GENTEXT/REMARKS/1. Purpose.  To announce the results of the Fiscal
Year 2025 (FY25) Commandant’s Education Board (CEB) for officers
selected to study abroad in the Olmsted Scholarship Program (OSP),
Advanced Degree Programs (ADP), Naval Postgraduate School (NPS),
Air Force Institute of Technology (AFIT), Intelligence Education
Programs (IEP), San Diego State University (SDSU), the Judge
Advocate General Legal Center School (TJAGLCS) and Civilian
Education Programs (CEP) hosted at civilian universities across the
country.  Headquarters Marine Corps is publishing the selection
results in advance of the conventional CCLEB and CPIB results
MARADMINS to accommodate the extremely competitive admissions
process at top civilian universities.

2.  Background.  The board, composed of four colonels and seventeen
lieutenant colonels, screened the records of the eligible population
and selected the eligible officers listed below.  The small number
of Graduate Education Program (GEP) assignments available relative
to the number of eligible officers makes selection a highly
competitive process.
3.  Board Results
3.a.  Olmsted Scholar Foundation.  The officers listed below were
nominated by the Commandant’s Education Board (CEB) to interview
with the Olmsted Scholar Foundation board in January 2025 (read in
three columns).  See follow-on instructions for OSP in 4.d.

3.b.1.  Tuition.  MCU will provide funding for officers
participating in the 8802 and 8878 programs up to $19,500 per year,
for up to two years.  Any tuition costs exceeding this amount will
be paid by the officer.  Book stipends of $400 will be paid once per
academic year.  EDCOM will pay book stipends directly to the student
in parallel with tuition payments.  Full Social Security numbers are
required for payment and may be requested by the EDCOM Financial
Management Office if they cannot be otherwise obtained.
Reimbursement for parking fees and other discretionary fees is not
authorized.  See follow-on instructions for ADP in 4.d.
3.c.  Advance Civilian School Program (ACSP).  The following
officers were selected as primary candidates for ACSP and will
receive orders from the Graduate Education Manager, MMOA-3.
Civilian school acceptance letters must be provided to the MMOA-3

3.c.1.  Tuition.  ACSP is a partially funded education program per
reference (a).  Participating officers will receive their regular
pay and allowances, but application fees, tuition and matriculation
fees, cost of textbooks and materials, and all similar fees and
expenses will be borne by the officer.  The area of study and
research is at the discretion of the officer, and no utilization
tour is required.  The participant’s follow-on assignment will be
based on the needs of the Marine Corps and the participant’s career
progression. See follow-on instructions for ACSP in 4.d.
3.d. San Diego State University.  The following officers were

4.  Coordinating Instructions
4.a.  Officers not yet career designated will be offered alternate
career designation in accordance with reference (e), upon acceptance
of orders.
4.b.  If selected for career designation in prior fiscal years and
declined to accept, selectees may request to revert their career
designation selections to accept through their appropriate PMOS
monitor, no later than 13 December 2024.
4.c. Declinations.  Only officers whose end of obligated service (EOS)
ends prior to the report date to their specific program may
decline orders.  Officers eligible to decline this assignment have
until 13 December 2024 to decline their selection.  Officers who
declined the offer of CD in conjunction with this selection will
execute their current EAS IAW MCO 1001.65A.  Officers who elect to
decline their selection are deemed as resigning in lieu of orders.
Officers who resign in lieu of orders will exit the service NLT the
last day of the month they were required to report to their future
unit.
4.d.  Olmsted Scholar Foundation
4.d.1.  The above selected officers must submit their final Olmsted
application NLT 15 November 2024 to MMOA-3, via email:
smbmmoagradedu@usmc.mil.
4.d.2.  Selected officers are encouraged to contact MCU's Olmsted
Scholar program POC listed in paragraph 5.a.
4.d.3.  The final application template can be found on the

4.d.4.  The final application must include a GRE Score and high-
quality digital file command photo taken in Service "A" with
National Ensign and Service flag in the background.  If the
applicant's GRE score is not yet available prior to 15 November,
please indicate in the application the projected date the GRE score
will be received.
4.d.5.  The final application can include up to three letters of
recommendation.
4.d.6.  Upon conclusion of the Olmsted Foundation's board in March
2025, those chosen will be notified via separate correspondence.
4.d.7.  Those nominees not selected as Olmsted Scholars, may be
assigned to other CEB programs.

December 2024.
4.h.  Alternates
