GENTEXT/REMARKS/1. Purpose. To provide amplifying
information to reference b. 
2. Background 
2.a. The MCCMO is the primary manager of service-level enterprise
circuits. The MCCMO is responsible for planning and modernizing
circuit infrastructure which includes receiving, reviewing, and
managing enterprise Marine Corps circuit requests, upgrades,
transition, migrations, or any other circuit actions. The MCCMO
leverages the Deputy Commandant for Information (DC I), Information
Resources Division (IRD) as the resource sponsor for funding
circuits across the Marine Corps Information Environment
Enterprise (MCIEE). The MCCMO is located with the Marine Corps
Cyberspace Operations Group (MCCOG), a subordinate unit to MFCC. 
2.b. The MCCMO is the primary manager of the service-level
enterprise circuits.  The MCCMO is responsible for planning,
and modernizing circuit infrastructure which includes receiving,
reviewing, and managing enterprise Marine Corps circuit requests,
upgrades, transition, migrations, as well as review local
requirements and may provide technical oversight for any other
circuit actions.  The MCCMO will act as certifying official for
resource execution of approved enterprise circuit requests in
coordination with the COR for adherence to contractual requirements.
The MCCMO, under the MCCOG Marine Corps Programming Code (MCPC),
will coordinate with Marine Forces Cyber Command (MFCC) and the
Information Enterprise Portfolio Team (EPT) to identify resource
shortfalls and new initiatives within the Program Objective
Memorandum (POM) process. The MCCMO, requesting unit, IC4, and EPT
will collaborate to properly address new and urgent requirements
that fall outside of the POM cycle. 
2.c. Marine Corps Installations Command (MCICOM) serves as the
primary coordinator for all local and non-enterprise circuits
aboard Marine Corps Installations. 
2.d. Marine Corps Recruiting Command (MCRC) serves as the
primary coordinator for all non-MCICOM Installation
circuits supporting MCRC. 
2.e. Marine Corps Forces Reserve (MARFORRES) serves as the primary
coordinator for all non-MCICOM Installation
circuits supporting MARFORRES. 
2.f. DC I Intelligence Information Division (IID) and/or
Intelligence Enterprise Management Office (IEMO) serves as the
primary coordinator for enterprise intelligence circuit services.
IID is to coordinate with MCICOM for intel circuits that require
distribution and delivery to their assigned facilities, spaces,
and training areas within Marine Corps Installations. 
2.g. All other commands and units are to coordinate with their
installation G/S-6 for telecommunications service requirements. 
3. Roles and Responsibilities 
3.a. DC I, IC4 
3.a.1. Retain the roles of supporting the MCCMO with establishing,
funding, and maintaining program designator codes (PDCS). 
3.a.2. Develop appropriate databases to track and validate PDC
requests as well as create, maintain, review, and revalidate 
defense information systems agency (DISA) direct store front
(DDSF) and DISA marketplace roles. 
3.a.3. Manage enterprise contract support for General Services
Administration (GSA) Enterprise Infrastructure Solutions (EIS).
IRD, MCCOG S4 fiscal, and MCCMO coordination is necessary to ensure
appropriate funding and timely approval of Telecommunications
Requests (TR). IRD, MCCOG S4 Fiscal, and MCCMO coordination is
necessary to ensure appropriate funding and timely approval
of Telecommunications Requests (TR). 
3.a.3.a. To manage established task orders, there will be a
contracting officer representative (COR) and an alternate
contracting officer representative (ACOR) assigned per business
rules to maintain proper mission support.  The COR function will
remain at DCI, IC4 with the establishment of the ACOR at MCCOG in
direct support of the MCCMO office. The COR role will transition 
to the MCCOG at a later date.  
3.a.4. Plan and coordinate with the Department of the Navy (DON)
Chief Information Officer (CIO), Department of Defense (DOD) CIO
and the DISA for revision, publication, and oversight of policies
related to circuit management and provisioning.  MFCC/MCCOG, MCICOM,
MCRC, and/or MARFORRES will be included in the planning and
coordination to ensure collaboration and to confirm the ability
of the site personnel to fulfill all enterprise-level circuit
requirements submitted on a USMC-owned installation. 
3.a.4.a. Report and collect status of the modernization of
Marine Corps Time Division Multiplexing (TDM) to Internet Protocol
(IP) technologies per reference c. Reporting occurs every six
months, which is reported to the DOD CIO. The schedule is determined
by the DON and the DOD CIO; the report is due two weeks before the
date established. Establish and provide instructions to other Marine
Corps organizations on how and when to report modernization status
updates and plans. 
3.a.5. Maintain service strategy, oversight, and create policy for
Marine Corps global transport and circuit management to include
input from the MCCMO, MCICOM, MCRC, and MARFORRES. The policy is to
encompass enterprise-level circuit bandwidth baselines along with
the associated service type (NIPR, SIPR, etc.) for DODIN circuits. 
3.b. MFCC. In accordance with reference b. the following roles and
responsibilities were transferred from IC4 to MFCC and
delegated to MCCOG. In addition to reference b. the following
roles and responsibilities shall reside with the MCCMO. 
3.b.1. Circuit Provisioning 
3.b.1.a. Review and validate Marine Corps circuit requests. 
3.b.1.b. Provide input to the DC I IRD Service Requirements
Review Board (SRRB) for annual year and fiscal year requirements,
to include planning, budgeting, and briefing the SRRB on enterprise
circuit requirements. 
3.b.1.c. Review and validate annual program objective
memorandum (POM) requirements for enterprise circuits. 
3.b.2. Circuit Management 
3.b.2.a. Review, validate, revalidate, and or process
re-awards for circuit requests. Modernize circuits to
support high-speed and cloud-ready access, as required. 
3.b.2.b. Serve as the primary Marine Corps point of
contact for circuit coordination, provisioning, and
management for enterprise circuits. 
3.b.3. Coordinate with stakeholders for circuits that are
in support of Marine Corps network modernization objectives. 
3.b.4. Stakeholder Engagement 
3.b.4.a. Establish a circuit management working group to
coordinate and collaborate with circuit stakeholders to ensure
proper submission of circuit requests, planning for circuit upgrades
and modernization efforts, and for enterprise, non-enterprise,
and local level circuit meetings. 
3.b.4.b. Coordinate with the DON CIO, DOD CIO, DISA, and IC4
for guidance on implementation of all circuit related strategies,
policies, directives, and planning initiatives. 
3.b.5. Additional Roles and Responsibilities. Provide quarterly
oversight updates to the DCI Network Steering Group (NSG). Updates
shall include at minimum: status of circuit provisioning over the
last four quarters as well as timelines to provision.
Provide documentation to the NSG secretariat to make accessible for
all participants. Publish this document in a Public Key
Infrastructure (PKI) enabled portal and notify stakeholders
of the location. 
3.c. MCICOM / TECOM for Service Level Training Installations (SLTI) 
3.c.1. Provide the Marine Corps Installation Communication Grid
(ICG) for all circuits that terminate, transition through, and/or
are distributed within Marine Corps Installations, facilities, and
training and maneuver areas. MCICOM assistant Chief of Staff for
Communications (AC/S G-6) will establish within its organization
the ICG Circuit Management Office (CMO) to manage all local and
non-enterprise circuits aboard Marine Corps Installations,
coordinate last mile support for all circuits, and coordinate
with regional and installation node site coordinators. A MCICOM
technical point of contact will be identified for all
installation circuits.  
3.c.2. Node Site Coordinator (NSC) is the billet assigned at the
MCICOM Region or Installation that is responsible for managing and
coordinating all activities related to infrastructure within the
assigned node site.  
3.d. MCRC will manage their circuits with MCCOG MCCMO assistance.
A MCRC technical point of contact will be identified for all MCRC
circuits for coordination of last mile
support for non-USMC owned locations. 
3.e. MARFORRES will manage their circuits with MCCOG
MCCMO assistance. A technical point of contact will be
identified for all MARFORRES circuits for coordination of
last mile support for non-USMC owned locations. 
4. Coordinating Instructions 
4.a. Customers must notify MFCC if their request
requires expedited processing. 
4.b. All emerging non-enterprise circuit and equipment
must be properly funded by requester/customer, to include
vendor provided equipment or security devices as required. 
4.c. Customers are responsible for funding and accreditation
actions which includes proper coordination with IC4 and MFCC.
Funding must be available, and accreditation must be complete
prior to circuit activation. 
4.d. Customers requiring non-enterprise circuits must establish
and maintain DISA marketplace, Telecommunication Certification 
Office Support System (TCOSS), world-wide online support system
(WWOLS), Systems Network Approval Process (SNAP) and Secure Internet
Protocol Routing Network (SIPRNET) (SGS)/ Global Information
Grid (GIG) Interconnection Approval Process system (GIAP)
accounts to request and validate circuit needs. 
4.e. Customers will route all Marine Corps circuit requests
to the MCCMO for review and validation. They will provide input
to circuit management working group for the management of
enterprise, non-enterprise, and local level circuits. They will also
provide the status of TDM elimination and other circuit management
information as required for consolidation at the
MCCMO for reporting to the DOD CIO. 
4.f. There are numerous functions and levels of priorities within
the MCCMO portfolio. The following are the primary functions which
require a higher priority: support to the Marine Corps Intelligence
Activity at the Top-Secret classification level, ICG of
MCICOM functions, Commercial Internet Service Provider
(C­ISP), public safety net (PSNET), Enterprise Ashore Enclave (EAE),
and NIPRNET and SIPRNET virtual private networks (includes tactical
circuits supporting the FMF). Other circuits requiring elevated
priority will be adjudicated by the MCCMO.
