RMKS/1. Situation. This is the announcement of the U.S. Marine Corps 
History Division (HD) staff assistance visit to II MEF, MCIEAST, 
MARFORSOC, and MCRDPI-ERR units from 19 through 26 AUG 2025. While 
this is a routine program to assist commands with meeting the 
requirements of Ref (A), it is particularly important at this time 
due to severe deficiencies in command chronology submissions. Only 
12.2 percent of the FY2024 reports required Corps-wide were 
submitted by 31 DEC 24. This constitutes a massive loss of critical 
historical information necessary to fulfill our service’s statutory 
requirements, meet the information needs of the U.S. government and 
American public, and support Marines’ claims for benefits with the 
Department of Veterans’ Affairs.
2. MISSION. HD’s mission is to collect, preserve and promote the 
history of the U.S. Marine Corps. Its critical partners in this 
mission are the units of the Fleet Marine Force and supporting 
establishment who contribute through their command historical
programs as defined in Ref (A). The staff assistance visit provides 
direct contact between History Division and Marine Corps units to 
help them understand the requirements of Ref (A) and how to 
efficiently and effectively maintain effective command historical 
programs, with emphasis on command chronologies and unit lineage 
and honors. 
3. Director’s Intent
3.A. Purpose. To provide direct, face-to-face contact between the 
HD personnel who manage the Marine Corps Historical Program and unit 
personnel fulfilling collateral Staff Historian duties in order to 
provide the latest information needed to effectively and efficiently 
fulfill the requirements of Refs (A) and (B).
3.A.1. Method. The civilian and military staff of HD will provide 
daily informational briefs on the unit requirements of the Command 
Historical Program and conduct leadership engagements with II MEF, 
MCIEAST, and MCRDPI units at their home stations.
3.A.2. Endstate. Unit Staff Historians at all levels understand the 
practical requirements of Ref (A) and are prepared to support 
effective Command Historical Programs.
3.A.3. Concept of Operations.
3.B. HD’s staff assistance team will travel on the following 
itinerary.
19 Aug: MCAS Cherry Point, NC
20-21 Aug: MCB Camp Lejeune, NC
22 Aug: MCAS New River, NC
25 Aug: MCAS Beaufort, SC
26 Aug: MCRD Parris Island, SC
3.B.1. Informational Briefings. HD will conduct two briefings daily 
on each base. These briefings will each last 75 minutes and are 
focused on the practical requirements of the command historical 
program, with emphasis on command chronologies, lineage and honors, 
and records management. The target audience for these briefings are 
the designated staff historians (unit historical officers) at all 
levels. Units which have not appointed a Staff Historian IAW REF (A) 
will benefit from sending an XO, SgtMaj, or key member of the 
S-3/G-3. At the completion of each brief HD staff will remain 
available for an additional 90 minutes to assist units with their 
questions in small groups or one-on-one.
3.B.2. Unit Leadership Engagements. HD civilian and military leaders 
will seek to meet with the leadership of major commands for O-6/GS-15 
level conversations. The purpose of these meetings is to (1) ensure 
unit leaders understand the scope of the command chronology problem 
and solicit their support in correcting it, and (2) solicit feedback 
on the Marine Corps Historical Program. HD leaders are available to 
meet with commanding generals if desired.
4. Requests
4.A. Supported major commands designate a point of contact for each 
base to assist with scheduling appropriate spaces for the daily 
informational briefs. HD will require a meeting space with a suitable 
means of projecting a presentation and briefing 20 audience members 
at a time, and to meet with units and conduct administrative work in 
between briefings. A single meeting room can suffice for all these 
purposes.
4.A.1. Supported major commands promote attendance at one of the 
informational briefs by at least one representative for every unit 
down to the battalion/squadron level.
4.A.2. Supported major commands facilitate opportunities for HD 
leaders to meet with key leaders of major commands down to the 
division/wing/logistics group level, and to receive unit command 
briefs or ops/plans briefs up to the SECRET level.
