GENTEXT/REMARKS/1. Purpose. To announce the Department of Defense
(DoD) pilot program to support service members transitioning during
Permanent Change of Station (PCS) moves. This program aims to
alleviate childcare challenges by allowing eligible service members
to receive reimbursement of travel costs of a designated individual
who will care for the children when full-day care is not available
at the new Permanent Duty Station (PDS) within 30 days of the
member's arrival.
2. Eligibility. Active duty service members with PCS orders who
are moving with a dependent who is not yet entered school; requested
full-day childcare at a military-operated center; and childcare is
not available at the military-operated center until 30 days or more
after the members arrival.
3. Reimbursement. Is available for the designated individual’s
commercial transportation costs if the military Childcare
Development Center at the new PDS cannot accommodate a dependent
child for full time day care within 30 days of members arrival.
Reimbursement is limited to commercial transportation only up to
$500 for PCS between locations in the Continental United States
(CONUS) and up to $1,500 for PCS to or from overseas locations.
Only one reimbursement is allowed per household, and the designated
individual must be at least 18 years old and not a dependent of the
service member. Use of a Centrally Billed Account is not authorized
for the designated individual’s commercial transportation needs.
4. Application Process. Service members and families must create
an account on MilitaryChildCare.com (MCC) to search for childcare
options and submit and manage childcare requests. After October 1,
2024, a Travel Memorandum can be obtained through the service
members MCC account to verify that the child is on the waiting list
and that childcare will not be available within 30 days of the
members arrival at the new PDS. Frequently Asked Questions (FAQ)

5. Travel Voucher Submission. Service members will submit the
travel memorandum and travel receipts with their PCS voucher for
reimbursement. This pilot program expires on 20 September 2027.
