GENTEXT/REMARKS/1. This message, coordinated with Marine and Family
Programs, serves to reinforce the annual requirement for Command
Climate Assessment and to provide guidance on the administration of
the Defense Organizational Climate Survey (DEOCS). Per references
(a) and (b), all O-5 and O-6 slated commanders, Commanding Generals,
and Deputy Commandants with 50 or more personnel will conduct the
annual DEOCS between 1 August and 30 November. Registration for the
Calendar Year 2025 DEOCS is now open. Administration of the DEOCS
must commence no later than 31 October.
2. Commanders will actively encourage maximum participation in the
DEOCS. Dedicated opportunities must be provided during working
hours for all personnel, both military and DoD civilians, to
complete the survey.
3. The preferred survey administrator is the Equal Opportunity
Advisor (EOA), Collateral Duty EOA, or Equal Opportunity
Coordinator. Integrated Primary Prevention Workforce personnel at
levels 3-5 are prohibited from serving as DEOCS administrators per
reference (a). All DEOCS administrators must complete JKO course
Prev 004, “How to Conduct a Command Climate Assessment and
Administer the Defense Organizational Climate Survey (5 hrs)” before
administering the survey.
4. A comprehensive resource for the climate survey, including
registration information, is available at the following website:

5. For further questions or clarification regarding the
administration of the DEOCS, contact MPE at email: MPE_EO@usmc.mil
