GENTEXT/REMARKS/1. This message announces the Fiscal Year 2026
(FY26) Reserve Component class dates for the regional Staff
Noncommissioned Officer Academies (SNCOAs). The school dates are
posted on the College of Enlisted Military Education (CEME) website:

2.E.1. All class dates should be verified through the Marine Corps
Training Information Management System (MCTIMS).
2.E.2. Class dates may be changed throughout the FY for various
reasons. MCTIMS is the guiding system that will have the current
class schedule. MCTIMS remains up to date and supersedes this
MARADMIN and all other academic calendars that list FY26 Reserve
Component SNCOA school dates.
3. Registration Instructions
3.A. All requests for registration for a specific class must be
done through the unit operations or training section. Registration
requests will not be accepted by the SNCOA, CEME, or TECOM.
3.B. Unit training representatives must ensure that prospective
students are eligible to attend the resident school before
submitting their nominations in MCTIMS.
3.C. All nominations must be received by the MARFOR representative
via MCTIMS, no later than 45 days prior to a class report date.
3.D. It is the unit's responsibility to request a registration
cancellation in MCTIMS immediately for Marines who are no longer
able to attend their scheduled schools.
4. Resident School Prerequisites
4.A. The complete list of all required prerequisites for attending
a resident school class are located on the command screening
checklist.
4.B. All prerequisites must be completed prior to being registered
in MCTIMS for a school seat.
4.C. Marines must complete the current command screening checklist,
reference (e), prior to being registered for a class. The current
version of the command screening checklist can be downloaded from
the CEME website. All previous versions are obsolete and will not
be accepted.
4.D. Commanders/Inspector-Instructors (I-I) must review all packages
and sign the command screening checklist within 90 days of the
school report date. Checklists signed by individuals other than the
Commander/I-I will be rejected and result in the Marines being
returned home. Commanders/I-Is who fail to properly complete the
command screening checklist and send unqualified Marines will be
notified in a letter of noncompliance via the chain of command.
5. Duty Status Waiver Requests
5.A. Marines who are currently in a light or limited duty status
may submit a duty status waiver request to attend the resident
school.
5.A.1. The purpose of the duty status waiver is to allow Marines who
are likely to be in zone for promotion, but are unable to attend a
seminar program or resident school in a full duty status before the
promotion board convenes.
5.A.2. Marines who have enough time to attend either the resident
school once they return to a full duty status or can attend a seminar
prior to the board convening are not eligible for this waiver.
5.A.3. The operational tempo of the parent unit or the individual
Marine's personal schedule is not a consideration for requesting a
duty status waiver.
5.A.4. Only the current or previous FY promotion board information
will be used to estimate a Marine's potential promotion selection
timeline.
5.B. Completed waiver requests are required to be received by the
SNCOA no earlier than 60 days before and no later than 5 business
days prior to a school reporting date.
5.C. Commands must email the completed Command Screening Checklist,
duty status waiver request, and physician approved physical fitness
plan to ceme_waivers@usmcu.edu to be considered for approval.
5.C.1. The current duty status waiver request can be found on the
CEME website, https:(slash)(slash)www.usmcu.edu/ceme
5.C.2. Submission of a duty status waiver does not guarantee a
school seat. A decision will be communicated to the command once
the request has been received and reviewed.
5.C.3. Duty status waivers will not be considered on the report date
for Marines attempting to secure a school seat.
6. Reporting Instructions
6.A. Specific reporting instructions including required uniforms,
timelines, gear lists, billeting, messing, and additional
information can be found on the CEME website on the specific SNCOA
page.
6.B. Marines must bring the following items when checking in:
6.B.1. Temporary Additional Duty (TAD) Orders.
6.B.2. Defense Travel System Authorization (if required).
6.B.3. Completed Command Screening Checklist.
6.B.4. Distance Education Program Completion Certificate.
6.B.5. Approved Duty Status Waiver (if required).
6.C. Students are required to bring a Personal Electronic Device
(PED), such as a laptop, tablet, etc.
6.C.1. Students who do not own a device are not required to
purchase one. It is the unit's responsibility to provide the Marine
a temporary loan device for the duration of the class.
7. Coordinating Instructions
7.A. School orders will be used and routed through MFR G-3. Annual
Training orders should not be used for resident PME.
7.B. Rental car is not authorized.
7.C. Marine Reserve Order Writing System (MROWS) will be routed to
MFR G-3 no later than 30 business days prior to the school report
date.
8. Post-Graduation Senior Leader Feedback
8.A. To ensure the education received during resident PME is
improving a Marine's performance during their regular duties, the
Director of the CEME requests senior leader feedback.
8.B. Commands who have recent graduates from any of the CEME
schools are asked to evaluate their Marine's post-graduate
performance for a period of approximately 3-6 months. Upon
completion of this period, submit this feedback directly to CEME.

9. Seat Allocations
9.A. All seat allocations for the Reserve resident schools are
requested by Marine Forces Reserve representatives during the
annual Training Implementation Plan conference.
10. This message is only applicable to the Selected Marine Corps
Reserve, Individual Ready Reserve, and Individual Mobilization
Augmentee components of the Marine Corps Reserve.
