREP-3
requirement, Commands will continue to use the DASH report
until reference (g) is updated. This guidance will be 
implemented and remain in effect until an update to 
reference (e). 
2.  Background.  References (c and d) require commanders 
to immediately report all allegations of (1) extremist or 
(2) criminal gang activities.  References (c and d) 
defines protest, extremist, or criminal gang activities.  
Allegations of these activities will be submitted as an 
OPREP-3 Serious Incident Report (SIR) report to 
Headquarters Marine Corps (HQMC) in accordance with the 
procedure established in reference (e).  MCOC will provide
a copy of the report to Judge Advocate Division (JMJ).  
JMJ will submit de-identified reports to the Inspector 
General of the Marine Corps (IGMC) in accordance with 
reference (d). 
3.  Reporting Timelines.  Any allegation that a non-senior
Service Member, as defined by reference (F), engaged in 
(1) extremist or (2) criminal gang activities shall be 
provided to HQMC via an OPREP-3 SIR within three working 
days of receipt by the commander.  Allegations against 
senior officials will comply with the requirement to 
report to the IGMC within one working day in accordance 
with reference (d). In accordance with reference (e) the 
following is required for to submit the OPREP-3:
3.A. Voice Notification.
3.A.1. The command must call the MCOC at 703-695-5454 
within 30 minutes of being informed of an alleged 
extremism or gang activity incident to provide an initial 
voice notification.
3.A.2. This initial voice notification serves two 
purposes:
3.A.2.a. The MCOC will talk the unit through the reporting
requirements and help answer any questions.
3.A.2.b. The conversation will also assist the MCOC with 
identifying if there are any circumstances tied to the 
alleged event which might trip a Commandant's Critical 
Information Requirement (CCIR) and therefore create a more
stringent reporting timeline.
3.B.  OPREP-3 Template:
3.B.1. REMARK/Narrative: How the offender is alleged to 
have violated references (b, c, and d).
3.B.2. Report Category (Extremism or Gang Activity). If 
extremism, also report the primary extremist motivation 
(Race, Color, National Origin, Religion, Sex, Gender 
Identity, Sexual Orientation, or Other).
3.B.3. Date and location of alleged offense (if known).
3.B.4. Alleged Suspect.
3.B.4.a. Unit.
3.B.4.b. Pay grade / Rank.
3.B.4.c. Service Component (Active / Reserve)
3.B.4.d. MOS.
3.B.4.e. Sex.

notification to the MCOC. This Date Time Group will be 
provided by the MCOC during the initial voice 
notification.
3.C. The MCOC will provide the unit with a Word document 
OPREP-3 template if requested during the initial voice 
notification phone conversation.  
4.  In addition to submitting an OPREP-3 SIR report to 
HQMC, commanders are required to notify the following 
entities within three working days for the purposes of 
tracking, reporting, and investigating, depending on the 
entities’ mission and function.
4.A.  The Naval Criminal Investigative Service at 
Mtac_lawenforcement@ncis.navy.mil
4.B.  Service Counterintelligence Element at 
M2X@usmc.onmicrosoft.com.
4.C.  Command Security Manager, if the military member 
possesses a security clearance.  The commander shall 
determine if access to classified material should be 
suspended and if/when an entry should be made into the 
Defense Information System for Security based on 
credibility of the allegation.
4.D.  Staff Judge Advocate in the chain of command.
4.E.  Service Insider Threat Analytic Hub at 
insiderthreat@usmc.mil
5.  Commanders or their cognizant Staff Judge Advocates 
will inform Judge Advocate Division (JMJ) upon the final 
disposition of any allegation, to include:
5.A.  Investigative findings (Substantiated or 
Unsubstantiated).
5.B.  Initial disposition action (No Action, NJP, SCM, 
SPCM, GCM, AdSep Processing, Denial of Reenlistment, 
Counseling, or Other Administrative Disposition).
5.C.  Adjudication (Guilty, Guilty of other offense, Not 
guilty, Basis found, Other basis found, No basis, or N/A).
5.D.  Separation (BCD Adjudged, DD Adjudged, Not 
Processed, Retained, Separated (HON), Separated (GEN), 
Separated (OTH), or Separated (Other)).
5.E.  The date-time group (DTG) of the original OPREP-3 
SIR.
6.  Commanders are directed to ensure widest dissemination
of this MARADMIN to all subordinate units and are further 
directed to ensure a period of instruction is provided to 
all personnel addressing requirements contained in this 
MARADMIN.
7.  This MARADMIN has been coordinated with the Deputy 
Commandant Manpower and Reserve Affairs (MPE) and the 
Inspector General of the Marine Corps.  
8.  This MARADMIN shall remain in effect until the 
contents of this MARADMIN are incorporated into the update
to reference (e).
9.  Questions concerning reporting allegations of (1) 
extremist or (2) criminal gang activities should be 
directed to MPE.
10.  Signal.  This MARADMIN is applicable to the Total 
Force.
