GENTEXT/REMARKS/1.  Purpose.  The Marine Corps Reserve Lateral Move
(LatMov) program is designed to enable inventory balance across
enlisted and officer Military Occupational Skills (MOS) by
maximizing individual and collective potential, thereby supporting
reserve unit commanders with the optimal distribution of Marine
talent to meet mission requirements.
2.  Eligibility.
2.a.  Component Categories.  Marines in the following component
categories are eligible for LatMov consideration.
2.a.1.  Active Component (AC) Marines applying for the Direct
Affiliation Program (DAP).
2.a.2.  Active Reserve (AR) Marines released from active duty.
2.a.3.  Marines who are currently members of, or who affiliate with,
a Selected Marine Corps Reserve (SMCR) unit.
2.b.  Rank Requirements.  Enlisted Marines in the rank of Lance
Corporal through Sergeant, and officers in the rank of First
Lieutenant and Captain.
2.b.1.  Sergeants selected for Staff Sergeant and Captains who are
selected for Major require approval from Reserve Affairs (RA) (RAP).
2.b.2.  Staff Sergeants and Staff Sergeants select applying for
0211, 0231, and 1721 are authorized.
2.c.  The requested unit must have an open Billet Identification
Code (BIC) per the Inventory Development and Management System
(IDMS). Marines may not request LatMov to fill an Excess Billet
Indicator (EBI) of any type. Once the LatMov is approved, the
gaining unit shall assign the Marine to the approved open BIC in
IDMS.
2.d.  Marines must meet MOS requirements, per reference (a), to
submit a LatMov request.
2.e.  Requests for waivers of MOS prerequisites will be submitted to
the Occupational Field Sponsor as an attachment to the Total Force
Retention System (TFRS) request.  Waiver criteria will follow the
Reserve Reenlistment Extension Lateral Move (RRELM) processing and
submission guidelines TFRS message.
2.f.  Marines must meet retention requirements in accordance with
reference (b) to submit a LatMov request regardless of whether
reenlistment is required.
2.g.  Marines must not have any remaining SMCR service obligation
associated with receiving a previous enlistment or affiliation
bonus. This requirement is waived for Marines in units affected by
Force Design or Commandant of the Marine Corps-directed force
structure changes.
2.h.  Marines who are within three (3) years of their initial MOS
school or within three (3) years of receiving funding for a previous
LatMov are not eligible to submit for a LatMov.
3.  SMCR Service Obligation.  Marines approved for a LatMov will
incur additional SMCR service obligation and an adjustment to their
Mandatory Drill Participation Stop Date (MDPSD) per reference (c).
Marines will be required to obtain up to three (3) years of
contractual time to satisfy the incurred SMCR service obligation.
3.a.  An obligation will be incurred on the date of reporting to
active duty at the assigned training school.  Fulfillment of this
obligation will begin on the date of graduation from the assigned
training school.  The Statement of Understanding (SOU) for incurring
this obligation will be as follows.
3.a.1.  One year, upon reporting to active duty for attendance at a
formal MOS producing school of less than 5 weeks.
3.a.2.  Two years, upon reporting to active duty for attendance at a
formal MOS producing school of 5 weeks to 12 weeks in length.
3.a.3.  Three years, upon reporting to active duty for attendance at
a formal MOS producing school in excess of 12 weeks.
3.b.  Per reference (c) Marines who do not possess a TS/SCI clearance
and request LatMov into an MOS whose schools requires a TS/SCI
clearance, will incur 36-month obligation upon a favorable clearance
adjudication. Obligated time incurred due to clearance and LatMov
SOU will run concurrently.
3.c.  Marines who LatMov into the 0211 MOS will incur a 60-month
service obligation. The 60-month service obligation refers to the
total contractual time in the Ready Reserve.
3.d.  Obligation for training will not take the Marine beyond
Enlisted Career Force Controls (ECFC) service limits for grade in
accordance with references (d) and (e). ECFC limitations must be
assessed based on the Marines current rank without regard to the
possibility that the Marine may get promoted before the ECFC.
3.e.  Marines will be required to sign a distance waiver if outside
the normal commuting distance per reference (c).
4.  Restrictions.  Lateral moves into the following MOSs are not 
authorized:  0102, 0111, 0202, 0402, 0411, 0602, 1141, 1316, 1341,
1345, 1803, 2111, 2141, 2311, 3002, 3043, 3051, 3381, 3451, 3521,
4401, 4402, 5803, 5831, 5952, 6002, 6042, 6046, 6048, 6116, 6123,
6153, 6216, 6217, 6336, 6531, 7041, 73XX, 75XX.
4.a.  Marines seeking LatMov into 63XX must currently possess a 63XX
MOS.
4.b.  Marines approved for the LatMov program may be dropped for the
following reasons:
4.b.1.  Failure to affiliate with the intended unit within 60 days
of the approved retraining request.
4.b.2.  Failure to attend scheduled training within 12 months of
joining the unit without processing a reschedule request with Marine 
Force Reserve G-3/5.
4.b.3.  Failure to complete training due to disciplinary action or
academic failure.
4.b.4.  Transfer to the Inactive Ready Reserve prior to the
convening date of the scheduled course.
4.b.5.  Execution of an Inter-Unit Transfer (IUT) to an IMA billet,
IUT to a non-designated primary military occupation skill (8014)
without approval from RA (RAP).
4.b.6.  Marine is subject to a nonjudicial punishment.
4.c.  SMCR Marines who are dropped from the LatMov program must be 
realigned to a valid BIC per the current RA BIC assignment policy 
within 60 days.
5.  Coordinating Instructions.
5.a.  All requests will be considered based on the needs of the
Marine Corps and approved on a first-come, first-served basis,
contingent upon available funding and force structure.
5.b.  SMCR Marines may conduct a LatMov within their currently
assigned unit if a vacancy exists.
5.c.  RA (RAM) will enter the IMOS into the Marine Corps Total Force 
System (MCTFS) for each approved LatMov request upon the Marine's 
acceptance and subsequent reporting of the reenlistment or
extension, if applicable, in MCTFS.
5.d.  LatMov requests requiring IUT should be submitted in TFRS
first. After the LatMov is approved, an IUT request should then be
submitted.
5.e.  RAM-1 will lock BICs in IDMS upon approval of a LatMov in
TFRS.
5.f.  SMCR company-grade officer LatMov requests will be screened and
reviewed by RAM-1 and managed by RAM-4 in order to prioritize
limited school seat availability.
5.g.  Submissions for LatMov will be submitted to RAM-1 via TFRS.
5.h.  Upon LatMov approval, unit training sections will submit 1) a
training request form, 2) signed Statement of Understanding, and 3)
RA TFRS Approval via email to MARFORRES G-3/5 at
MFRFORMALSCHOOLS@USMC.MIL for school seat registration.
6.  This MARADMIN is applicable to service in the SMCR only.
7.  Cancellation.  This MARADMIN cancels and supercedes MARADMIN
470/22 SMCR LatMov, Career Progression MOS and MOS proficiency
training programs.
8.  The parameters established in this MARADMIN will be reviewed
annually. Until a new policy is established, this policy will remain
in effect.
