GENTEXT/REMARKS/1. Purpose. This MARADMIN standardizes procedures,
provides guidance, and clarifies Physical Fitness Test (PFT) and
Combat Fitness Test (CFT) waiver eligibility for Individual Ready
Reserve (IRR) members who join Individual Mobilization Augmentee
(IMA) units within the final 60 days of the semi-annual training
period.
1.a. To ensure consistent policy implementation and alignment with
ref (a), the Deputy Commandant for Manpower and Reserve Affairs
(DC M&RA) is the standardized waiver authority for IRR Marines who
affiliate with an IMA unit within the last 60 days of the reporting
period.
2. Action
2.a. Marine Corps Recruiting Command (MCRC). Submit a PFT and CFT
waiver request with a consolidated report of IRR Marines affiliating
to IMA units to SMB_IMA@USMC.MIL by the following deadlines:
2.a.1. PFT waiver request: No later than (NLT) 15 July for IRR
Marines who joined IMA units between 1 May and 30 June of the
current year.
2.a.2. CFT waiver request: NLT 15 January each year, for IRR
Marines who joined IMA units between 1 November and 31 December of
the previous year.
2.a.3. The consolidated report will include the following
information for each Marine: Operational Group (OpGroup), RUC, MCC,
Rank, Full Name, EDIPI, BIC, and IMA report date.
2.b. The Director, Reserve Affairs Division (Dir RA). Coordinate
with MCRC to review and track submissions for accuracy and
completeness to ensure compliance with waiver request deadlines
prior to routing to DC M&RA.
2.b.1. Upon DC M&RA approval, Dir RA will provide signed PFT/CFT
waivers to the respective OpGroup Program Managers for proper
recordkeeping and action.
3. Eligibility Requirements
3.a. This MARADMIN applies only to Marines transitioning directly
from the IRR to an IMA unit.
3.b. Marines who served in the Active Component, Active Reserve, or
Selected Marine Corps Reserve (SMCR) at any time during the
applicable fitness test period are not eligible for a waiver under
this guidance.
3.b.1. Examples: A Marine who performs any duty in the Active
Component between 1 January and 30 June is not eligible for a PFT
waiver for that period.
3.b.2. Similarly, a Marine who serves in the SMCR at any point
between 1 July and 31 December is not eligible for a CFT waiver for
that period.
3.c. Marines approved for a waiver under this MARADMIN must
complete the next regularly scheduled unit PFT or CFT in accordance
with ref (a).
4. Administration and Logistics
4.a. Upon receipt of signed PFT/CFT waivers from DC M&RA, the
respective OpGroup Program Managers are responsible for entering
approved waiver requests into the Marine Corps Training Information
and Management System (MCTIMS).
4.b. Waivers must be entered in a timely manner to ensure accurate
training records and compliance with fitness reporting requirements
outlined in ref (a).
5. Command and Signal
5.a. This message is effective immediately upon release and remains
in effect until superseded by future policy or incorporated into ref
(a) and/or ref (b).
5.b. Direct questions concerning this MARADMIN to the POCs listed
above.
