GENTEXT/REMARKS/1.  Purpose.  This MARADMIN represents a change to
reference (a) and announces the creation of Military Occupational
Specialty (MOS) 8890 Doctor of Philosophy.
2.  Background.  In accordance with reference (b), Deputy Commandant
(DC) for Combat Development and Integration (CD&I) submitted a
proposed out of cycle change to reference (a).  This change was
thoroughly reviewed by the personnel, organization, and training
(POT) pillars of the doctrine, organization, training, materiel,
leadership, personnel, facilities, and cost working group.  After
review, the POT pillar leads unanimously recommended that Commanding
General (CG) Training and Education Command (TECOM) create MOS 8890,
effective for 1 Oct 2024.  The changes communicated in this MARADMIN
have been submitted and accepted for inclusion in the FY 2026 MOS
Manual.
3.  MOS Title.  MOS 8890, Doctor of Philosophy, Technical (PHDP-T)
(I) (Col to Maj) PMOS, DC CD&I.
3.a.  Summary.  Marine Corps Technical PhD Officers are Marine
Officers with occupational skills and operational experience and
researchers with knowledge in their discipline and dissertation-
specific expertise.
3.b.  Prerequisites.
3.b.1.  Marine Corps Technical Doctor of Philosophy (PhD) Officers
must meet eligibility requirements for the Technical PHD Track as
specified in MCO 1524.2, Marine Corps Doctor of Philosophy Program
(PHDP).
3.b.2.  Unrestricted active-duty officers:  career designated
captains, majors, and lieutenant colonels with less than 19 years
commissioned service (See PhD MARADMIN for date as appropriate).
This ensures that officers selected will have the career timing to
complete a three-year education and the six-year service obligation
prior to the 28-year service limitation.
3.b.3.  Officers with no less than two years’ time on station by
the start of PhD coursework (See PhD MARADMIN for estimated date).
3.b.4.  Hold at least a Secret clearance and be eligible for a Top
Secret (TS) or Sensitive Compartmented Information (SCI) clearance.
3.b.5.  Officers with an accredited master’s degree GPA of 3.5 or
higher in a discipline related to one of the specified doctoral
fields listed in the annual PhD MARADMIN.
3.b.6.  Current students completing coursework as Graduate Education
Program (GEP) participants are eligible to apply.
3.c. Requirements.
3.c.1.  Marine Corps Technical PhD Officers must complete all
university PhD program requirements to include defense, approval,
and submission of their dissertation.
3.c.2.  This MOS will be assigned by the CD&I's Force Design
Research Group to a Marine in an appropriate technical Service,
Joint, or OSD billet after reviewing the Marine’s academic record.
3.d.  Duties.
3.d.1.  Plans and leads original technical research programs to
inform Headquarters Marine Corps (HQMC) senior leader decision
making.
3.d.2.  Collaborates with external science and technology research
organizations such as the Defense Advanced Research Projects Agency,
Office of Naval Research, the Strategic Capabilities Office, the
Defense Innovation Unit, the Navy Warfare Centers, Federally Funded
Research and Development Centers, and the service research labs
(NRL, AFRL, ARL).
3.d.3.  Represents the USMC (service and operating forces) in
strategic-technological forums, at the joint and national level.
3.d.4.  Advise DC CD&I and HQMC senior leaders on science and
technology matters as resident subject matter expertise aligns.
3.d.5.  Supports Marine Senior Leader Congressional testimony
related to technology or technical issues.
3.d.6.  Represents the Marine Corps at Office of the Secretary of
Defense (OSD) Cost Assessment and Program Evaluation program reviews
and other relevant forums.
3.d.7.  Sustains and expands technical expertise and professional
reputation and credibility as a PhD via collaborative research,
peer-reviewed publication, and conference attendance.
3.d.8.  Supports the continuous development of the broader Marine
Corps technical community in their respective area of expertise,
including through service as a liaison to the Naval Postgraduate
School to mentor master's degree and PhD students there.
3.d.9.  Supports problem framing to understand existing and
anticipate future technology needs IAW guidance.
3.d.10.  Provides unique technical expertise which they employ
individually or collectively as appropriate to provide the Service
with rigorous research and analysis capabilities for a wide range of
technical domains.
3.e.  Related Standard Occupational Classification (SOC) Title and
Code.  None.
3.f.  Related Military Skill.  None.
4.  This MARADMIN is not applicable to the Reserve Component.
