1. This MARADMIN provides guidance on the Marine Corps’ observance
of, and participation in, National Insider Threat Awareness
Month (NITAM) 2025. 
2. General. The month of September has been designated as NITAM
and serves as a nationally recognized opportunity for increasing
insider threat (InT) awareness to promote safety, economic
stability, and national security within public and private
sector organizations. The Office of the Under Secretary of
Defense for Intelligence and Security, in coordination with
the National Insider Threat Task Force, and the Defense
Counterintelligence and Security Agency, establishes the annual
theme for NITAM and provides DoD Components with guidance on the
execution of their NITAM efforts. 
3. This year’s theme “Partnering for Progress” underscores the
importance of collaborative efforts across the DoD and with our
external partners to strengthen our collective defense against
insider threats. 
4. Marine Corps participation in NITAM 2025. 
4.a. The Marine Corps Insider Threat Program (MCInTP), shall lead
the NITAM effort for the Marine Corps. 
4.b. The Marine Corps’ goal for NITAM 2025 is to raise awareness of
the insider threat problem set; for all Marine Corps personnel to
facilitate the early identification, rapid intervention and
effective mitigation of risks posed by maligned insiders to our
organization’s personnel, information, resources, and mission
capabilities.  
5. Commanders. To support the achievement of this goal, Commanders
at every level are encouraged to promote participation in NITAM
sponsored events and facilitate insider threat related training
within their units throughout the month of September.

5.b. Onsite Training Support. In recognition of NITAM 2025, the
MCInTP is offering on-site training support from the date of this
message until December 2025. Commanders interested in obtaining
on-site insider threat training can submit requests to the message
POCs or email insiderthreat@usmc.mil.  
6. Marines. Effectively countering insider threats requires a
commitment by every member of our team and taking appropriate
action when potential risk indicators (PRI) are identified.
Most maligned insiders exhibit PRIs, such as misplaced anger,
substance abuse, or financial difficulties prior to committing
a harmful act. When a PRI is recognized don’t ignore it, find

7. This MARADMIN is applicable to the Marine Corps Total Force
and expires one year from the date of publication.
