GENTEXT/REMARKS/1.  The purpose of this MARADMIN is to provide 
guidance for the Fiscal Year 2026 Legal Officer Course (LOC). 
2.  Course Description. This two-week course provides non-lawyer 
military personnel with basic training in topics such as 
administrative separation processing, standards of conduct, and 
administrative investigations. Students will gain and demonstrate 
proficiency in drafting charges and act as a recorder for an 
administrative separation board in order to gain a deeper 
understanding of military justice and administrative processes. This
legal training is accomplished through lectures, practical 
exercises, and examinations.  
3. Travel, lodging, and per diem costs will be the responsibility of 
individual commands. Virtual courses are free to attend. For either 
in-person or virtual offerings, full attendance is required to 
receive course completion credit for each course. 
4.  Eligibility. LOC is open to commissioned officers in paygrades 
O-1 to O-4 and CWO2 to CWO5 who are designated in writing as legal 
officers or who will be assuming the role of legal officer within 
six months. Enlisted Marines who are the primary legal officer at 
the command where no commissioned officers are available to fulfill  
the role of legal officer can attend but a waiver (memorandum of 
record) is required stating such. The waiver must be signed by the 
Marine’s executive officer. All waivers should be submitted to 
JPI_Courses@usmc.mil. 
5.  Registration requests. Registration requests for this course 
must be sent to JPI_Courses@usmc.mil no later than six weeks prior 
to the date the course convenes. Email requests must include the 
date and location of the course requested in the subject line and 
the following student information in the body of the email: Rank,  
full name, billet or future billet (if applicable), billet 
description (why the Marine needs to attend the course), DOD ID 
number, phone number, email address, command, and command location. 
Requests for registration will be processed in the order in which 
they are received. Any requests made within six weeks of the course 
convening date will not be processed for the requested course date.  
6.  Schedule: All virtual courses will align to Eastern Standard

7.  Naval Justice School currently offers the LOC as a Mobile 
Training Team (MTT) course. A unit requesting a MTT course will be
responsible for the funding and venue. To schedule a course, see the

8.  Quota cancellations. Cancellations received less than five
business days prior to the class convening date may result in a 
no-show report for the command due to lost training opportunities 
for other units. Quotas must be cancelled via email to 
JPI_Courses@usmc.mil after enrollment confirmation.
