GENTEXT/REMARKS/1.  Per reference (a), parachute program safety
inspections are to be conducted on all Marine Corps commands with a
parachute capability at least once every two years. Assist visits
will be provided upon request by the command or as directed by DC,
PP&O (POF). Per reference (b), helicopter rope suspension techniques
(HRST) program safety inspections will be conducted at least once
every two years on all Marine Corps units authorized to conduct
refresher training and conduct assist visits as requested by units
or by DC, PP&O, Ground Combat Element Branch (POF).
2.  These inspections will be completed by the Parachute Safety
Analyst assigned to the Naval Safety Command.

3.  Details regarding inspection schedule, checklists, in-brief and
results of past inspection will be forwarded to each affected
activity via email approximately 90 days prior to the planned
inspection visit or upon request by the units being inspected.
4.  Commands who maintain parachutes shall be prepared to provide
two packed and ready for issue parachute systems (both main and
reserve for personnel systems) of each type maintained by the
command for inspection.
5.  Command leadership will be evaluated on their ability to assess
the unit’s risks and continuously improve the command’s parachute
and HRST programs. Prior to the inspection, the command will conduct
a self-assessment and provide the results to the inspector upon
arrival. Commands should utilize the safety inspection checklists
for both the parachute and HRST programs.
6.  Conflicts with the unit’s mission schedule will be addressed on
a case-by-case basis between the unit’s leadership and the Naval
Safety Command Parachute Safety Analyst.
7.  In order to fully meet requirements of reference (a) and (b), 
all cancellations of parachute program and HRST program safety
inspections must be initiated by the commanding officers at the
regimental level with endorsement from the first general officer
in the unit’s chain of command and may require the unit to fund
travel expenses for the inspection. Cancellation requests will be
communicated via email to the Naval Safety Command Parachute Safety 
Analyst, MSgt Patrick Doody (Patrick.Doody.mil@us.navy.mil) and HQMC
Safety Division (hqmc_safety_division@usmc.mil).
8.  The scheduled inspections are at no cost to the units. Assist
visits are provided to all commands with a parachute/HRST capability
upon request via message or email at no cost to commands and are
highly recommended.
9.  This MARADMIN is applicable to all Marine Corps units with a
parachute and/or HRST capability.
