GENTEXT/REMARKS/1. The Fiscal Year 2026 (FY26) Naval Reserve
Officer Training Corps (NROTC) selection board convened on 26 June
2025 to select officers for duty as Marine Officer Instructors (MOI)
and Executive Officers (XO) beginning in 2026.
2. The board considered the records of all officers who applied
against the requirements of the available universities, individual
career progression, competitiveness, preferences of the applicant,
and overall needs of the Marine Corps. As an integral component of
our officer corps accessions, only those officers who met the
standard of best and fully qualified were selected for duty with the
NROTC.

4. Coordinating Instructions
4.a. Primary selectees
4.a.1. Acceptance of selection. This message serves as
notification of orders for officers listed in paragraph 3.a.
Selected officers are directed to contact their PMOS monitor NLT 10
days from the release of this MARADMIN.
4.a.2. Selected officers who have not yet accepted Career
Designation (CD) will be offered CD in conjunction with this
assignment. Retention & Release Officer, MMOA-3 will notify all
selectees being offered CD via Marine Online (MOL). Officers
offered CD must accept or decline by responding via MOL NLT 10 days
from the release of this MARADMIN. Officers who do not respond by
the deadline will be considered as having declined CD. Officers who
decline the offer of CD in conjunction with this panel selection
will execute their current End of Active Service IAW MCO 1001.65A
and forfeit their selection to their respective university.
4.b. Alternate selectees. No action is required on the part of
officers on the alternate list in paragraph 3.b. In the event that
a billet becomes vacant, Manpower Management will fleet-up an
officer from the alternate list. PMOS monitors will directly
contact any alternate selected as a fleet-up.
4.c. Declinations and deferrals
4.c.1. Declinations. Requests for declination by officers
who applied and were selected for NROTC duty will not receive
favorable consideration.
4.c.2. Deferrals. Officers selected for assignment to an XO
billet who are unable to execute orders due to extraordinary
circumstances may request a deferral. If approved, the Director,
Manpower Management will defer the Marine to a future NROTC
selection panel. Primary selectees may submit a deferral request in
writing (AA Form) via the first general officer in their chain of
command addressed to HQMC via MMOA-3.
5. Each officer assigned to NROTC duty will become part of the
university staff. Orders will not be issued until nominations are
accepted by the assigned university.
