Gentext/Remarks/1.  Purpose.  To reinforce MCTIMS licensing
functionality background, licensing requirements, licensing agency
user support options, and assistance points of contact.
2.  Background
2.a.  Per ref (a), MCTIMS has served as the authoritative data
Source since 2006, leveraged by Training and Education Command to
originate, maintain, validate, and disseminate individual and unit
level training completion for the Marine Corps' uniformed total force
(including active and reserve component personnel).
2.b.  MCTIMS delivers five critical capabilities: 1) provide data for
training completion reports that affect pay, promotion, and talent
management for Marines; 2) report training data that informs unit and
enterprise level training related readiness to the Defense Readiness
Reporting System; 3) track and report pre-deployment training program
requirements; 4) facilitate student registration at formal schools
such as the Marine Corps, Army, Navy, and Air Force schools; and 5)
enable standardization of curriculum development and management at
formal schools.
2.c.  In 2023, an initial review of the Marine Corps’ licensing and
certification processes revealed the functionality for entering,
certifying, and tracking of license qualifications and
certifications did not afford commanders the best opportunity to
rapidly deploy units with licensed operators.  Further research
confirmed that MCTIMS already contained a license tab within the
Electronic Training Jacket module that was not being fully utilized.
Working with occupational field subject matter experts, system
adjustments were made to allow the Marine Corps licensing agencies,
per ref (b), to utilize MCTIMS in the licensing process to
accurately track trained and licensed Marines and Sailors within
the Marine Corps, improving a commander's ability to optimize
deployment of units with licensed operators.
3.  Action
3.a.  Marine Corps licensing agencies can enter and certify all
license qualifications in MCTIMS without having to rely on outside
entities.  Units will ensure accurate entry and record maintenance
of their licensed operators in MCTIMS via the UTM calendar, per
ref (c).  Licensing agencies were briefed on this MCTIMS
functionality and informed their personnel must go through an
internal process to gain access to MCTIMS and TECOM training
materials specific to licensing, per refs (b) and (d).  Updates to
references (a), (b), (d), and (e) are forthcoming starting in FY25.
