GENTEXT/REMARKS/1. This message announces the release of the Marine
Corps Marksmanship Campaign Plan.
2. Purpose. The purpose of the Marksmanship Campaign Plan (MCP) is
to provide the service with a clear roadmap for maximizing
marksmanship lethality across the total force. This five-year plan
will enhance the lethality of the individual Marine, while also
providing leaders the ability to rapidly assess their unit’s
small-arms marksmanship lethality, from individual to collective
unit levels. By driving change through modernized training techniques
and assessment tools, the provisions included in the MCP will
increase readiness and help ensure America's Marines remain the
world's premier fighting force.
3. Background.
3.a. The Marine Corps MCP is the culmination of more than (6) years
of dedicated research into combat marksmanship lethality. In 2018,
the Secretary of Defense (SECDEF) established the Close Combat
Lethality Task Force (CCLTF) and mandated the development,
evaluation, and implementation of “improvements to U.S. squad-level
infantry combat formations in order to ensure close combat overmatch
against pacing threats and to strengthen the combat preparedness,
lethality, survivability, and resiliency” of infantry squads."
Shortly thereafter, the Deputy Commandant, Combat Development
and Integration (DC, CD&I) tasked the Operations Analysis Division
(OAD) to execute a Rifle Marksmanship Lethality Capabilities Based
Assessment (CBA) to evaluate the effectiveness of current
marksmanship training within the Marine Corps.
3.b. From 2019-2022, the CCLTF and CBA analyses informed the
transition from Annual Rifle Training (ART) to Annual Rifle
Qualification (ARQ), with ARQ more closely replicating combat,
including scoring hits based on vital areas of human targets instead
of ART’s shape targets and Olympic-style shooting approaches. Weapons
Training Battalion Quantico (WTBn-Quantico), partnered with ONR and
infantry MOS-producing schools, then developed the Joint Marksmanship
Assessment Package (JMAP) to support the Advanced Marksmanship
Training Program (AMTP). The AMTP encompasses a ten-day marksmanship
training POI as well as the Infantry Marksmanship Assessment (IMA)
and can be scaled back to the Rifle Marksmanship Assessment (RMA)
for non-infantry Marines.
3.c. From 2023-present, WTBn-Quantico through Training Command and
Training and Education Command (TECOM) developed the first ever MCP
to capture and continue driving the revolution in marksmanship
lethality. The MCP sets the Marine Corps on a clear path to increase
lethality and maintain small unit combat overmatch against future
adversaries.
4. Implementation.
4.a. The MCP provides for the establishment of a Marksmanship
Working Group (MWG) for the implementation of the MCP. The Office
of Primary Responsibility (OPR) for the MWG will be the TECOM G3,
with WTBn-Quantico serving as the marksmanship proponent.
4.b. Guided by feedback and refinement from the MWG, the service
will implement the provisions of the MCP over the course of FY25
to FY29.
5. The Marksmanship Campaign Plan document (reference (a)) can be

also be disseminated to all GO-level commands via Enterprise Task

Marines.mil website.
7. This MARADMIN is applicable to the Marine Corps Total Force.
