GENTEXT/REMARKS//   
1.  Situation.  Activity Manning Manager (AMM) roles and
responsibilities within the Marine Corps are essential to mission
readiness of Navy personnel.  The AMM serves as the link between
USMC commanders, Navy Personnel Command (NPC), and Total Force
Structure Division (TFSD).  
2.  Mission.  This MARADMIN formally establishes standard practices, 
duties, and responsibilities for AMMs assigned to Marine Corps 
commands.  It further establishes the coordination mechanisms that 
AMMs must operate to ensure timely and effective management and 
distribution of Navy staffing in support of the Marine Corps.  Refs 
(b) and (c) provide policy and procedural guidance that authorize  
AMMs to monitor and report personnel status, coordinate with Navy 
placement coordinators, and align sailors to billets based on rate, 
Navy Enlisted Classification (NEC), Paygrade, and Projected Rotation 
Date (PRD). 
3.  Execution.  AMMs report via G-1 channels on behalf of their 
respective commander.  AMMs are organizationally aligned within the 
G-1 of the command to which they are assigned, and they shall report 
all personnel staffing issues directly to the AC/S G-1.  AMMs are 
primarily responsible for the management and distribution of Navy 
officers and enlisted personnel in support of the Marine Corps and 
must execute the following core functions. 
3.a.  Billet and Personnel Alignment Oversight 
3.a.1.  Monitor and reconcile Sailor-to-billet alignment data on My 
Navy Assignment (MNA) site, Navy Standard Integrated Personnel 
System (NSIPS), and command Activity Manning Documents (AMD) to 
ensure accuracy of PRDs, Prospective Gains (PG), NEC, and that 
personnel paygrades match billet authorized requirement or pay band.
Per ref (c), AMMs are authorized to review these attributes in MNA,
submit alignment requests, and flag errors to ensure accurate
requisitions are generated on behalf of the command.  Additionally,
verify alignment and matching of billets between the Navy's Total
Force Manpower Management System (TFMMS) and the Marine Corps' Total
Force Structure Management System (TFSMS).
3.a.2.  Submit or request Personnel Manning Action Request (PMAR) 
such as Member Realignment Request (MRR), Operational Hold (OPHOLD), 
cross-deck, divert, order modification, completion of tour 
(COMPTOUR), orders cancellation, and PRD adjustment to mitigate 
staffing shortfalls.  As outlined in ref (c), AMMs are responsible 
for initiating PMAR based actions to correct or optimize alignments, 
ensuring fit/fill standards are met. 
3.a.3.  Proactively plan with G-1 leadership to prioritize and 
submit billets via chain of command (Marine Expeditionary Force 
[MEF] and component) to TFSD, manpower Budget Submitting Office 
27 (BSO27) within established requisition cycle to facilitate 
advertising command billets on MNA. 
3.a.3.1.  Reporting of staffing issues begins at the Major 
Subordinate Command (MSC) level, where AMMs and G-1s will analyze 
personnel staffing data, identify discrepancies, and develop 
consolidated reports.  
3.a.3.2.  Validated reports will be forwarded to the MEF AMMs and 
G-1 for aggregation, quality control, and resolution. 
3.a.3.3.  Type Commander (TYCOM) and NPC are responsible to liaise 
with U.S. Fleet Forces Command (USFFC) and Manning Control  
Authority (MCA) for assistance resolving staffing issues across 
BSO27. 
3.b.  Readiness and Inventory Management 
3.b.1.  Monitor command minimum staffing threshold data on MNA 
daily.  Effectively manage personnel inventory, to include limited 
duty (LIMDU) and pregnancy availability.  Submit PMAR to notify NPC 
and TYCOM of request to realign personnel. 
3.b.2.  Manage local staffing of Navy officer and enlisted billets, 
and communicate any staffing needs to TYCOM to mitigate staffing
deficiencies.  
3.b.3.  Train and advise command leadership (USMC) on Navy enlisted 
and officer personnel management programs and staffing processes to 
bridge knowledge gaps and ensure accountability and traceability of 
Navy personnel.  
3.c.  Systems Proficiency and Administrative Maintenance. AMMs are
responsible to use manpower and personnel resources and systems such
as: MNA, NSIPS, TFMMS, TFSMS, Defense Readiness Reporting System
(DRRS), and Marine Online (MOL) to manage personnel resources.
Ref (c), para 4.e, outlines AMM systems access roles and requires
AMMs to maintain accuracy of personnel data via these systems,
acting as the primary unit representative. 
3.d.  Strategic Engagement and Planning 
3.d.1.  Per ref (d), para 8, AMMs shall notify TYCOM via AMM teams 
channel or email of all circumstances where a unit is missing or 
projected to miss minimum thresholds no later than 60 days prior to 
an employment/deployment date (d-date), or when unit staffing levels 
fall below minimum thresholds from d-date through employment and 
deployment. 
3.d.2.  AMMs, G-1, or command designated representative shall attend
the BSO27 annual AMM symposium and monthly training on teams per ref 
(f).  
3.d.3.  As required, AMMs shall coordinate with applicable Navy 
stakeholders to ensure Subject Matter Experts (SME) are engaged in 
any Table of Organization and Equipment Change Requests (TOECR) 
impacting Navy structure. 
4.  Administration and Logistics 
4.a.  Administrative guidance, reporting requirements, and reference 
materials are available via the AMM teams channel established by 
TFSD Navy Branch to support the AMM community across BSO27. 
4.a.1.  The AMM teams channel will serve as the primary venue by 
which all AMM collaboration and coordination will occur.  
4.a.2.  It is critical that appointed AMMs submit appointment 
letters signed by their commanders to gain access to the restricted 
portions of the AMM channel that contains Controlled Unclassified 
Information (CUI).  
4.b.  Per ref (c), commands shall ensure all AMMs have access to 
MNA, TFMMS, TFSMS, DRRS, and MOL to effectively monitor and manage 
Navy personnel staffing. 
4.c.  BSO27 TYCOM maintains oversight of the AMM community 
enterprise-wide.  All AMMs assigned to USMC commands are required to 
notify TYCOM and placement coordinators upon reporting to their 
assigned unit to ensure communication and successful integration 
into BSO27 AMM community.  
4.d.  Per ref (a), for purposes of this MARADMIN, the term 
“staffing” refers to personnel inventory.
4.e. This MARADMIN will be included in future editions of the MCO
5311.1E Total Force Structure Process.
