GENTEXT/REMARKS/1. The Strategic Location Incentive Program (SLIP)
is an assignment and retention initiative for careerist enlisted
Marines who accept orders to difficult to fill locations or critical
billets in exchange for an agreed upon duty station preference for
the following tour.
2. Program Details
2.a. SLIP was the winning crowd-source submission in reference (a),
the Manpower Modernization Challenge II.
2.b. SLIP will be available for eligible orders written
after 1 Oct 2024.
2.c. Individual Primary Military Occupational Specialty (PMOS)
monitors are given discretion as to which assignments within their
scope qualify as "difficult to fill" or "critical" as this varies
from community to community. Generally, this will include
assignments to overseas locations, remote CONUS locations, and
billets that require special training or qualifications. A current
list of billet vacancies eligible for SLIP will be maintained on the
MMEA webpage.
2.d. SLIP is an incentive. Monitors will make every effort to apply
this incentive to eligible individuals, but myriad considerations
for each assignment and Marine necessitate case-by-case
determination.
3. Eligibility. Enlisted Marines must meet the following criteria:
3.a. Have completed their initial period of enlistment
and be eligible for a subsequent reenlistment term in zone B, C,
or D.
3.b. Must not be identified for Headquarters Marine Corps Special
Duty Assignment Screening Team (HSST) or slated for a
special duty assignment or screenable billet at the time of receipt
of SLIP orders.
3.c. Must meet general eligibility requirements to receive orders
IAW reference (b), including time on station requirements.
3.d. Must not have an RE3O reenlistment code.
3.e. Must obligate sufficient service to execute orders
IAW ref (c).
4. Coordinating Instructions
4.a. Upon accepting a qualifying SLIP assignment, Marines will be
assigned a SLIP Draw Case Code (DCC) of "DS" in Marine Corps Total
Force System (MCTFS) indicating eligibility for this incentive.
This DCC serves to stabilize the Marine for the initial tour and
follow-on tour from other special programs. Additionally, the
PMOS monitor will place the SLIP verbiage in the Marine's
orders stipulating the agreed upon follow-on duty station
to assist in assignment following the successful completion
of the eligible tour.
