1. This message formally announces the creation of the Marine Corps 
Combat Readiness Evaluation (MCCRE) functional area (FA) for use as 
part of the Inspector General of the Marine Corps (IGMC) inspections
program and Commanding General's inspection programs (CGIPs).
2. Background
2.a. In accordance with ref (a), the IGMC conducts inspections to 
assess if commands manage FAs in accordance with Marine Corps 
standards and regulations. Ref (a) also requires Command Inspectors 
Generals (CIGs) to inspect subordinate units within their 
organization. Ref (b) requires that inspectors use functional area 
checklists (FACs) to assess FAs. Functional Area Sponsors (FASs) of 
Marine Corps Orders (MCOs) write and update FACs. For IGMC 
inspections, FASs provide subject matter experts (SME) to inspect 
the FAs they sponsor. The Deputy Commandant for Plans, Policies, and
Operations (PP&O) is the FAS for the MCCRE MCO.
2.b. Currently, there is no FA devoted solely to assess compliance 
with ref (c). Questions regarding adherence to ref (c) are located 
in the Unit Training Management (UTM) FAC; Training and Education 
Command (TECOM) is the FAS for the UTM FA.
2.c.  Based upon the Marine Corps’ need to maintain readiness
oversight of its units as the Nation’s force-in readiness in light
of recent operational mishaps, increased operational requirements,
and resourcing pressures, the MCCRE has proven to be a critical tool
for commanding generals to maintain an accurate sight picture of
their command’s readiness.  Recognizing this, the Inspector General
of the Marine Corps (IGMC) initiated an evaluation of its inspection
processes, with particular emphasis on unit readiness reporting and
Marine Corps Combat Readiness Evaluations (MCCREs). This initiative
led to the development of a draft MCCRE Functional Area Checklist
(FAC), based exclusively on reference (c). IGMC and Command
Inspector Generals (CIGs) employed the draft checklist during
proof-of-concept inspections at their respective echelons. Following
these inspections, IGMC consolidated feedback and requested final
revisions to the MCCRE FAC from Plans, Policies & Operations (PP&O)
and Training and Education Command (TECOM).
3. Execution
3.a. The MCCRE FA is established upon publication of this MARADMIN 
as a Critical or Required Evaluation (CoRE) FA. IGMC will assess 
MCCRE programs only during inspections of Marine Expeditionary 
Forces and active duty Marine Divisions, Marine Aircraft Wings, and 
and Marine Logistics Groups. PP&O is the sponsor of the MCCRE FA and
will conduct routine updates to the MCCRE FAC as per ref (b).
3.b. IGMC will request SME support from PP&O, as the MCCRE FAS, to
provide an inspector for each IGMC inspection of a unit with a MCCRE
Program. IGMC will formally request this support via an official
message on the Electronic Task Management System (ETMS2).
3.c. CIGs are directed to incorporate inspections of subordinate 
unit MCCRE programs into their Commanding General's Inspection 
Program as applicable.

3.e. TECOM is requested to remove MCCRE related questions from the 
UTM FAC.
