GENTEXT/REMARKS/1. Purpose. Per reference (a), Installation Range
Control Programs will be certified / recertified by Commanding
General (CG) Training and Education Command (TECOM), every three
years.
2. Background. The Installation Range Control certifications will
be conducted by a team from CG TECOM (C465) Range and Training Area
Management (RTAM) using the certification for range control
operations checklist found on the Marine Corps Range and Training
Area Management System (MCRTAMS) in the range certification module at
https:(slant slant)RTAM.TECOM.usmc.mil. For Calendar Year 2026, the
Marine Corps Installation Range Control certification schedule is as
follows:
Date: Location:
4 MAR – 6 MAR 2026 MCB HAWAII
9 MAR – 10 MAR 2026 MCB CAMP BLAZ, GUAM
6 APR – 10 APR 2026 MCB CAMP BUTLER, OKINAWA, JAPAN
13 APR 2026 MCAS IWAKUNI, JAPAN
15 APR – 17 APR 2026 CATC, CAMP FUJI, JAPAN
3. Details regarding the certification schedule and in-brief will be
emailed to each installation approximately 30 days before the planned
certification visit.
4. Scheduling conflicts will be addressed on a case-by-case basis
between the unit's leadership and the TECOM / RTAM points of contact
(POC).
5. Installation Commanders will communicate all cancellation
request via email to the TECOM / RTAM POCs.
6. Installation Commanders will receive an out-brief of the
inspection results before the inspection team's departure. Official
results from RTAM will be released within 30 days from the completion
of the inspection. Should findings or discrepancies be identified
during the range control certification process, the Installation
Commander of the Range Control Facility will submit a Corrective
Action Plan (CAP) to CG TECOM (C465) within 30-calendar days
following receipt of the certification report. The CAP is required
to be in Naval correspondence format and provided to the TECOM / RTAM
POCs via DoN Task Management Tool (TMT). The CAP shall document the
corrective actions / steps taken or planned to eliminate the cause(s)
preventing the recurrence of each discrepancy. Subsequently, every
30-calendar days a status report from the Installation Range Control
Officer will be provided to the TECOM / RTAM POCs via email with
copies sent to the Installation Commander until the CAP is complete.
TECOM / RTAM shall determine when the corrective actions are
sufficient to certify or recertify the Installation Range Control
Facility.
7. The scheduled certification visits are at no cost to the
commands. Scheduled certification cancellations may require the
canceling unit to fund travel expenses for a rescheduled
certification. Technical Assist Visits (TAV) are provided to all
commands with ranges and training areas upon request via email
to the TECOM / RTAM POCs. TAVs are at no cost to commands and are
highly recommended.
8. This MARADMIN applies to all Marine Corps Bases, Stations,
and Installations listed in paragraph 2 and reference (a).
