GENTEXT/REMARKS/1. Purpose. To establish dwell waiver request and
documentation requirements for involuntary activations.
2. Background. Reference (a) identifies a deficiency where sampled
Marine Reservists lacked proper documentation consenting to
activation while in dwell. The below guidance codifies the procedure
to request a dwell waiver and clarifies the responsibility for
uploading and confirming the waiver to the Marine’s Official Military
Personnel File. Requirements will also be captured in the
forthcoming changes to reference (b).
3. Dwell Waivers For Involuntary Activation
3.a. Per reference (c), a written waiver request must be submitted to
the first O-5/O-6 Commander in the Marine’s chain of command and
documented in the Marine’s Official Military Personnel File.
3.b. Upon receipt of a notice to activate, the process to request an
activation to dwell waiver is as follows:
3.b.(1) Confirm the Marine is within the 1:4 activation to dwell
ratio and is waiving dwell for the current activation.
3.b.(2) Marine completes a NAVMC 10274 (AA Form) acknowledging dwell
status and requesting a waiver to activate. NAVMC 10274 is routed
via the chain of command to the first O-5/O-6 Commander.
3.b.(3) Upon approval, the Marine will sign a NAVMC 118 (Page 11)
entry acknowledging approval of the request and the Marine’s intent
to activate within dwell. Utilize the following language in the
NAVMC 118: My request to waive my activation to dwell requirements
has been approved. I waive my activation to dwell requirements for
this activation.
3.b.(4) The Marine’s administration section will upload the signed
Page 11 to the Marine’s Official Military Personnel File (OMPF) via
the OMPF Record Management Application (ORMA).
3.b.(5) The Unit CO/I-I will verify the signed Page 11 has been
entered into the Marine’s OMPF during the activation audit process
per references (a) and (c).
4. Per reference (d), a Marine may waive their dwell (1:4) but they
cannot waive the notification timeline associated with an activation.
5. Deployment to Dwell (D2D) waivers must be submitted via a signed
NAVMC 118 (Page 11) through the Marine Reserve Orders Writing System
(MROWS).
6. Per reference (e), requests for dwell exemption that does not
fall within PERSTEMPO guidelines requires Assistant Secretary of the
Navy approval.
7. This MARADMIN is applicable upon release.
8. This MARADMIN is applicable to the Marine Corps Reserve.
9. Release authorized by Major General K. D. Pierson, Director,
